MINUTES OF THE ADJOURNED MEETING
OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of Otter
Tail County Minnesota met Tuesday, October 4, 1983, with all members present. Chair.,.
man Hovland called the meeting to order at 9:37 a.m ..
In response to a letter from Jerry Mickelson of Midwest Business Pro-
ducts, Minneapolis, MN, objecting to the County Board~s decision to award the purchase
of office products to a local firm which was not low bid. AFter .discussion, motion
was made by Van Ellig, seconded by Sydney Nelson and carried, authorizi'ng the County
Auditor to respond to said letter stating it was the opinion of the three members
who voted to accept the local bid, that the difference in bid costs was not sufficient
enough to award the bid to an out of county bidder.and to retain the business in Otter
Tail County was in the best interests of the county.
In response to a resolution by the City of New York Mills, moti6n was
made by Sydney Nelson, seconded by Andy· Leitch and carri.ed, ·to'.·forgiVe·:pe,naltyrand
interest on payment of delinquent taxes for 1977 through 1982 on the special assess-
ment portion of the real estate taxes.,·io·:t_!le,GitJ:·of:New_:Y0r.k rli:lls:' io·the;·name~-of
nl~EasAngerson, r~questing collection of the penalty and interest on the real estate
tax only.
Motion was made by Hub Nordgren, seconded by Van Ellig and carried,
to approve payment in the amount of $665.00 to the National Association of Counties,
representing the 1984 dues.
Motion was made by Hub Nordgren, seconded by Sydney Nelson and carried,
to approve the application of Thomas Volberding for permit to allow consumption and
display of intoxicating liquor at Hi-Way Park Store and Ballroom, Elmo Township.
Motion was made by Sydney Nelson, seconded by Andy Leitch and carried,
to authorize the Cou~ty Sheriff to o~tain quotations for the purchase of two medium
size automobiles.

Upon motion made by Bert Hovland, seconded by Van Ell ig and carri'ed?

RESOLVED by the Board of County Commissioners of Otter Ta i"l County

WHEREAS, in accordance:iwith a Procedural Agreement between the
Minnesota Department of Natural Resources and the u. S, Ftsh and Wildlife Servtce?
dated Ma,y 23, 1962, certification by the County· Board of Commi'ssi.oners for acqui-
sition of la_nds by the u. S. Fish and Wildlife Service is reques,ted, and
WHEREAS, representatives of the U. S, Ftsh and Wildlife Service met
with the County Board on October 4th and informed said Board that waterfowl ease-
ments had been obtained from Mr. John C. Kollar on the S~S½NW¼, S½SW¼NE¼ ◊f Section
28~136-44 and from Mr. and Mrs. Henry A, Korda on the N½SW¼SW¼, SE¼SW¼ of Section
13-136.-44,
NOW, THEREFORE, ·BE IT_ RESOLVED, the County Board does hereby·
gra_nt approval of the aforementi'oned waterfowl easement acquisi'tion by the U. S.
Fish and Wildlife Servtci.

Upon motion made by Sydney Nelson, seconded by Andy Leitch and
carried with Hub Nordgren and Van Ellig voting "no", the following resolution
was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
The sum of $112,565 be set apart from the General Revenue Fund
and appropriated subject to the order of the Dean of the Institute of Agricul-
ture of the University of ~innesota for the support of county extension work
in agriculture and home economics in Otter Tail County, for th~ year beginning
January 1, 1984, in accordance with Chapter 202, Laws 1953 and acts supplemen-
tary thereto.

Upon motion made by Van Elli_g, seconded b,y-Sydne_y Nelson and
carried, the following resolution was adopted;
RESOLVED by the Board of County Commissioners of Otter Tatl
County Minnesota, that
The following budget be approved, and there be levied upon the
taxable property of-Otter Tail County, payable during the year 1984, the following
amounts for the several county funds, as follows:

County Board October 4, 1983
Motion was made by Van Ellig, seconded by Hub Nordgren and carried,
to authorize two individuals to attend a "PRIMO" training session in Raleigh,
North Carolina, and approve payment of flight tickets to said training session.
Larry Krohn, Executive Secretary, advised the Board of the resignation
of Rudy Auch as Assistant Veterans Affairs Officer as of October 31st. Moti6n was
made by Van Ellig, seconded by Hub Nordgren and carried, to table action on hiring
of a replacement until Roger Bengtson, Veterans Affaits Officer can be present.
Motion was made by Sydney Nelson, seconded by Hub Nordgren and car-
ried, to accept the request of Perham Township for work on a road in Perham Township
with reimbursement by the township of $4,260.00 for said work.
Motion was made by Andy Leitch, seconded by Hub Nordgren and carried,
to authorize the Chairman of the Board and the County Auditor to execute a quit claim
deed on behalf of Otter Tail County to Dennis Nelson, Mark Nelson, Gail Nelson, Karen
Nelson and Lita Nelson on property located in Government Lot 5, Section 15-136-43,
on a negotiated sale by the Department of Social Services.and the County Attorney.

adjourned the meeting until 9:30 a.m., October 6, 1983,
