Pursuant to adjourriment, the Board of County Corrmissioners of Otter
Tail County Minrl;esota net Friday, June _,_a, 1984, with all rnsnbers present. From ·
12 :30 p.m. to 1:00 p.m., the meeting was closed to the public for union strategy.
At 1:00 p.m., .Chainnan Nelson declared the meeting open to the public.
George Klein & Associates appeared before the Board and discussed the
design phase of the proposed jail renovation-remodeling project. .Motion was made by
Bert Hovland to appoint Van Ellig, Nub Nordgren and Larry Krohn to serve as a committee
to assimilate and accumulate data for space detail and needs for all court functions
tying in with jail needs. The motion failed for lack of a second. .Motion was made by
Andy Leitch to appoint Mike Kirk, Hub Nordgren, Larry Krohn, John Halvorson and Ken
Rudd to serve on said comnittee. The motion was seconded by Sydney Nelson but failed
with Hub Nordgren, Bert Hovland and Sydney Nelson voting "no". Chairman Nelson
appointed Hub Nordgren, Van Ellig and Larry Krohn as a committee to work with C',eo.
Klein & Associates tlo assemble information requested.
Motion was made by Hub Nordgren, seconded by Van Ellig and carried,
to approve an agreerrent and the Chairman of the Boa,rd and County Auditor were authorized
to sign said agreement on behalf of the County to fonrulate the design documents in
conjunction with the proposed jail project.
Upon motion made by Hub Nordgren, seconded by Andy Leitch and carried,
the following applications for special use permit were approved, subject to conditional

Motion was ma.de by Sydney Nelson, seconded by Hub Nordgren and carried,
to U?~?ld the decision of the Otter Tail County Planning Advisory Commission and deny
the application of Chris P. Myrold to revel beach, install railroa,d tie restraining
wall ,and sod, in Edna Township.
Motion was made by Bert Hovland, seconded by Andy Leitch and carried,
to uphold the decision of the Otter Tail County Planning Advisory Commission and deny
the following applications:

Upon motion made by Bert Hovland, seconded by Andy Leitch and carried,
the following applications for sewage disposal installers license were approved:

Upon motion made by Hub Nordgren, seconded by.Andy Leitch and carried,
the following applications for sewage disposal.system cleaners license were approved:

Motion was made by Bert Hovland to leave the authority for special use
pennits, sewer system permits, etc., to the Otter Tail Lakes Area Sewer District during
the period of construction of .the sewer system project. The motion was seconded by
Andy Leitch but withdrawn refore vote.
Motion was made by Bert Hovland to grant the authority to issue sewer
·systE:TT1 permits.to the Otter Tail Lakes Area Sewer District during the period of con-
struction of the sewer system project. The motion was seconded by Hub Nordgren,and
carried~
Motion was made by Van Ellig to reluctantly accept the resignation
of Jt1lie Sanderson from the Otter Tail County Planning Advisory Commission. The
rnotion was seconded by Hub Nordgren and carried.

Upon motion made by Hub Nordgren, seconded by Van Ellig and
carried, the follOvJing resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County, that
WHEREAS the various landfills throughout the county are anti-
cipating closing problems relative to the superfund liability,
NOW, THEREFORE, BE IT RESOLVED, the Otter Tail C6unty Board
requests a review of the superfund liability as it pertains to landfills, and
BE IT FURTHER RESOLVED, the Otter Tail County Board does hereby
enlist the assistance of the Minnesota Association of Landfills, the Association
of Minnesota Counties, the League of Minnesota Municipalities and the Minnesota
Township Officers Association, ·in said request for review~

Upon motion made by Andy . Leitch, seconded by Hub Nordgren, 1and
carried, the foll0r,1ing resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS the County Board, on the 10th of April, 1984, accepted
the bid of Avant Painting, Battle Lake, MN for painting the exterior of the
mill building at Phelps Park in the amount of $6,958.00, .and
WHEREAS the above contract has n0r,1 reen completed to the satis-
faction of the County Board,
NCW, THEREFORE, BE IT. RESOLVED, the County Auditor is hereby
authorized and directed to issue a warrant in the arrount of $6,958.00 to Avant
Pairting, Battle lake, MN in full payrrent thereof.

Larry Krohn, County Coordinator, discussed with the Board the re-
..
licensing of the county landfills, re~ding the same engineer be retained for
this project for all l~dfills in the county.so each landfill would be treated in
a similar fashion. Motion was made ·by Van E;llig, seconded by Bert Hovland and car-
ried, to obtain estimated costs for engineering prior to retaining an engineer.
A recomrrendation was presented to the Board by Krohn that to accomplish
a guarantee on,'011-going sites, that the County retain.ownership of said sites with
the landfill districts acting in advisory capacity only. No action taken.
Krohn.advised the Board that Otter Tail Power Company is requesting
a guarantee of a minimum garbage flCM to the proposed incinerator in the. City of
Perham, of a potential estirrate of 50 tons per day. The Solid Waste Corrmittee is
requested to check with Clay and Wilkin Counties for participation in said project.
Krohn also advised the Board the comty must respond to the Minnesota
Pollution Control Agency by Jme.15th regarding the proposed closure deadline of the
end of July for three dump sites in otter Tail County. Motion was made by Bert Hovland,
seconded by Hub Nordgren and carried, to send a letter to Janes Warner of the M.P.C.A.
requesting a delay of closure tine schedule from Jme 15th to the end of July. AFter
verbal objections by Willis Mattson of ·the M.P.C.A. to tfue delay, motion was rrade by
Van Ellig to reaffirm an mderstanding re~en Otter Tail County and the M.P.C.A., to
the satisfaction of the M.P.C.A.. The notion was ~econded by Sydney Nelson but failed
with Andy Ieitch, Bert Hovland and Hub Nordgren voting "no".
Laura Youngsma, Data Processing Director, reported on the progress of
the computer operation and stated the canputer was temporarily "down" due to the
electrical storm recently experienced. Ms. Yotmgsma also advised the Board additional
equipment is necessary to.E!ccornplishthe proposed system installation. Motion was
made by Van Ellig, seconded by Hub Nordgren and carried to order the following addi-
tional equiprrent:

Motion was made by Van Ellig authorizing Larry Krohn, Comty Coordinator,
to hire a one-half to three-fifths time employee t:o· assist· in the o~ration of his
office. The rrotion was seconded by Bert Hovland and carried with Andy Leitch voting
"no".
Ken Rose, West otter Tail County Extension.Director, c!I1d John Sethre, . . ·,-.
member of the otter Tail Comty Extension Corrmittee, appeared before ,the Board relative
to the need of a replacerrent of the 4-H Agent in the West otter Tail Extension Office
during Steve Handegaard' s leave of absence. Motion . was made by Andy lei tch to hire
a six month replacement, at full comty expense of $950.00 per rronth, with the mder-
standing the temporary employee sign a disclaimer of unemployrrent benefits at termin-
ation. The motion was seconded by Van Ellig and carried with Pert Hovland and Hub
Nordgren voting "no".
Motion was made by Bert Hovland, seconded by Andy Leitch and carried,
to authorize the Comty,Auditor to pay each of the Agricultural Associations the
amount of $10,000.00 representing the 1984 appropriation.

the follaving applications for license to sell non-intoxicating malt liquor were
