HomeMy WebLinkAboutBoard of Commissioners - Minutes - 03/09/1984MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MfNNESOTA I Pursuant to adjournment, the Board of County Commissioners of Otter Tail County Minnesota met Friday, March 9, 1984, with Van Ellig, Bert Hovland, Andy Lei.ten and Hub Nordgren present, Sydney Nelson absent to attend a Board of Directors Meeting of the Lakeland Mental Health Center. Vice Chairman Ellig opened the meeting at 12:35 p.m .. The matter of placing the Otter Tail County Courthouse, Fergus Fa 11 s, MN, in nomination to the National Register of Histbric Places was brought up for di:scussion, (after which motion was made by Hub Nordgren, seconded by Andy Leitch and carried, to oppose naming the courthouse to the National Register, citin~objections being a problem for remodelling or futDre expansion. Steve Andrews of the Otter Tail County Personnel Committee appeared before the Board relative to a request from the County Sheriff to change a job clas- sifttatfon of Mur~el Gundvaldson from Grade 5, Step 4 to Grade 5, Step 5. After dis- cussion, moti'on was made by Bert Hovland, seconded by Andy Leitch and carried, to grant said approval. Motion was made by Andy Leitch, seconded by Hub Nordgren and carried, _to accept the proposal of Anderson Bros. Construction Co., Fergus Falls, MN on a cost basis not to exceed $5,000.00 for minor repairs to reported leaks at the Phelps Mill Commissioner Ellig voiced a concern that outlying areas of Otter Tail County are not receiving full news coverage of the matters presented and acted upon by the County Boarq at the meetings, suggesting that written news releases be pre- pared setting forth issues, speaking, etc., detailing action of the County Board. Mr. Ellig suggested Larry Krohn, Coordinator, be the individual appointed to write said news releases. Action tabled until next meeting. I County Board March 9, 1984 In an effort to increase participation in the local bloodmobile, moti.on was made by Van Ellig, seconded by Andy Leitch and carried, to grant time off from work for all persons donating blood during the bloodmobile drives. The matter of purchasing a vehicle for the purpose of transporting animals by the Otter Tail County Humane Society was discussed. No action taken. Dennis Berend, County Engineer, presented a report on the maintenance of equipment of the Highway Department. wh,ich,-:was>tab1ed.for further action. Anderson Septic Tank Pumping Henning, MN Erhard, MN Underwood, MN Pelican Rapids, MN Parkers Prairie, MN Detroit Lakes, MN Upon motion made by Andy Leitch, seconded by Hub Nordgren and carried, the following resolution was adopted: RESOLUTION CONCURRING WITH THE ESTABLISHING OF THE URBAN FUNCTIONAL CLASSIFICATION PLAN AND THE FEDERAL AID URBAN SYSTEM WHEREAS, the 1973 Federal Aid Highway Act provides for the establishment and periodic updating of the Urban Functional Classification Plan and the selection of a Federal-Aid Urban System in areas designated as Federal-Aid Urban Areas; and WHEREAS, said plan and system is to be developed as a cooperative effort of the State and appropriate local officials; and WHEREAS, the City Council of Fergus Falls, has passe4 a resolution dated March 5, 1984~ approving the functional and Federal-Aid status of the roads and streets within the designated Federal-Aid Urban Area; and NOW, THEREFORE, be it resolved by the County Board of the County of Otter Tail to concur in the actions of the City of Fergus Fqlls as shown on the attached map. U~K< Uic.c--Chairman, Otter Tail Coun Board of Commissioners Attest: (SEAL) Upon motion made by Andy Leitch, seconded by Hub Nordgren and carried, the following resolution was adopted: RESOLUTION CONCURRING IN ESTABLISHING THE BOUNDARIES OF THE URBAN AREA FOR THE FEDERAL AID URBAN SYSTEM WHEREAS, the 1973 Federal Aid Highway Act provides for the expansion of a Federally funded system which is designated as a Federal Aid Urban System; and · WHEREAS; to qualify for such funds in an already established urban place the boundaries of the urban area shall be established; and WHEREAS, the City Council of Fergus Falls, has passed a resolution dated March 5, 1984, establishing the Urban Area Boundary; and NOW, THEREFORE, be it resolved by the County Board of the County of Otter Tail to concur in the boundaries established by the City of·~ergus Falls as shown on the attached map. fassed and adopted this 9th day of \);u:_..Chairman, Otter Board of Commissioners Attest: (SEAL) Upon motion made by Hub Nordgren, seconded by Andy Leitch and carrfed, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, curtailments have been made in the financial assistance ,. and medical fund for the department of Vet~rans Affairs, and WHEREAS, with costs of living higher than ever in the past, the veterans and their depends are making greater sacrifices without additional cuts in funding, NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby support legislation to consider the reestablishment of the Temporary Financial Assistance and Medical Fund for the Department of Veterans Aff~trs, effective March l, 1984 and July l, 1984. BE IT FURTHER RESOLVED, copies of this resolution be forwarded to the various representatives of Otter Tail County in the State Legislature. Adopted at Fergus Falls, MN this 9th day of March, 1984. ATTEST: .~~ Clerk Upon motion made by Hub Nordgren, seconded by Andy Leitch and carried, the followfng resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS a proposal has~been submitted for the establishment of a Veterans Nursing Care Facility in the Cfty of New York Mills inthe former New York Mills CommuriHy Hospital building,-and WHEREAS, the availabi9itj ~f such a completely furnished facility in an excellent location in Otter Tail County, and WHEREAS said facility having been constructed in 1967 as an acute care hospital, complete with linens for the b~ds, attached to a fully staffed medical cl f n ic , NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby promote and recommend the placement of a Veterans Nursing Care Facility in the former New York Mills Community Hospital building.
