HomeMy WebLinkAboutBoard of Commissioners - Minutes - 11/23/1982MINUTES OF THE ADJOURNED MEETfNG OF THE BOARD OF COUNTt COMMISSIONERS OTTER TAIL COUNTt~INNESOTA Pursuant to adjournment, the Board of County Commtsstoners of Otter Tail County met November 23, 1982 with a 11 members present. Chairman Leitch called the meettng to order at 12:47 p.m .. Motion was made by Van Ellig, seconded by Sydney Nelson and carried, to approve the application of Myron D. Russell for permit to hold public dances at Becker's Supper Club tn Buse Township. Motion was made by Sydney Nelson, seconded by Hub Nordgren and car- ried, to approve payment to the Association of Minnesota Counttes tn the amount of $7,394.00 representi'ng the 1983 <ifues of $7,545.00, less discount for early payment. Motion was made by Sydney Nelson, S'econded by Hub Nordgren and carried, to accept the resignation of Phyllis Doom ~s East Otter Tail County Agricultural In- specter. Motion was made by Sydney Nelson, seconded by Van Ellig and carried, to appoint Kenneth Becker, New York Mills, MN, as East Otter Tail County Agricultural Inspector to fill the unexpired term of Phyllis Doom, commencing November l, 1982 to December 31 , 1982. Moti.on was made by Hub Nordgren, seconded by Van Ellig and carried with Sydney Nelson and Andy Leitch vot-ing "no''., to p3y the amount of $289.00 to the National Association of Counties representing a one time only member service fee. Motton was made b_y Sydney Nelson, seconded by Bert Hovland and car- ried, to deny approval of forgiveness of p~na lty on a late payment of tax by Wayne & Elaine Bachmann, Gorman Township. The Reverend Dan Hermann, minister from the New York Mills and Pelican Rapids area, and Dr. Dave Ellis-on, scientist and doctor from Fargo, ND, appeared be- for the Board and presented a petttion calling for a nuclear arms freeze. Motion was made by Van Ell ig, seconded by Hub Nordgren and carried, to accept said petition and place same on file. Upon motion made by Sydney Nelson, second.ed by Bert Hovland and carried with Andy Leitch voting. "no'.', the foll owing r:.esol ution was adopted: RESOLV~D by the Board of County Commis~ioners of Otter Tail County Minnesota, that WHEREAS petitions have been circulated calling for a nuclear arms freeze, and WHEREAS a nuclear arms race poses a serious threat to the citizens of Otter Tail County, NOW', THEREFORE, BE IT RESOLVED, that the United States and the Soviet Union s.houl d stop the nuclear arms race, and BE IT FURTHIR RESOLVED the nuclear arms race should and must be a verifiable freeze on the development, testing, production and deploy- ment of new nuclear weapons and their delivery sy5tems, and BE fT FURTHER RESOLVED said freeze, if so verified, should be followed by negotiations to reduce and ultimately eliminate the nuclear arsenal. Adopted at Fergus Falls, Minnesota this 23rd ~ay of November, 1982. ATTEST: J~.,L<-~t! > Clerk County Board November 23, 1982 Motion was made by Bert Hovland, seconded by Van Ellig and carried, to approve the following applications for cancellation of tax: Alvar & Lois Jacobson Maplewood Township Sold to State of Minnesota Motion was made 6y Andy Leitch, seconded by Van Elli g and carried, to approve the plat of Digre Estates, located in Section 4-133-40. Motion was made by Van Ellig, seconded by Andy Leitch and carried with Sydney Nelson and Bert Hovland voting "no", to accept a Department of Na1Hilral Resources grant fund in the amount of $2,500 for assistance in the payment of engineering fees for the cops~lting fees on Phelps Mill and grant the contract for said study to the Barr Engineering Co., Consillting Engineers, Minneapolis, MN for the sum of $9,800.00. Motion was made by Andy Lei'tch, seconded by Van Elltg and carried, to make a temporary transfer of $300,000 out of the County Revenue fund to the County Road & Brtdge Fund. Mot ion was made by-Andy Leitch, ·secon,ded by Bert Hovland and carried, to approve payment in the amount of $675.00 to Dave Bjerketvedt Const., Clitherall, MN, for the repair of a sewer in'. the Ctty of Clitherall, to be charged back to the property owner as a special assessm~nt: Harold Schmidt, together with members of the Highway Dept. Maintenance Union, AFL-ClO, appeared before the Board and informed said Board the wage increase offer by the Board was not acceptable. No change was offered by the Board. Motion was made by Andy Leitch, seconded by Bert Hovland and carried, to grant special aid to Eagl~ Lake Township in the amount of $500.00 for repairs to a township road used as a detour during construction on CSAH #81. Richard Nitz appeared before the Board relative to the proposed Pelican Lake Subordi"nate Service Organization and explained various methods by which such district can be established. ~o action taken. Motion was made by Bert Hovland, seconded by Sydney Nelson and car- ried, to reimburse the county's representatives on the Solid Waste Planning Com- mittee for mileage and expenses. I I, County Board November 23, 1982 Motion was made by Van Ellig·, seconded by Andy Leitch and carried, to approve payment to the Tri~County Court Reporting, Alexandria, MN, the sum of $1,508.60 for transcripts. In response to a request by Kenyon Rudd, Clerk of District Court, motion was made by Van Ellig, seconded by Bert Hovland and carried, to grant an, additional $100.00 per month salary as compensation for service as responsible authority for non-elected offices of Otter Tail County in compliance with the Minnesota Government Data Practices Act. Upon motion made by Sydney Nelson, seconded by Hub Nordgren and carried, the following bills were allowed: Anderson Bros.
