OF THE
BOARD OF COUNTY COMMISSIONERS.
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of
Otter Ta i-1 County Minnesota met Tuesday, September 20th, 1983, with a 11 members
present. Chairman Hovland called the meeting to order at 12:48 p.m ..
Custodian Howard Koeppen appeared before the Board and presented
a proposal in the amount of $2,425 for burying smoke detector cable between the
courthouse and the government services building, from Hintgen-Karst Electric,
Fergus Falls, MN. Motion was made by Van Ellig to accept said proposal. The
motion died for lack of a second. After further discussion, motion was made by
Hub Nordgren, seconded by Andy Leitch and carried, to authorize Koeppen to obtain
additional quotations and select low bid.
At the recommendation of the Otter Tail County Extension Service
Committee, motion was made by Sydney Nelson, seconded by Andy Leitch and carried,
to pay·expenses, up to $714.00 for Cindy Bigger's attendance at the National
Association of 4-H Agents Annual Conference to be held in Portland, Oregon,
October 29 through November 4th, as secretary of the Minnesota Association of
4-H Agents.
Motion was made by Hub Nordgren, seconded by Sydney Nelson and carried,
to approve payment in the amount of $109.88 to K-V Associates, Inc., Falmouth, Mass.,
shipping charges for repair of "Peeper Beeper".
Motion was made by Hub Nordgren, seconded by Sydney Nelson and carried,
to approve the application of John R. Stowers for sewage disposal system cleaners
license for "The Pumper" , Vergas, MN.
Motion was made by Hub Nordgren, seconded by Andy Leitch and carried,
to approve the application of Albert Blaida for permit to allow consumption and dis-
play of intoxicating liquor at Wee Town Store, Friberg Township.
County Boa rd September 20, 1983
The Board, having previously advertised for bids to be received for
aggregate base and bituminous surfacing, under project #S.A.P. 56~601-18, proceeded
to open bids which were found to be as follows:
Mark Sand & Gravel, Fergus Falls, MN $219,860.86
Upon the recommendation of the State District Supervisor, motion was
made by Hub Nordgren, seconded by Van Ellig and carried, to reject the bid received,
as in excess of the estimated cost by approximately $30,000.
The Board, having previously advertised for bids to be recei.ved for
microfilming equipment for use in the County Treasurer's office, proceeded to open
bids which were found to be as follows:
Office Systems, Inc., Bismarck, Minot and Hargo, ND, $19,780.00
After consideration, motion was made by Andy Leitcn, seconded by Van
Ellig and carried, to accept the bid of Office Systems, Inc., in the amount of
$19,780.00, with a maintenance contract of $1,825.00 for 15 months.
A hearing on the proposed use of Federal Revenue Sharing furlds expected
to be received in 1984 in the amount of $750,000 was held pursuant to published notice.
After considerable discussion, motion was made by Andy Leitch, seconded by Sydney Nel-
son and carried,with Van Ellig voting 11 no 11 , to propose a use of $600,000 for the
Road and Bridge Fund and $150,000 for the County Revenue Fund, with the budget hearing
scheduled for 10:00 a.m., Tuesday, October 4th.
Quentin Slatten, Pelican Rapjds, appeared before the Board requesting
release of right-of-way easement in G.L. l, Section 1-137-42. After discussion, motion
was made by Van Ellig, seconded by Hub Nordgren and carried, to grant approval, con-
ditioned upon approval of the County Engineer and approach easements for adjacent land
owners.
Mot ion was made by Sydney Nelson .,to-approve the budget amount of.
$112,565.00 for the County Extension Service for the year 1984, as recommended by the
County Extension Committee. The motion was seconded by Andy Leitch but failed with
Hub Nordgren, Van Ellig and Bert Hovland voting 11 no 11 •

Motion was made by Van Ellig to grant a $40.00 per month per employee
increase in salary for the year 1984, for unton and non-union employees alike,
except the County Attorney and assistants, department heads and commissioners, and
40% of the $40.00 whtch represents the county's share for the County Extension
Agents, with notice to the people who are negotiating with the union representatives
to convey said message. The motion was seconded by Hub Nordgren and carried with
Sydney, Nelson and Andy Leitch voting "no".
Upon motion made by Van Ellig, seconded by Sydney Nelson and carried,
the following bills were allowed:
