OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissi~ners of
Otter Tatl County Mtnnesota met Tuesday, March 6, 1984 with all members present.
Chairman Nelson called the meettng to order at 9:36 a.m ..
Rollin Siegfried of the U.S. Fish and Wildlife Service appeared be-
fore the Board and presented a check in the amount of $56,266 representing 77.05%
of the total payment under the revenue sharing prograncovering lands administered
by the U. S. Fish and Wildlife Service.
The Board, having previously advertised for bids to be recefved for
purchase of four 1984 model 4-door policy patrol sedans, proceeded to open bids
which were found to be as follows:
Bob Moore Fo~d~ Fergus Falls, MN $41,678.28
Motion was made by Bert Hovland, seconded by Van Elli'g and carried,
to accept the bid received. After consideration, motion was made by Bert Hovland,
seconded by Van Ellig and carried, to award the bid to Bod Moore Ford, Fergus falls,
MN, in the amount of $41,678.28, being the only bid received.
Motion was made by Van Ellig, seconded by Bert Hovland and carried,
i'nstruct i ng Larry Krohn, County Coordtnator, to draft a letter to the Otter Tail
County Judges, commending them for their action in reducing the cost of the County
Court Publ tc Defenders.
Motion was made by Andy Leitch, seconded by Bert Hovland and carried,
to approve the application of Laurence Purdon for license to sell non-intoxicating
malt liquor at Lakeway Golf Course, in Tordenskjold Township.
Motion was made by Hub Nordgren, seconded by Andy Leitch and carried,
to approve the application of Darold Woessner for license to sell intoxicating liquor
at the Beaver Trap in Girard Township.
Kay Wilkins J along with other members of the Heart of the Lakes Club
appeared before the Board relative to the Creative Afts Festival to be held at Phelps
Mill Park July 14th. A request was made by the Club to allow 4-H clubs to set up and
manage a food stand in the picnic shelters for the purpose of providing refreshments
for the people attend/ng----fhe--~sti-'-'.~,l, stating clean-up would also be handled by the
\ 4-H clubs. After di:scussion, motion\was made by Van Ellig, seconded by Hub Nordgren

and carried, to gra~t approval for said food stands by the 4-H clubs.

Motion was made by Van Ellig, seconded by Bert Hovland and carried,
authorizing the County Auditor to advertise for bids to be received until 10:00 a.m.,
Tuesday, Aprfl 10th, 1984 for paintfng the mill at Phelps Mill Park.
Larry, Krohn, County Coordinator, advised the Board of the availability
of of a community dispute settlement center program through the Mediation Center,
Minneapolis, MN, a non-profit organization which would provide an alternative approach
to solving problems that develope between people instead of going to court.
Mr. Krohn announced the bus trip to Red Wing to inspect the refuse
burning faci'lity has been scheduled for Wednesday, March 21st.
Motion was made by Andy Leitch, seconded by Bert Hovland and carried,
to advertise for bids to be received until 10:30 a.m., Tuesday, April 10, 1984 for
highway signs and posts, bituminous materials, emulsions, highway paint, beads and
thinner, steel and concrete culverts, rock salt and equipment rentals.
Motion was made by Andy Leitcb, seconded by Hub Nordgren and carried,
tc;> appotnt Lambert Schilling, Dalton, MN, to the Otter Tail County Planning and
Advfsory Commission to fill the unexpired term of Arlys Jacobson who has resigned.
Judge Donald Gray, Court Administrator Jim Slette and Clerk of Court
Ken Rudd appeared before the Board relative to the unification of the court systems
and possfble remodellfng of the present court related offices. No action taken.
Representatives from the Minnesota Pollution Control Agency appeared
before the Board regardfng Otter Tail County•s Solid Waste Plan and the proposed
closing of sanitary land ftlls in the county, with the request ·that the county set
up a work plan of closure activities to be completed in 1984, no actual dates of
closures but commftments to accomplish same.
Jerry Adams of Accurate Map Co., Battle Lake, MN appeared before the
Board relative to new plat books for Otter Tail County. After di'scussion, motion
was made by Bert Hovland, seconded by Andy Leitch and carried, to purchase 500 of
said pl~t books for resale in the Auditor•s office, with any books not havtng been
sold be returned to Accurate Map Co., for credit on the next issue.
With no further business, at 3:20 p.m. Chairman Nelson adjourned the
meeting until the afternoon of March 9, 1984.
