OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail Count1 met at 9:30 a.m., Wednesday, December 8, 1982, Andy Leitch ab-
sent.
Laura Youngsma, Data Processing Manager, appeared before the Board
presenting an up-date on the progress of the county's proposed computer operation,
stating the Phase I, seminar, was to be heilld. Thursday, December 9th, and urged all
commissioners to attend.
Motion was made by Hub Nordgren, ~econded by Van Ellig and carried,
to include Laura Youngsma, Data Processing Manager, in the salary increases for
county officials and department heads, establishing the 88% of the average of the
top twelve counties in the Statei excluding the metropolitan counties, and set the
1983 salary on a full time basis of $26,033.92.
Motion was made ·by Va~ El)ig, seconded by Hub Nordgren and carried,
to hire specialized legal assistance to be shared on a 1/3 basis with the City of
Fergus Falls and School District #544, i•n th~~w~~tridge Mall litigation.
No bids were rec~ived i~ response to the· ad for lease of Lot 4,
Block l, Lida Shores, tax forfeited parcel.
Mot ion was made by Sydney Nelson, seconded by Hub Nordgren and car-
ried, to re-appoint· Frank Lachowitzer to the Otter Tail County Planning Advisory
Commissi.on for a three year term to expire.'December 31, 1985.
Motion was made by Bert Hovland, seconded by Hub Nordgren and car-
ried, to approve an application of Milton Seifert for reduction of assessed value
on property fn Dunn Township, said property having been overgraded.
Larry Krohn, Executfve Secretary, reported on gas useage, with
alternative methods of purchase and storage. No action taken.
Dave Anderson, County Surveyor, appeared before the Board relative
to a survey of the Nelson property at Phelps Mill. Motion was made by Hub Nordgren,
seconded by Van Ellig and carried, to authorize said survey.
Upon motion made by Hub Nordgren, seconded by Van Elli g and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS serious deterioration has been discovered in the
Cotinty owned dam at Phelps Mill, and
WHEREAS, said structure is on the~Register of Historic Places,
and
WHEREAS cost for tne' riece-ssary repairs are_ anticipated to be
in excess of county capability of funding,
NOW, THEREFORE, BE IT RESOLY~D, the County Board does hereby
authorize and direct the'Chairman :C:f tlie Board and· the County Auditor execute
a grant agreement on behalf of the County of Otter Tail to the Department of
Natural Resources for tlie purpose of acquiring funds for an engineering study
of said dam.

Upon motion made by Sydney Nelson, seconded by Hub Nordgren and
carried, the following resolutfon was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, a serious deterioration of the county owned d~m at Phelps
Mill has occurred requiring extensive and costly repairs, and·
WHEREAS a~pt6~tf~tirlg funds at th~ present ti~e .of poor economics
would Be a hardship on the taxpayers of Otter Tatl·county,
NOW, THEREFORE, BE rT RESOLVED, the County Board does hereby
authorize and direct the Chairman of the Board and the County Auditor to~ex~eute an
application for assistance to th_e West Otter Tail County Soil & Water Conservation
District under the MesMin RC&D Project Committee,

County Board December 8, 1982
Motion was made by Sydney Nelson, seconded by Hub Nordgren and carried,
to authorize the purchase and preparation of half-section maps at a sum not to exceed
$8,000.00.
Larry Krohn, Executive Secretary, reported on current practices on
office purchases for supplies, etc., vs quantity purchases, contract, etc ..
Harold Schmidt, union negotiator and representatives of the Hi-Way
Maintenance union, appeared before the Board with a negative response to the Board's
offer for salaries for the year 1983. No alternative offer was made by the County
Board.
Norman Fjestad, Member of the R.C. & D Committee of the West Otter
Tai.l County Soil & Water Conservation District, appeared before the Board recommending
the County apply to the Soil & Water Conservation District for assistance in the
repair of the dam at Phelps Mill. Motion was made by Sydney Nelson, seconded by Hub
Nordgren and carried, authorizing the Chairman of the Board and the County Auditor,
together with the Kighway Engineer, to execute applications on behalf of the County
to the Soil & Water Conservation District~ through the R.C. & D Committee, for
financial and/or technical assistance in the repairs to ~~id dam.
With no further business, at 2:50 p.m., Vice Chairman Hovland de-
clared the meeting adjourned until the afternoon of December 21st.
