HomeMy WebLinkAboutBoard of Commissioners - Minutes - 11/22/1983MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to adjournment, the Board of County Commissioners of Otter Tail County Minnesota met Tuesday, November 22nd, 1983, with all members present. Chairman Hovland called the meeting to order at 12:45 p.m .. Motion was made by Van Ellig, seconded by Sydney Nelson and carried, to approve the maintenance agreement with Prime, Inc., for service on the Prime Computer at a fee of $222.15 per month. Motion was made by Sydney Nelson, seconded by Bert Hovland and carried, with Andy Leitch voting "no", to approve payment in the amount of $158.764.00 (which nepresents total cost of $198,455.00 less deposit of $39,691.00) to Fulcrum Division of Adage, Inc., for the Prime 45011-MAC computer and peripherals, 5 Okidata pri~ters, 5 NEC letter quality primters, l Printronix printer and 20 ADDS CRTs. Motion was made by Van Ellig, seconded by Andy Leitch and carried, to approve payment to Barr Engineering Company, in the amount of $9,800.00 for profes- sional services in connection with the Phelps Mill Dam, and the County Auditor was instructed to bill the Department of Natural R~sources the sum of $2,500, which re- presents their share of the costs. Motion was made by Sydney Nelson, seconded by Andy Leitch and carried, to set the rates for snowplowing·and dragging for township roads, city streets and private driveways, as below: $38.00 per hour for snowplowing township roads or city streets $40.00 per hour for snowplowing private driveways with a minimum charge of one-half hour and billing 1 to the governmental sub-unit. $34.00 per hour for dragging township roads or city streets $36.00 per hour for dragging private driveways with a minimum charge of one- half hour and billing to the governmental sub-unit. Motion was made by Van Ellig, seconded by Andy Leitch and carried, to approve immediate payment of $6,335.91 to Battle Lake Farmers Union Oil Company to take advantage of a cash discount. County Board November 22, 1983 Motion was made by Van Elli g, seconded by Hu6 Nordgren, to vest authorfty with the Executive Secretary to draw a policy for cash discount payments on an i_mmediate basis, with approval by the Board after payments are made. The moti_on failed with Andy Leitch, Sydney Nelson and B_ert Hovland voting 11 no 11 • Mot i'on was made 6y Hub Nordgren, seconded by Andy Leitch and carri.ed, to approve payment in the amount of $500.00 to Amor Township, for atd in the con- struction of a road to serve Shirley Beach~Roinez Beach. Motion was made by Andy Leitch, seconded by Sydney Nelson and carried, to approve the plat of Spring Lake Developmsnt·No. l, located in Section 33, Aurdal Township. At the request of the City of Perham, motion was made by Sydney Nelson, seconded by Andy Leitch and carried, to grant approval to the City of Perham in their application to the Minnesota Pollution Control Agency for on ground sludge applica- tion on the following properties: Otto Township, Section 5, 80 acres in the NW¼NW¼ Pine Lake Township, Section 32, 80 acres in the SW¼SW¼ City of Perham, Perham Township, Section 11, 80 acres located in NW¼ Motion was made by Hub Nordgren, seconded by Van Ellig and carried, to support a uniform standard of separation of 50' from all sewer systems to all lakes in Otter Tail County and Malcolm Lee and Mike Kirk were authorized on behalf of the County to pursue legislation to accomplish said standard. Mike Kirk, Glen Melby, Spencer Lundquist, John Halvorson, members of the Jail Study Committee, together with George Kle]·n and Rick McCarthy, architects, appeared before the Board reporting on progress of the Jail Study Committee. Dis- cussed were: a new generation concept of construe ion of jails with better visual surveillance with a central area for the jailer an open area; problems with possible solutions, stressing flexibility to meet changing standards; major importance arriving at the number of beds required; actual construction not considered in the immediate future but possibly three to seven years hence1wdttb official action to be taken by the Board as to what course to take rn1tot be made b February l, 1984. Also discussed was an extension of the February 1st deadline and the alternative to easing of stan- dards on the state requirements. It was pointed out state requirements are based on federal guidelines. No action taken. P~A Culverts on the Leaf Lake Townshtp Road at Leaf Rtver, and WHEREAS~ the above contNct b9-,s now-Been completed to the s-?it ts fi:ic~ tion of the County Board tn the amount of $79~073,50, an i'ncrease of $78,50 due to overruns on soddfng and grouted rtprap? NOW, THEREFORE, BE IT RESOLVED, the County Audi'tor is hereby authori'zed and dfrected to fssue a warrant in the amount of $8,167.00 payaBle to Riley Bros. Motion was made by Andy Leitch, seconded by Hub Nordgren and carried with Van Ellig abstaining, to write to Lake Region Disposal Service with the request to advi'se11tliie service's customers refrain froni placing the disposal bags on road right-of-ways. Steve Andrews, County Treasurer, appeared before the Board with a request from the Rosenblatt Corp., Fergus Falls, MN, for forgiveness of penalty on a postmark of November 1st. The Board indicated in unofficial action, approval would not be granted.
