OF THE
BOARD OF'COUN'PILCOMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners met
Monday, February 6, 1984, with all members present. Chairman Nelson declared the
meeting open at 9:37, at which time a closed meeting was held for the purpose of
developing strategy in labor negotiations with the AFL-CIO Highway Maintenance
Union and the Teamsters Sheriff's Department Union.
At 10:30 a.m., the me~ting was opened to the public at which time
the Otter Tail County Humane Society appeared before the Board. Cbm~iss~oner
Ellig gave a brief summaryof the functions and purposes of the Human Society,
stating the Society performs a valuable service to the County. The following sug-
gestions were offered by the Society to better serve the residents of Otter Tail
County:
l. Allocate the $4,800 as established by Minn. Stat.
2 .. Seek legislation to amend the Stat. with a provision to increase the allocation
to the H~mane Society to 50¢ per capita.
3. Adopt an ordinance for dog and cat control.
4. Seek increased cooperation with city and township officials.
5. County pay veterinarian bills upon request by the sheriff resulting from inves-
tigation of cruelty to animals.
Motion was made by Andy Leitch, seconded by Hub Nordgren and-carried,
to appropriate $4,800 for the Otter Tail County Humane Society.
Motion was made by Hub Nordgren, seconded by Bert Hovland and carried,
authorizing the County Attorney to prepare the necessary resolutions, etc., to request
legislation for the purpose of increasing the allowable allocation to Humane Societies
to not exceed 50¢ per capita1
Motion was made by Van Ellig, seconded by Bert Hovland and carried,
authorizing the County Attorney to draft an appropriate ordinance on dog and cat con-
trol and present same to the legislature for possible enactment by counties.

County Board February 6, 1984
Motion was made by Van Ellig, seconded by Hub Nordgren and carried, to
coordinate efforts with the Humane Society and the County Sheriff, County Attorney,
Health Department, for the purpose of education as to the various rolls and respon-
sibilities each would have.
Members of the Solid ~Jas1E Committee appeared before the Board rela-
tive to the problems in Ott~r Tail County with the closing of various land-fills as
requested by the Minnesota Pollution Control Agency. Motion was made by Hub Nordgren,
seconded by Bert Hovland and carried, to request a delay in action by the M.P.C.A.
on closing of the landfills until the refuse burner situation can be--resolved.
Motion was made by Andy Leitch, seconded by Hub Nordgren and carried,
to approve payment of a bill for gas purchase for the county extension vehicle, by
Angela Berge in the amount of $20.00.
Motion was made by Van Ellig, seconded by Bert Hovland and carried,
to appoint Otto Olson, Fergus Falls, MN and Julian Wold, Fergus Falls; MN as Otter
Tail County 1s representatives on the Otter Tail-Fergus Falls Airport Zoning Board~
Charles Krekelberg, Attorney fot the Otter Tail Lakes Area Sewer
District appeared before the Board, along with other representatives of said district,
regarding the position of the E.P.A. and the M.P.C.A. on persons to be included in
the sewer district. Krekelberg stated the position of the E.P.A., as well as the
M.P.C.A., was that persons would not be forced to accept funds for updating of their
respective sewer systems. However, the criteria for maintenance of the individual
sewers and the standards required would be under the jurisdiction of the local au-
thority, with the boundary lines remaining as established.
Daniel Hartwig, Mark Krause and Rick Michael of Harwig Associates,
Oregon, Wisconsin, appeared before the Board relative to an engineering feasibility
study on asbestos in the county buildings, where it is and solutions for taking care
of the problem, stating cost for same would be $400~oo plus approximately $150.00
per building. Motion was made by Van Ellig, seconded by Bert Hovland and carried, to
go ahead on that cost basis, based on approval of the contract by the County Attorney,

Upon motion made by Bert Hovland, seconded by Andy Leitch and
carried, the following resolution was adopped:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, the Otter Tail County Board of Commissioners have
attempted a sale of the Otter Tail County Group Home thrqugh the Minn. Stat.
requirements of public auction, and
WHEREAS, said public auction produced no results,
NOW, THEREFORE, BE IT RESOLVED, the Otter Tail County Board of
Commissioners does hereby request special legislation be enacted whereby said
County Board may, be resolution, without advertising for bids, list with a
realtor and sell the former juvenile female group home owned and operated by the
county and the tract of land where the home is located.

Upon motion made by Bert Hovland, seconded by Hub Nordgren and
carried, the following rewolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tai'l
County Minnesota, that
WHEREAS, dn September 7, 1982, the County Board accepte~1 th~;Htd
of Alternative Micrographics, Inc., Spicer, MN, in the amount of $61,650.63
for microfilming backlog records in the Office of the County Recorder, and
WHEREAS, the above contract has now been completed at a total
cost of $51,726.53, a decrease of $9,924.10, liqu~dated damages due to unsatis~
factory copies,
NOW, THEREFORE BE IT RESOLVED, full payment ha~ing beeri made
for performance, the bidder's bond be returned to Alternative Micrographics, Inc.,
Spicer, MN.

County Board February 6, 1984
Motion was made by Bert Hovland, seconded by Andy Leitch and carried,
to approve payment of $150.00 to the Minnesota Deputy Registrar Association, repre-
senting 1984 dues.
At 2:00 p.m., the Board adjourned to the Government Services Building
for the annua 1 hearing on the proposed roadti and bridge construction. County Engineer
Dennis Berend introduced Cbmmissioners Ho~land, Nelson, Leitch and Nordgren, County
Auditor Sylvia Bergerud, and Russ Evjen and Al Snowberg of the Highway Department.
Engineer Berend stated in his presentation there are 321 miles of State Highways, ,,
913 miles of County State Aid Highways, 132 miles of County Roads and 2,160 miles
of township roads in Otter Tail County. Requests were heard for the county take-over
of segments of township roads, with the problem of the county's take over being
limited county funds on construction and maintenance of county roads, which are not
funded through state and federal funds.
With no futther business the chairman adjourned the meeting until
the afternoon of February 10, 1984.
