HomeMy WebLinkAboutBoard of Commissioners - Minutes - 09/07/1984MINU'IES OF THE ADJOURNED MEEI'ING OF THE BOARD OF COUNTY COMMISSIONERS OITER TAIL COUNTY MINNESOTA Pursuant to adjournment, the Board of County Ccmnissioners of Otter Tail County Minnesota met Friday, September 7, 1984, with all members present. Ch.ainnan Nelson called the meeting to order at 12: 30 p. m •• tarry Estes, Henning, JlllN, appeared before the Board with a complaint on the recent hiring procedure used for maintenance men in the Highway Department. Mr. Estes was directed to contact the individuals doing the hiring with no official action by the County Board. Howie Koeppen, custodian, appeared before the Board and infonned said Board one of the air conditioning units serving the Law Enforcement Center has been out since August 14th and presented a proposal in the aITOunt of $2,525.00 plus $20.00 per hour installation of a new coil and condenser fran Al Bachmeier of Al's Refrigeration, Fergus Falls. :t-'.btion was made by Hub Nordgren, seconded by Andy I.eitch and carried, to proceed with the necessary repairs. Motion was made by Bert Hovland, seconded by Hub Nordgren and carried, to transfer public accesses on Pelican Lake, Little Pine Lake and Crystal Lake and the County Attorney was authorized to draft the necessary documents transferring ownership to the State of Minnesota DepartrrEnt of Natural Resources. Lida Township The question of vacation of a dedicated public road located in was presented to the Board by County Attorney Michael Kirk. Attorney Kirk was authorized upon motion made by Bert Hovland, seconded by Van Ellig and carried, to deliver a message to the courts regarding said vacation, stating Otter Tail County was not interested in developing said public road as a public access, but does not feel said dedicated road should be vacated. James CUlver and I.eon Boehland appeared before the Board.relative to what Mr. Culver felt was a double assessirent on his property in Girard and Nidaros Township. The matter was turned over to the Assessor's and Auditor's offices. Motion was made by Sydney Nelson, seconded by Andy Leitch and carried, to approve payment in the amount of $800.00 to Rodger K. Tinjurn of Tinjurn Appraisal Canpany, Detroit Lakes, MN for appraisal service on the governirent office building in the City of Perham. County Board September 7, 1984 Motion was made by Bert Hovland, seconded by Andy Leitch and carried, to reimburse G. A. Frederick of the Highway Deparbnent the arrount of $79. 70 to cover funds paid by him on a COD delivery by Hall GM:, Fargo, ND for parts. Motion. was made by Bert Hovland, seconded by Van Ellig and carried, to approve a mid-year horrestead classification for Thomas & Audrey Kalahar, otto Township. Motion was made by Van Ellig to return said application tothe Planning Commission for a vote of the 30% who were not at the rreeting at which the' application was denied. ' Bill Wayrens Bill 's Backhoe Service · Fergus Falls, MN County Board $epte.mbe~ 7, 1984 Motion was maqe by Sydney Nelson, seconded by Van Ellig and.carried, to approve the preliminary plat of Springer Beach, to be located in Section 14-136-38. Motion was made by Andy Leitch, seconded by Bert Hovland and carried, to set the fee for canputer time for various listings and information at $70.00 per hour. Motion was made by Bert Hovland, seconded by Van Ellig and carried, to approve the Personnel Policy as presented, with the corrections and recommendations as rraqe, and on file in the office of the County Auditor. Motion was made by Sydney Nelson, seconded by Andy Leitch and carried, to accept the offer of Sharon Shale for monetary corrpensation of one-half of the comp time of six -weeks earned in overtime, because the demands of the job will not allow her taking the six weeks canp time earned. With no further business, at 3:20 p.m., Chairman Nelson adjourned the meeting until Tuesday afternoon, September 25th, 1984. A'ITEST: Clerk
