BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to adjournment, the Board of County Commissioners of Otter Tail County met Friday, April 6, 1984 with all ,.members present. Chairman Nelson opened the meeting at 12:37 p.m .. Larry Krohn presented a slide presentation on the trip recently made to Red Wing to v;new· the refuse burner. Mr. Krohn also presented a request to the county Board by the City of Perham to hire BrUGe Thom as consulting engineer for said refuse burner facility proposed for the City of Perham. Motion was made by Van Ellig, seconded by Hub Nordgren and carried, to accept the petition from the City of Perham. After consideration~ moti"on was made by Bert Hovland, seconded by Van Ellig and carried, to contact Bruce Thom with the proposal of retaining him as consulting engineer, starting immediately, on a month by month basis, with a thirty day notice. Steve Andrews. County Treasurer, appeared before the Board and re- ponted the sum of $47,500.00 as an estimated figure lost by the county in interest because of the state mandated change in settlement dates paid to school district. Mr. Andrews also requested forgiveness of penalty for a late payment of tax by Vernon Jensen, where due to an error in the treasurer's office a payment was credited to Jensen property and a refund made to Jensen for the duplicate pay- ment. Motion was made by Van Ellig, seconded by Bert Hovland and carried, to grant approval. The application of Mel McGowan for special use permit to stabilize l.ake shore to high water mark in Rush Lake,ffownship was presented by John Scott, Attorney. After listening to the various interested parties, motion was made by Hub Nordgren to table action on said application until the rest of the members of The Otter Tail County Planning Advisory Commission have had a chance to view the premises with Malcolm Lee. The motion was seconded by Bert Hovland and carried with Sydney Nelson voting "no". Motion was made by Andy Leitch to hire the Reike-Carrol Engineering firm to prepare. recommendations on the Battle Lake Sanitary Landfill, dn the over- all county solid waste plan. The motion was seconded by Bert Hovland and carried. Representatives from Amor Township appeared before the Board with request,for re-allignment of the curve on the new by-pass on County #1 by Otter Tail Lake, citing hazandcius~driving conditions as presently located. After dis- cussion, motion was made by Hub Nordgren, seconded by Andy Leitch and carried, to straighten the curve in question, and the Couniy Engineer was instructed to take whatever steps are necessary to improve the condition. '. Charles Krekelber~, attorney for -the Otter~Tail Lakes Area Sewer District, appeared before the Board stating the bid letting for the intermediary bonds is to b~~postponed until May 22nd. Mr. Krekelberg al§o stated additional land acquisition will be necessary with a portion of the additional cost being born by the local share. Dave Stock, Western Township, appeared before the Board pi~~eating objections to the changing of the road restriction signs on C6unty Road #112 from a 7 ton capacity to a 5 ton capacity, After considerable discussion, motion was made by Van Ellig, seconded by Bert Hovland and carried, to change the restriction to c,1. 7 ton restri"ction by Tuesday, April 10th, if the weather remains favorable. Motion was made by Bert Hovland, secon_ded by Andy Leitch and carried, authorizing the County Auditor to publish notice of hearing for 2:00 p.m., Tfi~iday, May 4, 1984 for the purpose of amending the; Otter Tail County Board of Adjustment Ordinance to increase the size of said Board. Dennis Berend, County Engineer, appeared before the Board and pre- sented a request by the S & C Computer Firm, Fergus Falls, of a $3.00 per hour increase in cost over 55 hours per month. After consideration, motion was made by Andy Leitch, seconded by Hub Nordgren and carried, to approve same. Motion was made by Hub. No. 20 (located at the junction of Sections 2 & 3, Tl30N, R42W and Sections 34 & 35, Tl31N, R42W); the-nee run northerly along said Otter Tail C.S.A.H.
