OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County Minnesota met Friday, May 4, 1984 with all members present.
Chairman Nelson declared the meeting opened at 12:45 p.m ..
Wayne Stein, Accountant, appeared Before the Board and reported
on a meeting he -had attended called for by the State Auditor regarding bond
ratings for counties and the basis on which counties are rated.
Arnie Hemquist appeared before the Board regarding a 11 Volunteers
for Anderson -Golf Tournament 11 to be held June 7th at Balmoral Golf Course in-
volving a hole in one contest which requires approval of the local governments
involved. Motion was made by Hub Nordgren, seconded by Van Elli g and carried, to
grant approval for the hole in one contest in connection with the local campaign.
Steve Andrews, Personnel Committee, appeared before the Board re~
garding a request for step increase for Alphild Lokken of the Treasurer•s office.
Motion was made by Van Ellig, seconded by Andy Leitch and carried, to approve said
re-classification to Step 6, Range 4.
Motion was made by Andy Leitch, seconded by Van Ellig and carried,
to close the meeting to the public from 12:30 p.m. until l :00 p.m., May 22nd, for
the purpose of discussing strategy i'n connection with union negotiations.
Larry Knohn, County Coordinator, presented the petition inuDi;strict
Court for the Dissolution of West Central Regional Development Commission.
Krohn also presented a request"by the Employees Committee for payroll
deductions for the Fergus Falls Community Federal Credit Union. After consideration,
motion was made by Hub Nordgren, seconded by Van Ellig and carried, to approve the
county employees' participation in said program.
A resolution from the City of Perham was presented to the Board re-
questi'ng a ten ton roadway through the Perham Industrial Park to service the proposed
garbage burning incinerator. No action taken.

County Board May 4, 1984
Mike Kirk, County Attorney, presented an agreement which had been
prepared by him relative to the exchange of roads in Dane Prairie Township. No
action taken.
Motion was made by Van Ellig, seconded by Andy Leitch and carried,
to authorize Mike Kirk and Larry Krohn to draw up a contract with the Humane Society
for the pick-up, disposal and temporary housing of abaondoned and mistreated animals,
including the furnishing of a vehicle for transportation, for a one year term, renewable
annually, at a sum of not Jo esceed $20,000 per year.
Motion was made by Hub Nordgren, seconded by Van Elllg and carrfed,
to authbri ze the County Highway Department to pl ace "Watch for Children" signs near
the Phelps Mill Park and on County Highway #111 northeast of Fergus Falls.
Motion was made by Andy Leitch, seconded by Van Ellig and carried, to
approve payment for materials if the soft ball clubs will erect and maintain a back-
stop at the soft ball diamond at Phelps Mill Park, to be coordinated by Jeff Morton,
caretaker.

Pursuant to notice thereof, the scheduled hearing regarding amending
the Otter Tafl County Board of Adjustment Ordinance was held at 2:00 p.m .. After
discussion, motion was made by Bert Hovland, seconded by Andy Leitch and carried, to
amend said ordinance to read as follows:
II. Establfshment of Board of Adjustment and Its Powers and Duties,
Subdivision B. The Otter Tail County Board of Adjustment shall consist of
six members: five of these members.:shall be appointed at
large by the Otter Tail County Board of Commissioners, at
least one of these five individuals shall be a resident of
an unincorporated area of the county; and the sixth member
shall be the Chairman of the Otter Tail County Planning
Commission.
Upon motion made by Hub Nordgren, seconded by Van Ellig and carried,

Motion was made by Sydney Nelson, seconded By HuB Nordgren and carried,
to approve the application of Marie Baumgartner for license to sell tntoxicattng
liquor, i.ncl udi ng Sunday sales, at CaictUs,'Ga rden Saloon, Perham Township.
With no further business, at 2:20 p.m., Chairman ~elson declared the
meeting adjourned until 9:30 a.m., Tuesday, May 8, 1984.
