BOARD OF COUNTY CO~MISSIONERS
OTTER TAIL COUNTY MINNESOTA

Pursuant to adjournment, the Board of County Commissioners met at
12:30 p.m., Tuesday, December 21, 1982, all members present.
Motion was made by Hub Nordgren, seconded by Bert Hovland and carried,
to approve final payment on the proposal of Jerry's Electric of New York Mills, MN,
for electrical work, final completion, on the caretaker's house at Phelps Mill, in
the amount of $698.90, plus addtttonal work not in original proposal of $17.45,
for a total of $706.35.
Laura Youngsma, Data Processing Manager, together·with members of
the Data Processing Steering Committee, met with the Board relative to the recent
sE!Tii.narand proposals for contracting a consultant for acqui'ring and implementing
a computer system. Upon the recommendation of the steering committee, motion was
made by Bert Hovland, seconded by Van Ellig and carried, to hire the firm of John
Scoggins and Associates, Athens, GA, for Phase II and Phase Ill, Andy Leitch voting
Motion wasmade by Hub Nordgren, seconded by Bert Hovla.nd and carried,
to approve payment in the amount of $395.00 to Anderson Land Surveying, Inc., Fergus
Falls, MN, for the survey of the Nelson' property at Phelps Mi_ll.
Motion was made by Andy Leitch, seconded by Van Ellig and carried, to
approve the plat of Highdale Subdivision, Second Addition, located in Section 28 -
132 -41 .
Motion was made by Andy Leitch to re-appoint Jourdan Sullivan and
Arlys Jacobson to the Otter Tail County Planning Advisory Commission. The moti.on
was seconded by Sydney Nelson but failed with Van Elli g, Hub Nordgren and Bert
Hovland voting "no".
County Board December 21, 1982
·, Motion was made by Andy Leit~h, to re-appoint Arlys Jacobson to the
Otter Tail County Planning Advisory Commission for a three year term ending December
31, 1985. The motion was seconded by Hub Nordgren and carried.
Motion was made by Bert Hovland, seconded by Hub Nordgren and carried,
to appoint Norm Fjestad and Van Ellig as members of the WesMin Resource Conservation
and Development Committee to represent West Otter Tail County and the West Otter Tail
Soil & Water Conservation District for the calendar year 1983.
Motion was made by Sydney Nelson, seco~ded by Hub Nordgren and carried,
to approve the application of Lyle and Marie Raun frr for agricultural homestead
classification on his property in Section 20 of Newton Township.
Motion was made by Bert Hovland, seconded by Sydney Nelson and carried,
to approve the following applications for license to sell non-intoxicating malt liquor:
Doris Rauscher General Store Corliss Township
Albert G. Blaido Wee Town Store Friberg Township

~a Moltzan and Harold Moltzan appeared be.fore the Boa rd relative
to a boundary dispute in Star Lake Township. The Moltzans were advised by the
County Attorney the County Board had no jurisdiction in the matter and that if they
(the Mo ltzans) felt they were agiri eved they shoul_d consult a private attorney and
perhaps appeal to the courts.
Various individuals appeared before the Board relative to problems
incurred during the recent hunting season involving hunting in the road ditches~
A request was made to enact an ordinance prohibiting hunting in road ditches. The
County Attorney was requested to research available methods· of restriction.
Richard Smith, toge_ther with Charl~s Krekell'>erg, iAttorney, and various
other interested parties appeared before the Board relative to the Otter Tail Sewer
District. After listening to the various interested parties~ including Jourdan
Sullivan, Arnold Hemquist, Charles Krekelberg, Jack Barner, motion was made by Van
Ellig to 'check into possibilities of submitting ~reposed legislation to allow the
property owners in the Otter Tail: Lake Area _Sewer District to elect the commission
members rather than appointments made by the County Board. The motion was seconded
by Bert Hovland and carried.
Motion was made by Bert Hovland, seconded by Hub:1Noridgren and carried,
to re-appoint Richard Smith to the Otter Tail Lake Area Sewer District Commission
for a four year term.
Upon motion made By Sydney Nelson, seconded by Van Ellig and carried,
the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, pursuant to M.S. 161 .36, the County of Otter Tail desires
the Commissioner of Transportation of the State of Minnesota to act as its agent
fn accepting federal afd on the County~s behalf~ for road and bridge construction
and in contract i'ng foil: the cons·truct ion, :improvement •or. maintenance of roads or
bridges ffnanced either in whole or part with f~deral moneys, and
WHEREAS, M.S. 161 .36, Subdivision 2, requires that the terms and
condition of the agency be set forth in an agreement,
NOW, THEREFORE, BE IT RESOLVED, the Chairman of the Board and
the County Auditor are hereby authorized and directed to execute an-·agreement
with the Commfssi•oner of Transportati'on on behalf of Otter Tail County for the
purpose of implementing the Commissioner of Transportatfon to act as agent for
Otter Tail County.

RESOLVED by the Board of County Commissioners of Otter Tail
County· Mtnnesota, that
WHEREAS, on May 5, 1982, the County Board acc~pted the bid of
Mtdwest Contracting, rnc., Marshall, MN in the amount of $54,120.00 for
C.S. Struc. Pl. Pipe Culverts on Wbodstde Township Road #59 at the Wing Rtver
under S.A.P. 56-599-17, and
WHEREAS, the above contract has now been completed to the satis-
faction of the County Board at a total cost of $51~195~00 a decrease of $925.00
due to underrun on common borrow,
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby
authorized and directed to issue a warrant in the amount of $11,026.40 pa_yabl.e
to Midwest Contracting, rnc., P.O. Box 545, Marshall, MN.as final payment
for said contract,

RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
The 1983' County Commissioners annual salary shall be·set at
$11,806.92, plus longevity as prescribed in the county personnel policy,
and there shall be no per diem allowance for services on any county committee
or board, except as prescribed by the Human Services Board for services on the
Human Services Board.

with Van Ellig abstaining, the following resolution was adopted;
RESOLVED by the Board of County Commissioners of Otter Tan County
Minnesota, that
WHEREAS, clariftcation of M.S. 414.031,·Subdivisi.on 5 is desired
by the townsh.ips involved in the orderly annexation process with the City of
fergus Falls, and
WHEREAS, said townships have requested support from the County
of Otter Tail,
NOW, THEREFORE, BE IT RESOLVED, the Otter Tail County Board does
hereby request support by the Association of Minnesota Counties. for the Township
A.s.s.ociation on the clari'fication of M;_S. 414,.031, Subdivision 5, on who has the
right to vote on issues involving annexation.

Representatives from the City of Fergus Falls appeared before the
Board requesting assistance in the hiring of a consultant for the purpose of acquiring
funding from the M.P.C.A. for setting up a refuse burner.· After discussion, motion
was made by Van Ellfg to contri'bute one-half the cost, not to exceed $7,500 for
hiring said consultant. The motion was seconded by Bert Hovland and upon roll call
vote, Ellig, Nelson, Hovland and Nordgren voted 11 yes.", Leitch voted 11 no 11 • The motion
carried.
MoUon was made by Hub Nordgren, secon-ded by Bert Hovland and carried,
to approve the application of Donald H.-Smith, for license to sell non-intoxicating
malt li:quor, and orii .. sa le li'q~or license·, for the Cou·ntry Manor, located in Compton
Township.
Motion was made by Andy Lei'tch, seconded by-Van Ellig and carried, . .
to deny forgiveness of penalty to R. A.· Nadeau fOr ·late payment of tax in Leaf
Mountain Township due to ~ayment being lost in mail.
