BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of Otter
Ta.i l County Minnesota met Wednesday, December 7, 1983, with a 11 members present.
Chairman Hovland called the meeting to order at 9:32 a.m ..
Dave Anderson, County Surveyor, appeared before the Board relative
to half section maps for the county. After discussion, motion was made by Andy Leitch,
seconded by Van Ell ig and carried with Hub Nordgren and Sydney Nelson voting "no",
to instruct Dave Anderson to prepare half section·maps as requested by the Auditor,
Assessor and County Recorder, not to exceed $8,000.00.
Motion was· made by Van Ellig, seconded by Sydney Nelson and carried,
to advertise for bids for the preparation of half-section maps for the year 1984.
The Board, having previously advertised for bids to be receiv~d for
a patrol car for use bythe Sheriff's Department, opened bids which were found to be
as follows:

All bids were turn~d over to D~puty Peloquin for examination with
a decision to be made at 9:30 a.m., Thursday, December 8, 1983.
Motion was made by Van Ellig, seconded by Andy Leitch and carried,
requesting the County Attorney accompany Dorothy Hunter and her s~n,' who is under
legal guardianship of the County, for evaluation and determination of obligation
of the county.
Motion was made by Hub Nordgren, seconded by Sydney Nelson and carried,
to approve payment in the amount of $376.85 to Penrose Oil Company, Parkers Prairie, MN
for fuel oil used by the County Highway Department.
Motion was made by Van Ellig, second~d by Hub Nordgren .and carried,
to authorize .a·.: joint effort agreement,_ ~Y the;'CountyrAuditor: ana~-Treasurer for pay-
ment of bills where cash discounts are available.

Upon ~otion made by Bert Hovland, seconded by Hub Nondgren and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS the City of Elizabeth, in honor of said city's centennial
celebration of June 30, 1984, has requested permission to close off a portion of
Broadway Avenue from Baurau Street to Highway #59, for the purpose of holding a
street dance from 7:00 p.m .. to 2:00 a.m.,
NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby
approve closing off said portion of Broadway from 7:00 p.m., to 2:00 a.m., on
June 30, 1984, for the purpose of holding a street dance for the Elizabeth
Centennial Celebration.

Upon motion made by Bert Hovland, seconded by Vqn El 1 i g a.nd qirrted,
the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS Minnesota Legtslature made changes relattng to law enforce-
ment effective January 1, 1984, and
WHEREAS, §aid statUt~ mat~ih~~prosecution of misdemeanors ~nd gross
misdemeanors in the County Attorneyts offite and allows municipalities to contract
with the aounties for misdemeanor prosecution services for cities, and
WHEREAS, the City of Elizabeth has requested thqt the Otter Tail
County Attorney~s office represent the City in prosecution of misdemeanor and gross
misdemeanor case~.
NOW, THEREFORE, BE IT RESOLVED, tne County Board does hereby
approve representing by the County J\ttorne,y's offi.ce for the Ctty of Eltzabeth in
prosecution of misdemeanor and gross misdemeanor cases.

County Hoard December 7, 1983
Motion was made by Hub Nordgren, seconded by Andy Leitch and carried,
to allow payment of expenses incurred by Gene Davenport for serving on a study com-
mission appointed by the State for the purpose of examining the Minnesota teal estate
tax structure, to include those expenses not reimbursed by the State.
Motion was made by Van Ellig, seconded by Sydney Nelson and carried,
to approve expenses for Hub Nordgren I s attendance at Study Commi ttee;.meet i ngs for
the Human Services.
Motion was made by Sydney Nelson, seconded by Hub Nordgren and carried,
to authorize the County Engineer to purchase items through the Federal Surplus program,
if he deems it necessary, Andy Leitch and V,:n [~1ig voting "no".
Motion was made by Hub Nordgren, seconded by Van Elligand carried, to
donate a 50" corrugated metal culvert to Blowers Township.
Steve Andrews, County Treasurer, appeared before the Board and reported
total interest earned through November, 1983, to be $590,352.66.
Doug Wise, Planner, appeared before the Board and reported on The
Minnesota Project, housing analysis for Otter Tail County, general distribution of
needs in Otter Tail County, stating maximum grant funds available would be $600,000.
After di.scussion, motion was made by Van Ellig to authori.ze Mr. Hise to proceed on
behalf of the county on the shaded areas of the map presented to the Board, to improve
existing housing coriditions, application to the Minnesota Department of Energy and

