Pursuant to adjournment, the Board of Cmmty Commissioners of
otter Tail County met Tuesday, September 4, 1984,-all :rrernbers present. Chairrran
Nelson called the meeting to order at 9: 30 a.m ••
Milton Paulson, President of the otter Tail County Historical Society,
appeared beforethe Board, along with B. K. Soby and Carol SWenson, and presented the
profXJsed budget for operation of the Historical Society Museum in Fergus Falls.
Motion was rrade by Van Ellig to approve an appropriation of $44,000 for the year
1985 with consideration given to the additional $2,200 requested when the total
otter Tail County levy is established in October. The motion was seconded by Andy
Leitch and carried.
Van Ellig reported on the Task Force study of the Fergus Falls State
Hospital stating a rrajor concern in the continuation of the hospital's operation in
the City was the need for and the efforts made to obtain~ additional psychiatrists
on staff. Also discussed was the proposed refuse burner at the State Hospital, with
motion rrade by Bert Hovland, seconded by Hub Nordgren and carried, to write a letter
of intent to set the stage for negotiation detail with the State for installation of
a garbage burner at the Hospital.
Motion was made by Sydney Nelson, seconded by Andy Leitch and carried,
to advertise for bids to be received until 1: 30 p.m. , February 19, 1985, for bridge
replacement on C.S.A.H. #60, north of. Perham City in Corliss Township.
Motion was rrade by Hub Nordgren, seconded by Van Ellig and carried,
to advertise for bids to be received until 1:00 p.m., Friday, Octo~r 5, 1984, for
bridge replacement over South Bluff Creek, Compton Township, under S.A.P. 56-599-44.
County Engineer, Dennis· Berend, presented proposals for the renovation
and remodeling of the garage at Pelican Rapids as follows:·

After consideration, motion was made by Bert Hovland, seconded by
Hub Nordgren and carried, to approve said repairs and accept the proposal of Crane
Johnson Canpany in the amount of $2,086.24.

The folla.,,,ing quotations were received for a new heating installation
· in the garage at Pelican Rapids:
Hanson Plumbing & Heating, Pelican Rapids, MN $5,213.00
Modern Heating & Plumbing, Inc., Detroit Lakes, MN 5,958.00
Motion was rnade by Bert Hovland, seconded by Van Ellig and carried,
to accept the low quotation from Hanson Plumbing & Heating, Pelican Rapids, MN in
the amount of $5,213.00.
Engineer Berend presented a letter to the Board from the Department
of Natural Resources extending Permit 83-1060, Phelps Mill Darn, until November
30, 1984, for repairs to the dam, with a request all repairs be reported to the
·D.N.R. after completion.
In response to a request frorn the Department of Natural Resources,
motion was made by Van Ellig, seconded by Bert Hovland and carried, to approve the
sinking of an observation well on county highway right-of-way approximately one
mile north of Perham, provided the well is located outside the recovery area.
Bud Norness of Radio Station KJJK appeared before the Board and pre-
sented a bill for damages incurred by KJJK in the arrrnmt of $395. 00 when an electrical
cablle was cut during road construction resulting in an outage. The bill was referred
to Engineer Berend for presenting to the construction company.
Tim Brand, Consultant, appeared before the Board and reported on the
progress to date on : · · data processing.
Motion was rnade by Bert Hovland, seconded by Andy Leitch and carried,
to refund payment of a delinquent tax by the Vergas State Bank wherein payment was
made because of an omission of transfer: of a corrective deed.:'·. · · .. ·,:
Motion was made by Andy Leitch, seconded by Hub Nordgren and carried,
to approve an application of Roger Ophus for off-sale license to sell non-intoxicating
rnalt liquor at Big Chief Texaco in Dane Prairie Ta.,,rnship.
Motion was made by Andy Leitch, seconded by Bert Hovland and carried,
to pay a weed rna.,,,ing bill in the arrount of $90.00 to Paul S. Nelson for weeds on the
oak Ridge Windpower, Inc. , property in Clitherall Ta.,,rnship, placing said costs on
the 1985 taxes as a special assessrrent.
Cotmty Board September 4, 1984
Doug Weise, Planner,. 1and Jeff Gaffaney of the Otter Tail County
Housing and Redevelopnent Authority appeared before the Board regarding a proposed
grant application for updating housing in the southeast corner of the cotmty.
Motion was made by H~ Nordgren, seconded by Bert Hovland and carried, to authorize
Weise to proceed with grant applications for the purpose of updating homes in Deer
Creek, Inman, oak Valley, Nidaros, Folden, El.np, Woodside, Leaf :r-buntain, Effington,
Eastern and Parkers Prairie Townships; cost of planner not to exceed $1,500; Andy
Leitch voting "no".
Motion was made by Andy Leitch, seconded by Sydney Nelson and carried, Bert Hovland voting "no",
to approve payment in the arnotmt of $8. 301. 78 to C',eorge Klein Co. , Deephaven, MN,
for professional services rendered in connection with the proposed jail.
Upon motion made by Hub Nordgren, seconded by Bert Hovland and carried,
the following corrections were made in assessed valuations for tax year 1984:

to approve the plat of Block Lake Addition located in'Section 17-131-38.
Motion was made by Bert Hovland, seconded by Andy Leitch and carried,
to approve the application of Jon Martin-of Martin Engineering Co., Pelican Rapids,
MN, for sewage disposal installers license, subject to posting of bond.
In response to a request £ran the City of Pelican Rapids for MPCA
approval, motion was made by Bert Hovland, seconded by Andy Leitch and carried, to
approve dumping of sludge by the City of Pelican Rapids on the S½SW¼ of Section 27,
E½NW¼, ~<:NW¼, and NE¼SW¼ of Section 34, all in Scambler Township.
Motion was made by Van Ellig, seconded by Andy Leitch and carried,

and retain the engineering fi:rm of Reike-,-carrol-Mueller, for re-licensing the Perham
and Fergus Falls landfills for the folla.;ing reasons: a) Know the firm, b) They
have performed satisfactorily on assigned tasks, c) They have displayed a know-
ledge of w:::>rking in the rural area, d) They successfully carried out a comprehen-
sive Solid Waste Plan through MPCA state heacquarters without any problems and with-
out the necessity of Otter Tail County participation, e) They are currently working
with neighboring counties of Douglas, Pope and Clay.
Motion was made by Hub Nordgren, seconded by Bert Hovland and carried,
to reg:uest proposals for installation of pads for transfer stations at ottertail,
Henning and Parkers Prairie.
John Miller, o,mer/operator of Swan Lake Resort, appeared before the
Board reg:uesting approval on an Economic Recovery Act grant for tourist pranotion.
After considerable discussion, motion was made by Bert Hoyland to grant approval

for said project, provided the county has no other obligation than clerical, and
rreets with the approval of the County Attorney. The motion was seconded by Andy
Leitch and carried.

Motion was made by Bert Hovland, seconded by Hub Nordgren and carried,
to support the recanmendation of the Personnel Carnrnittee and grant the requests of
'Ken Rudd for merit increases for Julie Drouillard and Cheryl Harworth and Sylvia
Bergei:ud for step increase for Carol Ouren, provided the necessary perfonnance report
is sul.mitted,for docurrentation.
With no further business, at 2:48 p.m. Chainnan Nelson declared the
meeting adjourned until the afternoon of September 7, 1984.
