HomeMy WebLinkAboutBoard of Commissioners - Minutes - 10/05/1984MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF'COUNTY COMMISSIONERS OITER TAIL COUNTY MINNESOTA Pursuant-to adjounment, the Board of County Canmissioners of Otter Tail County Minnesota net Friday, _October· 5, 198 4, with Hub Nordgren, Sydney Nelson, Andy Leitch,· Bert Hovland and Van Ellig present. Chairman Nelson called the rreeting to order at 12: 45 p.rn •• In response to a request from Perham 'Ibwnship, notion was made by syaney Nelson, seconded by Andy Leitch and carried, to grant special aid to Perham Township in the amount of $500.00 for various tarring projects. Gene Davenport, County Assessor, announced the hiring of Edgar Meyer of Perham as the new county appraiser to fill the position vacated by the retirerrent of John Skrarnsted, stating Mr. Meyer will be working out of the Perham area and main- tain parttime offices in the City of Perham. Upon motion made by Bert Hovland, seconded by Van Ellig and carried, Gene DavenpQrt was re.,...appointed as Otter Tail County Assessor for a four year term commencing October 1, 1984. The Board, having previously advertised for bids to be received for Concrete A;rch Culvert under SAP 56-599-44, proceeded to open bids which were found to be as follows: Landwehr Heavy ltlving, Inc., Saint. Cloud, MN Midwest Contracting, Inc., Marshall, MN S.W.M., Inc., Walnut Grove, MN Riley Bros. Const. , Inc. , Morris, MN Kern & Tabe:ry, Inc. , . Wadena, MN A. R. Brisk Conpany, Pierz, MN $42,829.00 42,860.00 43,256.50 . 47,110.00 50,999.88 64,379.00 Afte;r:-consideration, motion was made by Hub Nordgren, seconded by Bert Hovland and carried, to award the contract to Landwehr Heavy ltlving, INc., Saint Cloud, MN in the amount of $42,829.00 being the lowest bid received. Motion was made by Hub Nordgren, seconded by Bert Hovland and carried, to allav Wilrrer Buschke to have0_a building remain on road right.:..of-way as presently situated in Woodside Township, under a grandfather provision. OCT I County Board O.::tober 5, 1984 Roadviewing on projects canpleted in 1984 was set for O.::tober 24th in East Otter Tail County and O.::tober 25th in West Otter Tail County, comrrencing at 9:30 a.m •• A discussion on roadside seeding along Cotmty Road #124 detennined the seeding operation to be rerroved from the contract and perfo:rrred by the highway de- pa.rtment personnel. County Engineer Berend presented drawings of the preliminary plans for access road to the proposed refuse burner in the City of Perham. Motion was made by Andy Leitch, seconded by Hub Nordgren and carried, to grant a variance to Richard Jacobson for a fence location on highway right-of-way lll Sverdrup T0tmship. Motion: was made by Hub Nordgren, seconded by Bert Hovland and carried, to approve an agreement with Darco, Inc., for storage of salt on Otter Tail County property in the City of Dent, agreement to run for a five year period. Motion was made by Sydney Nelson, seconded by Andy Leitch and carried, to approve the plat of Springer's Beach, located in Section 14-136-38. Naylor Nidaros 'Ibwnship Excavate for walk-out basement ··John Stimnler Everts Township Cut, fill and landscape Motion was made by Van Ellig, seconded by Bert Hovland and carried, to reap:point R,ic:hard J?ortmann, Reba lee and Robert Schwartz, to the Otter Tail County Planning Ccmnission to terms expiring December 31, 1986. Motion was made by Bert Hovland, seconded by Hub Nordgren ·arid carried, to approve a preliminary plat of Church Bay Beach, to be located in Section 22-137-42. County Board October 4, 1984 Judge Donald Gray appeared before the Board and presented-proposals .'for law clerk and secretm:y furniture for the court system. from Cooper's Office Supply and Lundeens, in the anounts of $2,785.00 and $2,840, respectively. After dis- cussion, motion was made by Hub Nordgren, seconded by Andy Leitch and carried, to accept the Judge's ~eccmrendation and accept the proposals as presented. Motion was made by Van Ellig, seconded by Bert Hovland and carried, to request· an extension; ·of time from the· Deparbnent of Revenue for determining the levy for the 1985 tax until October 23rd. M:)tion was made by Andy Leitch, seconded by Hub Nordgren and carried, to approve the application of Mary A. Zenner for on sale intoxicating liquor license for The Hustler, Buse Township. Larry Krohn dj:scussed with the Board the Solid Waste Corrmittee's plans for the refuse burner at Perham with proposed plans for the county to pay costs of }?auling from the cannisters to the landfills, with costs to be covered by user fees. I County Board October 5, 1984 Motion was made by Van Ellig, seconded by Hub Nordgren and carried with Andy Leitch voting ''no", that the user .fee concept to pay for solid waste haul:j_n9 costs from mini station collection Points to authorized landfills be put into effect as ·soon as possible and the county therefore pay these hauling costs and .include costs that may accrue prior to collection: mser fees. Moti:on was made by Bert Hovland, seconded by Van Ellig and carried with. Andy Leitch voting "no", that the contract for container service be accepted as modified by the Solid Waste Committee and proceed with request for bids as soon as legally possible. Motion was made by Van Ellig, seconded by Bert Hovland and carried, to request solid waste hauling quotations frorn West otter Tail County to Perham incinerator site. Motion was made by Bert Hovland, seconded by Hub Nordgren and carried, to accept the offer of the City of Fergus Falls to provide project legal counsel on pending but not yet approved State Hospital incinerator project. Motion was made by Hub Nordgren, seconded by Van Ellig and carried, to authorize the purchase of twelve four cubic yard cannisters. With no further business, at 4:03 p.m., Chainnan Nelson adjourned the meeting until 9:30 a~m., Tuesday, Cctober 9, 1984. ATIBST: Clerk