Economic Development subject to contractural agreement with Wise for services. The
motion was seconded by Hub Nordgren and carried with Andy Leitch voting "no".
Motion was made by Hub Nordgren, seconded by Van Ell ig and carried, to
set a public hearing to be held at 1 :00 p.m., Friday, January 6, 1984, for the. pur-
pose of consi~ering application for grant for public housing improvements in Otter
Tai. l County.
Ken Becker, East Otter Tai.l County f\gricultural Inspector, appeared
before the Board, reviewed his activity for the year 1983 and tntroduced the new
Regional Supervisor, Dale Danter, Alexandria.
Upon motion made by Sydney Nelson, seconded by Andy Lei'tch and carri.ed,
the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, on April 6, 1983, the County Board accepted the bid of
Archie Wahl i'n, Clitherall, MN in the amount of $9,667.35 for mowing Area F ~ and
WHEREAS, th~ abbV~ contract has now been completed to the satis.
factton of the County Board at a total cost of $9,667.35,
NOW THEREFORE BE IT RESOLVED, the County Auditor is hereby autho•
rized and directed to issue a warrant in the amount .of $966.74 payable to Archie
Wahl in, Clitherall, MN, as ftnql payment for this work,

printing for the year 1984. The motion was seconded by Sydney Nelson and carrted
wi.th Andy LeHch voting "no", Bert Hovland absent havi'ng left to attend a funeral.

Motton was made by Andy Leitch, seconded by Hub Nordgren and carried,
to advertise for the position of West Otter Tail County Agricultural Inspector to
replace Gordon Bjoralt who has resigned.
Motton was made by Hub Nordgren to grant all department heads, with
the exception of the County Agents~ County Attorney and County Commtssioners a $60~00
per month increase in salary for the year 1984, and that all department head's
salaries be reviewed when appropriate data is received. for an adjustment if it is
felt necessary. The adjustment to keep in line with same considerations as last
year. The moti.on seconded by Van Elli'g but failed on a tie vote with Sydney __ Nelson
and Andy Lei:tch voti:ng "no"~ Bert Hovland absent.
With no further business the Vice Chairman adjourned the meeting
at 2:20 until 9;30 a.m,, Thursday, December 8, 1983. ·
-THURSDAv·s SESSION -
Pursuant to adjournment, the Board of County Commissioners of Otter
Tail County Minnesota met Thursday, December 9, 1983, with all members present.
Chairman Hovland called the meeting to order at 9:30 a.m ..
Gene Davenport, County Assessor, appeared before the Board with a re-
quest from the City of Henning for the reduction of taxes and penalties on personal
property assessed in the name of Dennis Fraki, Fraki Oil Co .. After consideration,
motion was made by Uub Nordgren, seconded by Sydney Nelson and carried, to approve
said reduction.
Helen Skramsted, County Recorder, appeared before the Board requesting
permission to purchase a new plat cabinet for use in the Recorderhs office. Skramsted
was instructed to obtain three quotations.
Motion was made by Hub Nordgren, seconded by Sydney Nelson and carried,
to authorize the County Auditor to pay the $25.00 fee required by the State of Minneso-
ta for purchasing surplus equipment.
Motion was made by Van Ell ig to authorize the County Attorney and the
Executive Secretary to check in the matter of acquiri'ng handicapped equipment to comply
with ORS regulations to make the courthouse accessible to the handicapped. The motion
was seconded by Hub Nordgren and carried.
Motion was made by Hub Nordgren, seconded by Andy Leitch and carried,
to appoint Van Ellig to the Board of Directors of TRAC (The Rail Action Corporation).
Motion was made by Sydney Nelson 1 seconded by Andy Leitch and carried,
to approve and document the following earned vacation and sick leave accumulations
for persons employed prior to appointment or election as county officials:

Motion was made by Van Ellig, seconded by Hub Nordgren and carried, to
a~point Norman Fjestad and Andy Leitch to the R.C.& D. Committee to represent West
Otter Tail County and the West Otter Tail Soil & Water Conservation District for the
calendar year 1984.
Carl Madsen of the U. S. Fish and Wildlife Service appeared before the
Board and outlined a new operation offered by the U. S. F & ~IL Service commencing in
the spring of 1984 involving rent of restored wetlands, with a total of $3,000,000 to
be spent over the next ten years in Douglas~ Grant and Otter Tail Counties.
Motion wasmade by Bert Hovland, seconded by Sydney Nelson and carried,
to approve the plat of Martinson Subdivision (formerly G-M Subdivision) located in
Section 3, Scambler Township.
Motion was made by Bert Hovland, seconded by Van Ellig, to uphold the
decision of the Otter Tail County Planning Advisory Commission and deny the following
applications for special use permit:

Motion was made by Van Ellig, seconded by Andy Leitch and carried, to
approve the following applications for special use permit, subject to conditional re-

to approve a preliminary plat of Silent Beach, to be located in Section 33-136-41.
Motion was made by Hub Nordgren, seconded by Andy Leitch and carried,
to approve a preliminary plat of Pulford Beach, Second Addition. to be located in
Section 2-134-40.
Upon motion made by Sydney Nelson-, seconded by Andy Leitch and
carried with Van Ellig and Bert Hovland voti"ng "no", the following resolution was

Upon the recommendation of Glen Melby, County Sheriff, motion was
made by Sydney Nelson, seconded by Van Ellig and carried, to accept the bid of Moore
Ford-Lincoln-Mercury-Mazda, Fergus Falls, MN in the amount of $10,807.69, being the
lowest bid.
With no further business, at 2:15 p.m., Chairman Hovland declared
the meettng adjourned until the afternoon of December 20, 1983.
