HomeMy WebLinkAboutBoard of Commissioners - Minutes - 08/07/1984MINUTES OF THE ADJOURNED MEETING OF THE OTTER TAIL COUNTY BOARD OF COMMISSIONERS \i Pursuant to adjourrnrent, the Board of County Carrrrnissioners of Otter Tail Colfilty Minnesota met Tuesday, August 7, 1984, with all members present. Chairman Nelson declared the meeting open at 9:33 a.m. Dennis Perend, Colmty Engineer, presented a request to the Board for parking and speed regulations in CSAH #15 in connection with the Air Show at West Central Ai:r:ways. ]_llk)tion was made by Van Ellig, seconded by Bert Hovland and carried, authorizing placerrent of signs for said event. A discussion was held regarding the unauthorized use of highway right- of-way on CSAH #28 in Trondhjem Tarmship. No action taken. Motion was made by Bert Hovland, seconded by Van Ellig and carried, to approve a utility pennit to :Myrtle Johnson for placement of a holding tank within ~e road right-of-way on CSAH #4, in Lida Township. Dr. Mehdi Orandi appeared before the Board relative to a requested in-- crease in_compensation for the county coroner and purchase of a new freezer for the coroner's lab. Motion was made by Van Ellig, seconded by Hub Nordgren and carried, to approve purchase and payment of the new freezer as requested; and notion was made by Van Ellig, seconded by Hub Nordgren and carried, to increase the compensation of the county coroner by $200~00 per month. Motion was made by Hub Nordgren, seconded by Bert Hovland and carried, to approve the application of Donald A. Hill for license to sell intoxicating liquor at O:lkwood Supper Club, Henning Township. Motion was made by Bert Hovland, seconded by Van Ellig and carried, to approve the following applications for license to sell non-intoxicating malt liquor: Roger Jlmdt Thorras Stich The Last Resort Comer Store Elizabeth Township Amor Township (off sale only) Motion was made by Bert Hovland, seconded by Andy Leitch and carried,· to approve the application of Roger Jlfildt for pennit to allow consumption and display of intoxicating liquor at The Last REsort in Elizabeth Township. Motion was made by Bert Hovland, seconded by Hub Nordgren and carried, to approv:~-4:he appliq:1tion of Roger Jlfildt for permit to hold public dances at The Last Resort in Elizabeth Township. Upon.motion made by Bert Hovland, seconded by Andy Leitch and carried, the following resolutions were adopted: RESOLVED by the Board of County Commissioners of Otter Ta;i.l County Minnesota, that WHEREAS, on April 10, 1984, the County Board accepted the bid of M-R Sign Canpany, Inc. , Fergus Falls, MN in the amount of $15,164.00 for road sign : posts, and WHEREAS, the above contract has been completed tothe satisfaction of the County Board at a total oost of $15,164.00, Na,J1 THEREFORE, BE IT RESOLVED, the County Auditor is hereby authorized and directed to issue a warrant in the amount of $15,164.00 payable to M-R Sign Conpany, Inc. , Fergus· Falls, MN, in full payment thereof. NOW, THEREFORE, BE IT RESOLVED, that the otter Tail Countiy Board of Commissioners fully supports the "Business Assistance Center" program as proposed by the Fergus Falls Community College and Fergus Falls Area Chamber of Commerce and respectfully requests fund:ing,support of the BAC program by the Governor's Council on Rural Development. ATTEST: Clerk f County Board August 7, 1984 Van Ellig, Chairman of the Jail Site Ccmnittee, reported on the findings of said corrmittee, and moved to approve the concept as recamrended by the Jail Study Camnittee, on the southeast expansion with garage.space belo.v for the site of the proposed jail. The motion was seconded by Hub Nordgren and carried. Bev VanBerkom of the Art of the Lakes Guild appeared before the ) Board expressing appreciation for the use of Phelps Mill Park for the Art Festival held at the park July 14th, and requested consideration for use of the park for future festivals. Motion was made by Hub Nordgren, seconded by Bert Hovland and carried, to approve the application of Marvin E. Andersen for license to sell intoxicating liquor at Oakwood Supper Club, Henning. At 4:00 p.m., motion was made by Hub Nordgren, seconded by Bert Hovland and carried, to close the meeting to the'public for the pui:pose of discussion on an enployee's grievance to the Personnel Carnnittee.
