THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to adjournment, the Board of County Commissioners of Otter Tail County Minnesota met at 9:30 ~-m~, ·Tue~day, August 10, 1982, with all members present. Laura Youngsma, Da:l!a Processing; Manager, appeared before the B©'ard to report on data processing progress with.a recommendation to hire the firm of John Scoggins and Associates to prepare bid specifications, etc., for the bidding . . . process. Youngsma was requested to consult with the steering committee for their recommendation. Upon motion made by Andy Leitch, seconded by Sydney Nelson and car- ried, the County Engineer was authorized to advertise for bids to be received until 2:00 p.m., August 24, 1982 for bituminous surfacing under S.A.P. #56-681-04. Motion was made by Bert Hovland to not spend anymore on road construc- tion until financing problems are corrected. The motion died for lack of a second. Motion was made by Andy Leitch to transfer $150,000 of Federal Revenue Sharing Funds into Road & Bridge Fund for road construction purposes. The motion was seconded by Sydney Nelson and carri'ed wi'th Bert Hovland and Van Ellig voting "no". Mot-ion was made by Andy Leitch, seconded by Bert Hovland and carried, to appoint B. K. Soby, Fergus Falls, MN, to the proposed transportation advisory committee, to serve as a liaison between counties and the Minnesota Department of Transportatton for transportation related activities. Because of complaints of refuse dumping, etc., motion was made by Bert Hovland, seconded by Hub Nordgren and carried, authorizing the County Engineer to erect signs on the county property formerly known as the Nelson property near Phelps Mill, between the township road and the river, restricting the use of the area in question. Motion was made by Hub Nordgren, seconded by Bert Hovland and carried, to gra~t approval to Kenneth Uhren for an additional approach to C.S.A.H. #59, no closer than 250" from the existing approach. _______ / Upon motion made by Bert Hovland, seconded by Van Ellig and carri_ed, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, in accordance with a Procedural Agreement between the Minnesota Department of Natural Resources :and the U. S;' Fish and Wildlife Service, dated May 23, 1962, certification by the County Board of Commissioners for acqui- sition of lands by the U. S. F1sh 'and Wil~lffe Service is requested, and WHEREAS, representatives of t~e U. S. Fish and Wildlife Service met with the County-Board on August 10, 1982. and informed said Board that water- fowl easements had been secured from th~ following 1 p~rsons on said land described: Mr. and Mrs. Robert M. Schoening: SW¼NE¼, S l rd of the SE¼NE¼, N½NE¼SE¼, l acre lying east of highway in the S½NE¼SE¼ of Section 11, and the SE¼NW!,i:, S½SW¼NW¼, NW¼S{~¼·;,1·Secttcin:,12;,all.:inr.133243~; Mr. and Mrs. Joslyn E. Larry Krohn, Executive Secretary, toge.ther with other members of the joint personnel~employee committee, ~ppeared before the Board and presented the proposed personnel classification plan. After discussion, motion was made by Bert Hovland to accept the personnel classification plan as submitted wtth the re~ commendat;:ons of the committee to grant increases in salary, retroactive to July 1st, to five employees who are being underpaid according to the study, and to have all step level increases above level (4) be approved by the personnel committee and the county board. Motion was made by Sydney Nelson, seconded by Hub Nordgren and car- ried, to schedule the hearing on the proposed use of Federal Revenue Sharing Funds to be rec~ived under Entitlement Period 14, for 10:00 a.m., September 7, 1982. Motion was made by Hub Nordgren, seconded by Bert Hovland and car- ried, with Sydney Nelson voting "no", and Van Ellig abstaining, designating the Otter Tail County Department of Soci'al Services administer the 1982 -1983 Energy Assistance program. Motion was made by Bert Hovland, seconded by Hub Nordgren and ca~- ried, authorizing the County Auditor to take the necessary steps required for the lease of Lot 4, Block 1, Lida Shores, for