HomeMy WebLinkAboutBoard of Commissioners - Minutes - 10/23/198411.ilINlJTES OF THE ADJOURNED MEEI'IlJG OF THE BOARD OF COUNTY COMMISSIOOERS OITER TAIL COUNTY MilJNESOTA Pursuant to adjournrrent, the Board of County Commissioners of Otter Tail County Minnesota met Tuesday, O:::tober 23, ·1984, with Andy Leitch, Bert Hovland, Sydney Nelson, Van Ellig and Hub Nordgren present. Chairman Nelson declared the meeting open at 12:47 p.m •• County Engineer Dennis Berend presented a billing received for a fire call on CSAH #3 near Pelican Rapids for $100.00. No official action taken, other than to continue the present policy of not paying for a fire call if the fire is not set by the county and/or the call is not placed by county. Engineer Berend also presented the proposal of purchasing highway paint and thinner through a state contract with MN oor, at a substantial savings through mass purchase. After consideration, notion was made by Bert Hovland, seconded by Andy Leitch and carried, to approve including Otter Tail County in the State bidding process for paint and thinner. Motion was made by Andy Leitch, seconded by Bert Hovland and carried, to approve payrrent in the amount of $5,342.21, to Soo Line Railroad Campany for the cost of labor and material e}Q?eilded in connection with installation of grade crossing and fla$ing light signals at Main Street, Parkers Prairie, MN. Motion was made by Andy Leitch, seconded by Van Ellig and carried, to approve payment in the amount of $500.00 as special aid to Nidaros 'Ibwnship for a culvert installation in Section 35, Nidaros Township. Steve Andrews, Personnel Committee, appeared before the Board with recormendations for step increases for Ervin Siems, Kim Mark, Angeline Anderson, Patti Larum and Sue Nelson. · After consideration, notion was made by Van Ellig, seconded by Andy Leitch and carried to. approve as recarnrrended by the Personnel Com- mittee. A recornrTEndatibn by the Personnel Committee for change in classifica- tion for Charles McDonough was tabled upon motion made by Van Ellig, seconded by Bert Hovland and carried, until the County Coordinator has had a chance to examine the new labor contract in the Sheriff's Deparbnent. Upon notion made by Andy Leitch, seconded by Bert Hovland and carried, the following resolution was adopted: RESOLVED by the Board of County Corrmissioners of Otter Tail County Minnesota, that WHEREAS, on May 8, 1984, theC:ounty Board accepted the bid of Hi-Way Surfacing· Co., Marshall, MN in the amount of $163~ 982.41 for sand sealing on various county and local roads, and WHEREAS, this contract has now been corrpleted to the satisfaction of the County Board at a total cost of $186.320.28, an increase of $22,337.87 due to additional local roads being sealed, NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby authorized and directed to issue a warrant in the amount of $9,316.01 payable to Hi-Way Surfacing Co., Marshall, MN, as final payment for this work. S. Fish and Wildlife Service, dated May 23, 1962, certification by the County Board of Canmissioner$ f0r aa;ruisition of lands by the U.S. Fish and Wildlife Service is requested, and WHEREAS, representatives of the U. · s. Fish and Wildlife Service met with the County Board on October 23, 1984 and informed said Board that waterfowl easements had been secured from: Mr. and Mrs. Richard w. Muehlhausen, et al, on the E½NW¼, except the north 20 acres, NE¼NE¼SW¼, the frl NW¼SW¼, except the east 10 acres. frl SW¼SW¼, W½SE¼SW¼ all in Section 6 -132 -42 Mrs. Audrey B. Monson, et al, N½SW¼, S½SW¼NW¼, Section 26 -132 -43 NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby approve the aforementioned waterfowl easement acquisitions by the u. s. ATTEST: Upon motion:rriade_by Hub Nordgren, seconded by Andy Ieitch and carried, the following resolution was adopted: RESOLVED by the Board of County Comnissioners of Otter Tail County Minnesota, that WHEREAS, Under the provisions of M.S. Section 361.24 (1980). the sheriff of each county is required to carry out the provisions of M.S. Section 361.01 to 361.29 and the Boat and Water Safety Rules; and WHEREAS, in connection with the Sheriff's duties M.S. Section 361.24, Subd. 2 and 3 provides that the County submit to the Commissioner of Natural Re- sources a budget to carry .out the Sheriff's Duties; and WHEREAS, M.S. Section 361.24~ Subd. 4 provides forthe allocation of funds by the Comnissioner to the County; NOW, THEREFORE, BE IT RESOLVED, the County of Otter Tail does hereby approve the agreement between the Commissioner of Natural Resources and the County of Otter Tail for· the purpose of Boat & Water Safety and does hereby authorize the County Sheriff, the Chairrran of the County Board and the County Auditor execute said agreerrent on oo:ialf of Otter Tail County. ·oated at Fergus Falls, MN' this 23rd day of October, 1984. ATIEST: ¥~~ &) tkr Cl&k Upon nption made by Bert Hovland, seoonded by Andy Leitch and carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail.county Minnesota, that WHEREAS The County Board was presented info:rrnation prepared by Stan Wieber of the City of Fergus Falls regarding the County Revolving I.Dan Fund (RLF) and WHEREAS, objectives of said RLF are: 1) To increase the number and=quality of tourist lodging establishments in Minnesota, especially in rural areas. 2) To provide affordable loan capital to rural small lodging operators, es- pecially those having less than 30 units, who have viable renndeling or expansion plans,yet cannot obtain needed financing. 3) To establish county-wide support groups to plan for and mobilize avail- able resources to address the short and long term capital needs of their oounty tourist industry. 4) To preserve existing jobs and to create new employment in the tourist industry of each county, WHEREAS, the County Board on October 23rd met and considered the objectives as presented as it might apply to Otter Tail County's tourist industry, NOW, THEREFORE, BE IT RESOLVED, the Otter Tail County Board does hereby support the said Revolving I.Dan Fund program in concept for economic devel- oµnent in Otter Tail County. '1::>evelopment Association for the purpose 6£ obtaining an annual update and to inquire i,f otter Tail County is eligible to receive EDA grant funds. A request was sul:rnitted to the County Board fran the Fergus Falls Rifle and Pistol Club, Inc., for remodeling and expansion of the indoor rifle range located near "Old Smoky Ski Hill" in the City of Fergus Falls, for the pur- pose of expanding to meet certification specifications. The Board indicated no current interest in said proposal. Motii.'6n was made by Van Ellig, seconded by Andy Leitch and carried, to adopt the job description for the director of data processing, to include position duties, as prepared and presented by Tim Brand, consultant, and placed on file in the office of the County Auditor. Motion was made by Bert Hovland, seconded by Van Ellig and carried, to grant a utility permit to Walter Johnson, on CSAH #4, for placsrent of a drain- field.-in county road right-of-way. Baker for license to sell non-intoxicating malt liquor and pennit to allow consumption and display of inbexicating liqoor at "Ye Olde Schoolhouse'' in Friberg Township. At the invitation of the County Board Senator Don Anderson, District 12, candidates Noma Henderson, District 10B, Don Richter, 12A and Dennis Pqppenhagen, District l0A, appeared before the Board for a discussion on legislation and its effect on Otter Tail County. Also in attendance were various departrrent heads Mio expressed their concerns on current laws and proposed legislation. Motion was made by Van Ellig, seconded by Pert Hovland and carried, to obtain quotations from registered land surveyors, with the assistance of the county highway department surveying crew, for establishing corners on the Henning, Ottertail and Parkers Prairie transfer station locations.
