BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of Otter
Tail County met June 7, 1983, with all members present. Chaifman Hovland called the
meeting to order at 9:30 a.m ..
Laura Youngsma, Data Processing Director, and members of the Steering
Committee appeared before the Board relative to progress on the computer selection.
After discussion, motion was made by Van Ell ig to:J reject all bids received and
authorize advertising for new bids to be received for the computer system, bids to
be received until 9:30 a.m., Friday, June 24th. The motion was seconded by Sydney
Nelson and carried.
A proposal from the State of Minnesota University Agricultural Ex-
tension Service for placement of computers in the two extension offices in Otter
Tail County at Perham and the City of Fergus Falls was presented fo the Board.
After,ldiscussion, motion was made by Van Ellig to purchase two IBM PC Micro Com-
puters, one for each of the extension offices in Otter Tail County, on a 50/50
share basis with the University of Minnesota, total cost to the County of $6,630.00,
$3,315.00 per unit. The motion was seconded by Sydney Nelson and carried.
Dean Schuman, Branch Manager of the Burroughs, Inc., office in Fargo,
ND, appeared before the Board relative to the Burroughs bid for the county's proposed.

Dennis Berend, County Engineer, appeared before the Board and presented
a letter from Howard E. Paulson, Lida Township property owner, requesting a calcium
chloride treatment on the Rothsay Camp Road in Lida Township, with approval from the
Lida Town Board for payment of said treatment. Motion was made by Bert Hovland,
seconded by Andy Leitch and carried, to proceed with the calcium-chloride treatment,
billing Lida Township for same_, with the work to be done by Wilkin County, paid by
Otter Tail County and reimbursed by Lida Township.
County Board June 7, 1983
Pursuant to published notice, the County Boird heard statements
for and agatnst the proposed amendments to the Ottei·Tatl County Subdtvtston Con-
trols Ordinance. Russell Kastelle and Don Wenino, surveyors, appeared in opposi-
. -tion to making any changes in said ordinance. A letter from Terry Lee Anderson,
of the firm of Kermit T. Bjorgum and Associates, Inc., Fergus Falls, MN was read,
and upon motion made by Van Ellig, seconded by Hub Nordgrenand carried, accepted.
AFter discussion, motion was made by Hub Nordgren to amend the Otter Tail County
Subdivision Controls Ordinance as follows:
Place additional exception to the surveyor drawing requirements for
metes and bounds descriptions over two and one-half acres, limited to
tracts having the following characteristics:
l. At least one side of the tract would be a line established by
a non-meandered original government survey line.
2. All other sides of the tnact would be either parallel or
perpendicular to the government survey line.
3. All distances on every side of the parcel would have to be
described in either feet or rods.
The motion was seconded by van Ellig but was defeated with Sydney Nelson, Andy Leitch,
'i " '! Bert Hovland and Van Ellig voting "no". AFter additional discussion, motion was made
by Van Ellig, seconded by Andy Leitch and carried, to refer the matter back to the
Planning Cormnission,,·authorizing the Secretary of the Planning Commission to draft
a letter to the Planning Commission requesting consideration by the Planning Com-
mission and the Otter Tail County Board of Adjustment for a recommendation to be
reported back to the County Board by July 19th.
Bob Burak of Grand Vtew Hites Ballroom, on Big Pine Lake, appeared
before the Board requesting a dance license for the Grand View Hites Ballroom. AFter
discussion, motion was made by Sydney Nelson, seconded by Van Ellig and carried, to
approve the application for permit to hold dances.
County Board June 7, 1983
Upon motion made by Sydney Nelson, seconded by Andy Leitch and carried,
the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS in 1982 the State of Mi.nnesota began collecting money from a
ten percent surcharge on all moving traffic offenses, and
WHEREAS, from th~se funds appropriations are made to local units·
to offset the cost of providing continuing edu~ation to peace officers and constables,
and
WHEREAS, signators are required by the State of Minnesota to execute
the necessary application forms for reimbursement,
NOW, THEREFORE, BE IT RESOLVED, Glen Melby, County Sheriff, and Joe
Peloquin, Captaiiil, be hereby designated as signators to sign all application forms.
on behalf of Otter Tail County.

The matter of the gambling permit for the Pebble Lake Golf Club
appeared before the Board, tabled.lfrom a previous meeting. After dis~ussion, motion
was made by Andy·Leitch to table action on said permit until the next meeting. The
motion was seconded by Hub Nordgren and carried.
Motion was made by Sydney Nelson, seconded by Andy Leitch and carried,
to authorize the County Auditor to itsue warrants out of the County Revenue Fund in
the amount of $10,000 to each of the two Fair Associations in Otter Tail County.
Steve Andrews, County Treasurer, appeared before the Board and presented
his statement of investments for the month of May, showing a maximum of 9.3% interest
being received on certificate; of deposit, to 6.75% on money market checking.
The following proposals for elevator service for the courthouse eleva-
tors were received by the Board for consideration:

AFter consideration, motion was made by Bert Hovland, seconded by Van

Norman Fjestad of the West Otter Tail Soil & Water Conservation Dis-
trict appeared before the Board relative to the R.C.& D's participation in the. Phelps
Mill dam project.

under special resources for the Pomme de Terre River watershed, and
BE IT FURTHER RESOLVED, the Chairman of the Board is hereby
authorized to execute said agreement on behalf of Otter Tail County.
