HomeMy WebLinkAboutBoard of Commissioners - Minutes - 08/24/1982MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF-COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to adjournment, the Board of County Commissioners of Otter Tail County Minnesota met at 12:30 p.m., Tuesday, August 24, 1982, with all members present. Katherine Aspland, Lake Lida Beach,appeared before the Board with a request for road work. Since the road fn question·was determined to be a town- ship road, Ms. Aspland was instructed to contact the Lida Town Board. Laura Youngsma, Data Processing Manager, appeared before the Boa rd with the report of the Computer Steering Committee's recommendation to hire John Scoggins and Associates of Athens, Georgia for the preparation of specifications, etc., in connection wfth the proposed computer operations for the county. Mrs. Youngsma was requested to explore the f1~ld of computer consultants for the purpose of hiring someone from Minnesota, or neighboring states, rather than from as great a distance as Georgia. Gene Davenport, County Assessor, appeared before the Board and pre- sented proposals for a new automobile to replace an existing auto with over 100,000 miles. The Board considered the possibility of purchasing used automobiles from the State. No action taken. Motion was made by Hub Nordgren, seconded by Van Ellig and carried, to authorize the Chairman of the Board to sign a petition, on behalf of the County, presented by West Otter Tail County Agricultural Inspector, to add black nightshade and wild proso millet to the list of noxious weeds. Upon motion made by Sydney Nelson, seconded by Van Ellig and carried, the following applications for license to sell non-intoxicating malt liquor were approved: Robert H. Cleasby Frank S. Blc\nk The Bobber Holy Cross Church Resort Friberg Township Butler Township Candor Township Upon recommendation of the County Sheriff, motion was made by Bert Hovland, seconded by Hub Nordgren and carried, to deny the applications of Michael Sundblad for set-up, 3.2 beer and dance licenses at the Last Resort in Elizabeth Township. County Board -2 -August 24, 1982 Motion was made by Hub Nordgren, seconded by Bert Hovland and carried, to approve the following applications for permi't to allow consumption and display of intoxicating liquor: Thomas W. Bl an k Hi-Way Park Ballroom Hidden Acre Elmo Township Candor Township Motion was made by Hub Nordgren, seconded by Bert Ho,fland and carried, to approve the plat of Wendorf Addi'tion, located in Section 24-134-38 and 19-134-37. Motion was made by Andy Leitch, seconded by Bert Hovland and carried, to approve the plat of Woodland Development, located in Section 19-131-39. Motion was made by Sydney Nelson, seconded by Hub Nordgren and carried, to approve the application of Michael C. Cummings for special use permit to sell 3.2 beer, on and off sale at Golden Eagle Campgrounds, Pine Lake Township, and license for same. Motion was made by Hub Nordgren, seconded by Bert Hovland and carried, to approve the attendance of Malcolm Lee, Civil Defense Director, at the Director's Seminar to be held September 15, 16 and 17 at Cragun's Pine Beach Lodge. The Board, having previously advertised for bids to be received fiot~' bituminous surfacing under S.A.P. 56-681-04, proceeded to open bids which were found to be as fo 11 ows: Mark Sand & Gravel Co., Fergus Falls, MN Lakes Paving, Detroit Lakes, MN F-M Asphalt, Inc., Moorhead, MN $273,615.44 294,274.80 303,547.00 After consideration, motion was made by Andy Leitch, seconded by Van Ellig and carried, to accept the bid of Mark Sand & Gravel Co., Fergus Falls, MN in the amount of $273,615.44 being the lowest bid. Motion was made by Sydney Nelson, set~nded by Bert Hovland and car- ried, to request establishment of a reduction of speed limit··from 40 mph to 30 mph on County Road #4 near the Stone Hearth. Ken Rose, Extension Director, appeared before the Board with a re- quest for a new a_utomobile. It was recomme.nded that the Exten$'ion Servi_ce wai.t until checktng into the State for purchase of used automobiles from the State. I Upon motion made by Bert Hovland, seconded by Van Ellig and carried, with Sydney Nelson voting "no", Andy Leitch and Hub Nordgren temporarily absent, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, in accordance with a Procedural Agreement between the Minnesota Department of Natural Resources and the U.S. Fish and Wildlife Service, dated May 23, 1962, certification by the County Board of Commissioners for acqui- sition of lands by the U. S. Fish and Wildlife Service is requested, and WHEREAS, representativ~s of the U .. S. Fish and Wildlife Service met with the County Board on August 24, 1982 and informed said Board that waterfowl eas.ements had been received from the following:· Mr. and Mrs. Fred W. Fick, E½SW¼ of Section 35-134-43 and the North 20 acres of the fractional NE¼NE¼ of Section 2-133-43 Mr. and Mrs. Clarence Sch~lz, NE¼ of Section 25-134-43 NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby approve the aforementioned acquisition by the U.S. Fish and Wildlife Service. ' Clerk I Upon motion made by Sydney Nelson, seconded by Van El Hg a.nd carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tai.l County Minnesota, that WHEREAS, Otter Tail County is desirous· of obtaining funds from the Stat~ of Minnesota, Department of Natural Resources forrthe purpose of Boat & Water Safety Enforcement, and WHEREAS, approval by the County Board for application of such funds is. required by the State of Minnesota Department of Natural Resources, Now·, THEREFORE' BE n RESOLVED' the County Boa rd does hereby approve application for funds for Boat & Water Safety Enforcement, and BE IT FURTHER RESOLVED, the Chairman of the County Board and the. County Auditor are hereby autn.ori.zed to execute agreeme.nt with the Depart- ment of Natural Resourc~s for such funding on behalf of Otter Tail County, Dated at Fergus Falls, Minnesota this 24th day of August, 1982.