a ten year period, subject to sale. Motion was made by Andy Leitch, seconded by Bert Hovland and carried, to approve the plats of Mini Acres and North Mini Acres, located in Section 24 - 132 -40. Motion was made by Van Ellig, seconded by Sydney Nelson and carried, with Bert Hovland voting "no", to concur with the "Otter Tai1: County Planning Advi- sory Commission and approve a special use permit appl ica.tion by Ray & Elmer Bruhn for construction of a road to service lake lots to be developed at a later date, in Section 28 of Hobart Township. Motion was made by Bert Hovland, seconded by Van Ellig and carried, to concur with the decision of the Otter Tafl County Plannfng Advisory Commission and deny the applfcati-On of Melvfn McGowan for special use permit to fill low area in McGowan Estates, Rush Lake Townshfp. Motion was made by Sydney Nelson, seconded by Hub Nordgren and carried, to concur with the decision of the Otter Tail County Planning Advisory Commission and deny the appl icati'on of Mitchell Malcolm for special use permit to acquire foot ac- cess for ingress and egress to lakeshore on Buchanan Lake, Rush Lake Township. Motion was made 6y Andy Leitch, seconded 6y Sydney Nelson a_nd carried, authorizing the County Engineer to advertise for bids to be received until 10:00 a.m., Wednesday, September 8, 19.82, for grading and aggregate surfaci.ng under C.P. 82:126. Sheriff Glen Melby appeared before the Board and di'scussed the recent jail inspection report submitted by the Minnesota Department of Correcti_ons, after which a tour of the facilities was made. With. no further business, at 3; 00 p .m. ~ the Cha i.rman adjourned the meeting until 9:30 a.m., Wednesday, August 11, 1982. -WEDNESDAY'S SESSION - Pursuant to adjournment, the Otter Tail County Board of Commissioners met at 9:30 a.m., Wednesday, August 11, 1982, with all members present. Sheriff Melby appeared before the Board requesting approval for pur- chase of automobiles from the State for use by the Shefiff's Department. Motion was made by Sydney Nelson to approve payment of three 1980 Plymouth, 4 door, auto- mobiles at $2,800, for a total of $8,400, payable to the State of Minnesota Com- missioner of public safety. The motion was seconded by Bert Hovland and carried. Motion was made by Van Ellig, seconded by Sydney Nelson and carried, to approve purchase and payment of an additional automobile from the State of Minnesota, De- partment of Public Safety, in the amount of $2,800. Motion was made by Van Ellig, seconded by Bert Hovland and carried, to establish a Dentention Facility Committee to consist of the County Attorney, the County Sheriff, one of the county court judges, the probation and parole office director, a public defender and two lay people. Motion was made by Andy Leitch, seconded by Bert Hovland and carried, to authorize the county attorney to draft a letter to the Governor of the State of Minnesota, and the Director of the Minnesota Department of Corrections, requesting the department reconsider the requests made of Otter Tail County to update the . . .. jail facilitfes· at this partfcular time;of depressed economic conditions. ) Representat,ives .of the ·Viking, L ibrar,x System; appeared before: the Board with the 1982 budget request for the Viking Library System. Motion was made by Sydney Nelson, seconded by Bert Hovland and carried, to approve the minimum amount required, the sum of $105,379.00. George Frankberg Dorothy Ohde The Stone Hearth Dis.tri ct #166 Graystone Lodge Hobart Township Dora Township Everts Township County Boa rd August 11, 1982 At the request of the County Board, Judge Harlan Nelson appeared and discussed the possibility of setting up a~court system in the City of Parkers Prairie, similar to the City of Perham. Jud~~ ~el~oh'indicated the courts have been studying the issue and exploring the 'possibilities of having a reciprocal agreement with the Douglas County judges: Upon motion made by Hub Nordgren, seconded by Bert Hovland and carried, to approve the application of Carol Donley for change of classification on property in Amor Township.
