Chainnan Nelson declared the meeting open at 12: 37 p.m •• Steve Andrews, representing the Personnel Committee, requested a formal response be directed to John Skramsted,.retired employee, regarding .unused sick leave. Motion was made by Bert Hovland, seconded by Van Ellig and carried, to write to Mr. Skramsted stating the Board would adhere to the policy as set forth in the personnel policy. Mr. Andrews also presented requests for forgiveness of penalty on late payment of tax. After consideration, motion was made by Bert Hovland, seconded by Van Ellig and carried, granting forgiveness of penalty on a late payrrent of tax by the Holiday Inn, Fargo, ND, where a payrrent was rnade by rnail, said mailing having been involved in a theft . of mail bags. Motion was made by Van Ellig, seconded by Bert Hovland and carried, to approve forgiveness of penalty on a late payment of tax by Kenneth Asplin of 4 Seasons Car wash upon documentation of the U.S. Postal Ser- vice, said mailing was routed to Sacrarrento, CA from the M:)orhead office, resulting in a delay in payrrent and postmarked in the Sacramento, CA µ:,stof fice. Motion was made by Van Ellig, seconded by Andy Leitch and carried, to deny forgiveness of pen- alty of Tan Gorton, due to a mistmderstanding of the date of payrrent. Sam Lykken, Rollie Lake and Ervin Buchholz of The Rail Action Committee, . . . appeared before the Board relative to the successful attempt to influence the.Burlinc:;r- ton Northern Railway to retain the depot and.line through Fergus.Falls, requesting .additional ftmding for }:tiayment of expenses incurred. Motion was made by Van Ellig, seconded by Andy Leitch and carried, to appropriate $11,000 for TRAC for said purpose. Motion was made by Van Ellig, seconded by Bert Hovland and carried, to re-appoint .June Ryan, Fergus Falls, for a three year term on· the Otter Tail County · Planning Ccmnission. Jacobson for a fence location on highway right-of-way in Tordenskjold Township." Motion was made by Van Ellig, seconded by Bert Hovland and carried, to accept the letter of resignation from Laura Youngs:rra, Data Processing Director, and motion was made by Bert_ Hovland, seconded by Van Ellig and carried, to write a letter expressing app:rreciation of services rendered as Data Processing Director. Motion was made by Van Ellig, seconded by Hub Nordgren and carried, to appoint Tim Brand as interim Data Processing Manager until a pennanent replacement can be secured. Motion was made by Bert Hovland, seconded by Hub Nordgren and carried, to close the court house all day, M:mday, December 24th, 1984.-, Motion was made by Hub Nordgren, seconded by Van Ellig and carried, authorizing the Chainnan of the Board to serve as the County Board's representative on the I.aw Library Corrmittee, pursuant to §§ 140.36, Subd. 1, (2). Upon motion made cy_ Sydney G. Nelson, seconded by Van Ellig and carried, the following resolution·was adopted: RESOLVED by.the Board of County Ccmnissioners of otter Tail County Minnesota, that WHEREAS application for repurchase has been made by Arnold Rollag, a-mer of record of a tract described as a tract 100' wide adjoining S.L. A on E and south 825' of East 381' and E 50' of North 333' of S.L. A., Section 30-136-40, said property having forfeited to the State of Minnesota on the 21st day of CX::tober, 1983, and WHEREAS, said applicant has paid the sum of $573.09 representing the aggregate of all delinquent taxes, penalties, costs and interest, NCW, THEREFORE, BE IT RESOLVED pennission to repurchase said land is hereby granted for the reasons stated as follows: Relieve undue hardship and be to the best public interest. David Nycklemoe, Fergus Falls City Attorney, appeared before the Board and gave a presentation on the proposed refuse burner at the Fergus Falls State Hos- pital and expJiained the contract with the State of Minnesota for purchase of steam. The following quotations were received by the County Board for a copier to be used by the Highway Department: Lundeens, Fergus Falls, MN Pierce Co., Fargo, ND Cooper's Office Supply, Fergus Falls, MN No trade $3,795 3,700 3,500 With trade $3,720 3,200 3,370 Motion was made by Bert Hovland, seconded by Van Ellig and carried, to accept the quotation of Cooper's Office Supply, Fergus Falls, MN in the arrount of $3,500, without trade. Motion was made by Hub Nordgren, seconded by Van Ellig and carried, to approve an agreerrent with Jim Ahlfs Construction Co., to increase contract with Ahlfs Construction on County Highway No. 124, as follows: Item 6 -Cu. Yds. of aggregate, 3138-5 Class V@ $3.00 per cu. yd. Item 7 -Haul Aggregate@ 0.25 per cu. yd. Item 10 -Equipment Rental, Motor Patrol@ $38.00 per hour. Upon motion made by Van Ellig, seconded by Bert Hovland and carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County _Minnesota, that WHEREAS, The State of Minnesota owns and operates the Fergus.Falls .State Hospital in the City of Fergus Falls, and WHEREAS, the State Legislature of the State of Minnesota has authorized and.rrandated counties to provide for the necessary services of collection and disposal of solid waste generated by the inhabitants of County, but that the various landfill sites located in the County are becaning filled and consequently the County is in need of alternative method if disposing of its solid wastes; and WHEREAS, it is in the best interest of the County of Otter Tail and the State of Minnesota to cooperate with each other in the construction of a new facility to incinerate the County's solid waste and to produce heat in the fo:r:m of steam for the use and benefit of the Fergus Falls State Hospital, NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby approve the concept of a cont,ract with the State of Minnesota for the purpose of collection and disposal of solid waste and the generation of steam to provide the necessary heat for the-benefit of the Fergus Falls State Hospital, and BE 'IT FURTHER RESOLVED, the Solid Waste Corrmittee be requested to fo:r:mulate specific suggestions on how to identify other issues to :rrake said project a reality in Otter Tail County.
