BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Corrmissioners of Otter
Tail Cmmty Minnesota net Friday, February 1, 1985, .. with Andy Lindquist, Berton
Hovland, Mel O. Olson, A. Hubert Nordgren present,. Sydney Nelson absent. Chairman
Nordgren declared the meeting open at 12:40 p.m ••

Motion was made by Mel O. Olson, seconded by Bert Hovland and carried
unanimously, to reconsider the re!g:uest of Don Gebhart for forgiveness of penalty on
property in the City of Fergus Falls being held in receivorship, rented by C:iebhart,
and approve payment with forgiveness of one-half of the penalty and interest due to
late payment.
Motion was made by An,dy Lindquist, seconded by Bert Hovland and carried
unanimously, to deny forgiveness of payrrent of penalty on tax on the Michael L. Uselman
Estate property in Bluffton Township.
Motion was made by Bert Hovland, seconded by Mel b. Olson and unani-
mously carries, to approve payment without penalty and interest on Thomas & Jeanne
McDonald property in Dora Township, due to a mix-up and confusion with a carputerized
split of property on mid-year horrestead ¼,j_th t~ st~tements·going out with only one
gning to the escrow account.
Tom Smith of the Isaac Wal ton League and David vhipple of the Fergus
Falls Fish and Game Clubs appeared before the Board in support of the Federal Wetlands
Programs, urging the County Board to consider each case as it ;omes before the Board
at the best interest of .the seller and the preservation of wetlands in the county.

Upon motion made by Andy Lindquist, seconded by Mel O. Olson and
unanimously carried, the following resol~tion was· .adopted:
RESOLVED by the Board of County Conrnissioners of Otter Tail County
Minnesota, that
WHEREAS, in accordance. with_a:Procedural Agreement between the
Minnesota Departrrent of Natural Resources and the u.· s. Fish. and .Wildl.j:fe Service,
dated May 23, 1962, certification by the County Board of Ccmnissione~s foraa:i:ui-
sition of lands by theU. S. Fish.and Wildlife Services is requested, and
WHEREAS, representatives of the U. S. Fish and Wildlife Service
met with. the Board of Commissioners on February 1, 1985 and infomed said Board
that a purchase agreerrent flad been secured from Mr •. and Mrs. Harland I. Haugen
on the NW¼SE¼, NE¼NW'\of Section 18-132-42,

NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby
approve acquisition of.the ~forernentioned property by the U.S. Fish and Wildlife
Service.

sition of lands by the U.S. Fish and Wildlife Service is requested, and

NOW, THEREFORE BE IT RESOLVED,-the.County Board does hereby
approve acquisition by the U.S. Fish and Wildlife Service of the aforenentioned
wa_terfowl easements.

•and discussed the·progress of the contract with the Fergus Falls State Hospital in
the proposed refuse burner installat.ion.
In response to correspondence from Western Minnesota Federa"l Savings
& Loan ·Association requesting forgiveness of penalty anq interest on a late payment
of an escrc:M tax payment by said finn for the _John Dixon delinquent tax, motion was
made by Mel 0. Olson, seconded by Bert Hovland anq carried1unanirnousiy, tci,·not grant
forgiveness o:fi penaity·< and ·interest on the late payment of trut. · · ·
LarcynKrohn/· 1Doun.ty Coordinator, discussed with the County Board the
'fraud investigator positicbn, comparable worth and organizational chart for Otter Tail
County.

carried to.invite consultants to make presentations to the Board on costs of job
evaluations fry canpliance with comparable v.0rth legislation •.
Motion was made by Mel 0. Olson, seconded by Bert Hovland and carried.

Motion was made by Bert Hovland, seconded by Mel Olson and unanimously
carried, to forgive penalty and costs on late payment of tax by Vergas Investrrent
Company where an error was made in the county offices and tax assessed on wrong parcel.

Motion was made by Mel Olson, seconded by Andy Lindquist and carried
with Hub Nordgren voting "no", to not allow forgiveness of penalty on late payment
of tax on property owned by Linda Goepferd & Rebbecca Stigen in Friberg 'lbwnship.
Motion was made by Andy Ll.ndquist, seconded by Bert Hovland and unani-
mously carried,·to grant forgiveness of penalty and interest on a delinquent tax in
W::!stern Township for Don Davenport, but collect the tax as corrected.
Motion was made by Bert Hovland, seconded by .Melo. Olson and carried
unanimously to close the balance of the meeting for the purpose of labor negotiations
in the Sheriff l'-Elby vs Otter Tail County Board. case.
