HomeMy WebLinkAboutBoard of Commissioners - Minutes - 07/05/1983MINUTES OF THE MEETING OF THE OTTER TAIL COUNTY BOARD OF EQUALIZATION i The Otter Tail County Board of Equalization was called to order at 9:30 a.m., Tuesday, July 5, 1983, by Chairman Hovland, with the following members present, Andy Leitch, Sydney Nelson, Bert Hovland, Hub Nordgren and Sylvia Bergerud, secretary. The oath of office was administered by Judge Elliot Boe. The Board adjourned until 9:30 a.m., Monday, July 11, 1983, and Thursday, July 21st, with the following persons having been heard: Will i.s Shasky, Perham Township Charles Molitor, Clitherall Township (several parcels) Ed Thulin, Clitherall Township Howard Carlson, Elmo Township Vincent Kuebsch, Rush Lake Township Eloise Frazer, Dead Lake Township John Jurs, Girard Township Marlys Broding, Clitherall Township Leonard Rakow, Eagle Lake Township Knutilla's Marine, City of Perham Harold Degree, City of Battle Lake Maynard Ott, Star Lake Township John Jurs, Girard Township At::the fjnal discussion on July 21, 1983, motion was made by Hub Nordgren, seconded by Andy Lettch and carried, to deny the request of Charles Molitor for change of classification on property containing the home, as entrance to the home was not granted. Mot i.on was made by Andy Leitch, seconded by Hub Nordgren and carried, to reduce the valuation on two lots owned by Virginia Molitor, from $8,000 to $7,400, each. Motion was made by Hub Nordgren, seconded by Sydney Nelson and carried, to accept the recommendation of the County Assessor, and the following reductions were made: Vincent Huebsch, Rush Lake Township, va~luatiofPreduced $15,300 Edward Thulin, Clitherall Township, valuatioffireduced $6.900 and $3,800 Howard Carlsen, Elmo Township, valuation reduced $6,200 John Jurs, Girard Township, land valuation reduced $1,000 With no further business, at 12:00 noon, Chairman Hovland declared the meeting adjourned. Chairman ATTEST: Clerk MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to adjournment, the Board of County Commissioners of Otter Tail County met at 9:30 a.m., Thursday, July 21, 1983, all members present. Motfon was made by Van Ellig, seconded by Andy Leitch and carried, authorizing the Board Chairman and the County Auditor to execute the jail use agreement with the State of Minnesota on behalf of Otter Tail County. Mot~16n was made by Van Elli g and seconded by Bert Hovland to accept the bid of Fulcrum Division of Adage, Inc., Raleigh, NC in the amount of $639,753, plus optional features in the-amount of$ 81 ~014, and authorize the Chairman of the Board and County Auditor to sign a contract with Fulcrum, sub- ject to County Attorney approval, being the lowest .acceptable bid meeting necessary specifications. After discussion and listentng to the vartous interested partfes, including members of the Steering Committee, Launa Youngsma, Data Processing Man- ager, Tom Kalahar, Tim Brand, Pat Delaney, Peter Abbey and Roland Saetre, the following vote was taken: Sydney Nelson, Van Ellig and Bert Hovland voting "yes", Andy Leitch voting "no", and Hub Nordgren abstaining. The motion carried. Motion was made by Hub Nordgren, seconded by Van Ellig and carried, authorizing Larry Krohn to go to Pope County and present Otter Tail County's per- sonnel classification system. A wetlands easement request from the U.S. ftsh and Wildlife Service for certain properties owned by Norman and Helene Tostenson located tn Secti'on 32 of Dane Prairie Township was presented to the Board and upon motion made by Andy Leitch, seconded by Hub Nordgren and carried, with Van Ellig and Bert Hovland voting "no", was denied. Motion was made by Bert Hovland to approve a wetlands easement re- quest by the U. S. Fish and Wildlife Service for the NE¼SW¼, N½NW¼SW¼, NvJ¼SE¼ of Section 28, Norwegian Grove Township, owned by Ernest M. Rossum. The motion was seconded by Van Ellig, but failed with Sydney Nelson, Andy Leitch and Hub Nordgren voting "no". Motion was made by Andy Leitch, to deny approval of a fee purchase by the U. S. Fi.sh and Wi'ldli:fe Service of a small parcel loc~ted in Sectton 5 of Tumuli Township, owned by George Liljestrand. The motion was seconded by Sydney Nelson but failed with Van Ellig, Hub Nordgren and Bert Hovland voting !'.no". Upon motion made by Van Ellig, seconded by Hub Nordgren and carrted 1 with Sjdney Nelson and Andy Leftch voting ''no", the following resolutton was adopted: RESOLVED by· the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, in accordance with a Procedural Agreement between the Minne- sota Department of Natural Resources and the U.S. Fish and Wtldltfe Service, dated May 23, 1962, certification by the County Board for acquisition of lands by the U. S. Ptsn and Wtldli.fe Service is requested, and WHEREAS, representattves of the U.S. Fish and Wfldltfe Service met wfth the County Board on July 21, 1983 and informed satd Board that a purchase agree- ment had been secured from George R. Liljestrarid on the following described land: A rectangular parcel of land 100' by 70' in the NW¼SE¼ descri'bed as follows: Beginning at NW corner of si:ad NW¼SE¼; thence south along west li.ne thereof 60', thence due east 50 feet to point.of beginning; thence south 100'; thence east 70 feet; thence north 100 feet; thence west 70 feet to point of beginntng, together with an access easement for tncress and egress to the above described property over and across the existing driveway located in the NW¼SE¼ and SW¼NE¼ of safd Section 5 -131 -42. NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby approve the aforementioned acquisition by the U.S. Fish and Wildlife Service, Dated at Fergus Falls, Minnesota this 19th day of July, 1983. Dept. of Transportati~n for a limited speed zone on CSAH #3 south of-Maplewood Park.
