OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of Otter
Tail County Minnesota met Tuesday, April 24, 1984, with all members present. Chair-
man Nelson opened the meeting at 12:30 p.m ..
Larry Krohn, County Coordinator, presented a proposed estimate of
costs received from Reike Carrbll Muller Associates, Inc., for engineering services
and hydrogeologic studies for the Battle Lake Landfill in ah;' amount n<i:it to exceed
$40.000.00. No action taken.
Krohn also presented a letter from Otter Tail Power Company, Fergus
Falls, MN outlining said company's intentions in their propos~l to design, install,
operate and maintain a refuse incinerator in the City of Perham. After discussion,
motion was made by Bert Hovland, seconded by Van Ellig and carried, to accept the
offer of Otter Tail Power for the construction and maintenance of a refuse burner
in the City of Perham.
A bill, under H.F. 1766 and S.F. 1687, titled "Compartable Worth"
that would require local government to conduct job evaluation studies and implement
"Comparable Worth" pay systems was presented to the Board. Mo action taken.
Dave Barton, Director of the Regional Library System, appeared before
the Board requesting additional funds to compensate for delinquent taxes. After con-
sideration, motion was made by Van Ellig, seconded by Bert Hovland and carried, to
appropriate an additional $3,282.99 out of the County Revenue Fund to the Viking
Library System for the year 1983.
Glen Melby, County Sheriff, appeared before the Board reqoesting re-
placement of a vehicle recently damaged and presented a proposal from Werner's
Auto Sales, Inc., Fergus Falls in the amount of $11,964, for a 1984 Eagle Wagon.
After consideration, motion was made by Andy Leitch, seconded by Sydney Nelson and
carried with Bert Hovland and Van Ellig voting "·no", to approve the purchase and
payment upon delivery of said vehicle.
Upon motion made by Bert Hovland, seconded by Andy Leitch and
carried, the following resolution was adopted:
RESOLVED by the Boa.rd of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, The City of Pelican Rap.ids has applied for LAWCON
funds for recreational purposes consisting of construction of four tennis
courts to replace delapidated courts, and
WHERIAS ~U~~ort from the County is necessary to obiain such
funds through the LAWCON program,
NOW, THEREFORE, BE IT RESOLVED, the Otter Tail County Board
of Cornmfssi"oners does hereby approve said recreation project to be in the
over-all recreatidn program in Otter Tail County and therefore gives full
support to said project.

The matter of the ditch problem in Effington Township was brought up
for final action. Upon motion made by Hub Nordgren, seconded by Van Ellig and car-

After consideratfon, and considerable discussi6n, motion was made by
Sydney Nelson, seconded by Bert Hovland and carried, with Van Ellig and Hub Nord-
gren voti'ng "no", to accept the bid of G.M.C.Truck Sales., Fergus Falls, MN in the
amount of $165,456.03, being the lowest firm, fnclusive bid.
Motion was made by Bert Hovland, seconded by Andy Leitch and carried,
to adverttse for Btds to be received until 10:00 A.M .• June 5, 1984, for bridge
replacement on the Pelican River, Pelican Township, under S.A.P. 56-599-42, R.C.
Ptpe-arch culverts.
Mike Kirk, Chairman of the Jail Study Committee, together with Geo.
Klein, Architect and other members of safd Committee, appeared before the Board re-
garding the proposed jail renovatfon/remodeling project. After considerable dis-
cuss ton, mot i'on was made by Andy Lettch to adopt Alternate Pl ate #2, which ca 11 s
for expansion and remodeling of present facility up to a 56 bed capacity. The
moti.on was seconded By Sydney Nelson and upon roll call vote, Van Elli g ~ Hub Nordgren,
Andy Leitch, Bert Hovland and Sydney Nelson voted "yes", no "no" votes.
Mot ion was made by Van Elli g, seconded by Andy Leitch and carried,
authorizing the Geo. Klein Architect firm proceed with design documents for proposed
expansion of the jail.
County Board April 24, 1984
Charles Krekelberg, Attorney for the Otter Tail Lakes Area Sewer
District, appeared before the Board regarding the sale of bonds, originally scheduled
for tlHs date, April 24th, requesting an amendment to the resolution of March 20,
1984, whereupon mot ion was made by Hub Nordgren, seconded by Van Ell ig and qrried,
to approve the following resolution:
BE IT RESOLVED by the Board of Commissioners of Otter Tail County,
Minnesota, that the resolution of the Board adopted March 20, 1984 entitled, "Resolu-
tion to rssue and Sell $2,670,000 General Obligat~on Grant Anticipation Bonds, Series
1984 11 i.s here By amended to read as fo 11 ows:
l . Hie Board of Commfssioners deems it necessary and expedient to
issue and sell $2,670,000 General Obligation Grant Anticipation Bonds, Series 1984
to provide temporary financing in anticipation of federal and state grant funds for
a portion of the es-timated costs, includi'ng contract price;, constructi'on, interest
and legal, fiscal and miscellaneous costs, of establishing and constructing a waste-
water treatment facility in the County for Otter Tail Lake Area Sewer District pur-
suant to the authority of Chapter 116A, Minnesota Statutes.
2, The Board of Commissioner has made all necessary investigation
and herel5y finds and determines as follows:
a. Otter Tail Lake Area Sewer District has secured a commitment for federal
and state grant funds for the construction of the project in an amount
exceeding the principal of and interest on the Bonds authorized hereby,
the proceeds of which will be pledged to the sinking fund to be established
for the Bonds.
b. Otter Tail Lake Area Sewer District has been duly formed pursuant to Section
ll6A.02, Subd. 4, Minnesota Statutes.
3. The Board of Commissioners will meet at the County Courthouse
at l :00 o'clock p.m. on Tuesday, ~ay 22, 1984, for the purpose of receiving sealed
bids for the Bonds and awarding the sale of the Bonds. The terms of the Bonds and
the sale thereof shall be as set forth in the Official Terms of Offering as stated
in the resolution of March 20, 1984, ahd on file in the County Auditor's Office.

Motion was made by Van Ell ig, s·econded by Hub Nordgren and ci:lrri ed,
to approve a joint~powers agreement between the Otter Tail Lakes Area Sewer District
and the Otter Tail County Board, and the Chairman of the Board and the County Auditor
were authorized to execute said agreement on behalf of Otter Tail County, approval
given on advisement of the County Attorney.
Motion was made by-Hub Nordgren, seconded by Van Ellig and carried,
to approve payment of $6,131,27 to Hegstad Oil Co,, Fergus falls, MN, to take advan-
tage of a discount savings,
Motion was made by Hub Nordgren, seconded by Bert Hovland and carried,
to approve an application of Laverne Lufck, for ltcense to sell intoxicati.ng liquor
at Pier 38, Otter Tail Township, including Sunday liquor.
Upon motion made by Bert Hovland, seconded by Andy Leitch and carried,
the following applications for license to sell non-intoxicating malt liquor were approved:

Upon motion made by Andy Leitch, seconded by Bert Hovland and car-
ried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Mi nnes.ota, that
WHEREAS, Minnesota Statutes requires payment of personal property
taxes on or Before FeBruary 28th where the amount is $10.00 or less, or first half
on amounts over $10.00 by FeBruary 28th, and real estate taxes on or before May
15th for the first half, and
WHEREAS, due to the lateness of mailing of statements for both
personal property taxes and real estate taxes making payment by the 28th of
FeBruary and the 15th of May impossible,
NOW, THEREFORE, BE lT RESOLVED, the County Board does hereby grant
authority to the Treasurer of Otter Tail County to collect personal property
taxes and real estate taxes until the 31st of May, 1984, without penalty imposed,
in the case of personal property where the amount is $10.00 or less, or the first
half 06 amoilnts~over $10.00.

Upon motion made by Sydney Nelson, seconded by Andy Leitch and
carried, the following resolution was adopted:
MINNESOTA DEPARTMENT OF TRANSPORTATION
FEDERAL AID FORM NO. 2
BE IT RESOLVED, that the Commissioner of Transportation
is hereby authorized to act on beh~lf of the County of Otter
Tail and is requested to take such steps as may be necessary
to have the proposed improvements hereinafter described approved
by the Federal Highway Administrat9r as a Federal Aid Project
eligible for the expenditure of Federal Funds thereon and eligible
for construction and the letting of a contract therefor.
The proposed improvement involves Bituminous overlay on CSAH No. 17
from T.H. No. 228 in Vergas, tiorth 6.68 miles to the north County
line, 3/4 mile south of T.H. No. 59. Major items of work proposed
are Bituminous Base, Bituminous Wearing and Aggregate Shouldering.
