Olson, A. Hubert Nord- gren, Andy Lindquist and Sydney Nelson present, Bert Hovland absent attending an insurance co..-op meeting of counties in Saint Paul. Chai:rman Nordgren called the meeting to order at 9: 30 a.m •• Motion was made by .Mel O. Olson, seconded by Andy Lindquist and unani- mously carried, to approve the minutes of the February 19, 1985.meeting as mailed. Rich Hill and Rob I.arrpa, Engineers from Reikelcarrol Muller and Jim Ce:rber, appeared before the Board and presented their report on the proposed burner construction at the State Hospital location in the City of Fergus Falls. The total estimated cost of installation, including denolition of certain existing buildings, or portions of existing buildings, site ·work, building additions and :rrodifications, equiprren:t and piping, rolling stock, contingency, engineering & contract adminis- tration was presented at $4,841,000, with an estimated tipping fee of $23.17 per ton and a potential working crew size of 14 persons at an estimated cost of $421,000. No fonnal action taken. Motion was made by Andy Lindquist, seconded by Sydney Nelson and unani- mously carried, to retain the firm of Reike carroll Muller and Associates, Inc., for the preparation and submittal of all infonnation, involving direct negotiation with Minnesota authorities, for three (3) solid waste transfer station grant applications as soon as possible, for the tentative locations at Pelican Rapids, Fergus Falls and Henning, with a cost not to exceed $~1000.00. M:>tion was rrade by Mel O. Olson to eliminate the publication of the list of employees' personal service charges on the annual financial staterrent for the year 1984. The notion was seconded by Andy Lindquist but failed with Sydney Nelson and Hub Nordgren voting "no". Upon rrotion made by Melo. Olson, seconded by Andy Lindquist and unanirrously carried, the following resolution was adopted: RESOLVED by the Board of County Comnissioners of Otter Tail County Minnesota, that WHEREAS, the County of Otter Tail and the City of Perham have agreed to construct a new access road to the Industrial Park in the City of Perham, and WHEREAS, the proposed access road will connect Otter Tail County State Aid Highway No. 80 to the site of the proposed refuse burner located in the Perham Industrial Park, and WHEREAS, the proposed access road will provide a 9 ton route to the Perham Industrial Park, and WHEREAS, the proposed access road must cross the Burlington Northern Fa.ilroad, NOW, THEREFORE, BE IT RESOLVED, that the Minnesota Department of Transportation is hereby requested to approve this railroad crossing and take the appropriate action.
