OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County Minnesota met at 9:30 a.m., Tuesday, July 20, 1982, all members
present.
Phyllis Doom, East Otter Tail County Agricultural Inspector,
appeared before the board presenting a petition to add black nightshades and
wild proso millet to the list of noxious weeds being injurious to health or
property. The Chairman of the Board was authorized, upon motion made by Sydney
Nelson, seconded by Hub Nordgren and carried, to sign said petition on behalf
of the County Board.
Motion was made by Sydney Nelson, seconded by Bert Hovland and
carried, to approve payment to Paddock Township the amount of $2,571.08, repre-
senting half the cost of placing culverts in the township.
Motion was made by Van Ellig, seconded by Bert Hovland and carried,
to approve payment in the amount of $1 ,445'.oo to Lake Country Gardens for placement
of trees on the courthouse lawn and setting flower beds.
Motion was made by Andy Leitch, seconded bi Vari Ell.ig and carried,
to approve the plat of Suchy Shores, located in S~ction 31-132-39.
Motion was made By Sydriey Nelson, seconded by Hub Nordgren and car-
ried, to approve the application of Gary E. Honer, for sewage disposal installers
license, dba Honer Construction Co., Dent, ~N.
Larry Krohn, Executive Sec re ta ry, presented proposals from various
firms for copy paper supply, for use by the various offi~es. Motion was made by
Bert Hovland to accept the bid of Cooper Office Supply, Fergus Falls, MN in th~
amount of $2,969.05, because storage with necessary dehumidifiers would not be
required as supply will be delivered as needed. The motion was seconded by Van
Ellig and carried.
Upon motion made by Bert Hovland, seconded by Van Ellig and carried,
the following resolution was adopted, with Sydney Nelson and Hub Nordgren voting "no":
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, in accordance with a Procedural Agreement between the ~inne-
sota Department of Natural Resources and the U.S. Fish and Wildlife Service, dated

May 23, 1962,·certification by the County Board of Commissioners for acquisition of
lands by the U. S. Fish and-Wildlife Service is requested, and
WHEREAS, representatives of the U.S. Fish and Wildlife Service met
with the County Board on July 20, 1982 and _informed said Board that waterfowl ease-
ments had been secured from the following parties for lands described:

Upon motion made by Bert Hovland, seconded by Van Ellig and carried,
the application of Gordon Bakke~ for tai ~xempt status on the theatre building in
Fergus Falls was approved.
Fred Moen of Corporate Risk ~anagers, Inc., Eden Prairie, MN, ap-
peared before the Board with proposals covering the county'i property and casualty
insurance, as follows:

After discussion, motion was made by Sydney Nelson, .seconded by
Bert Hovland and carried, to accept the proposal of Enstad/Mann, fergus Falls,MN
representing the St. Paul Insurance Company, in the amount of $34,303, being the
lowest bid ..
Gerald Tabbut, Terry-Letchjer and Robert Danicourt appeared before
the Board relative to the Pelican Ri"ver Sands Groundwater Study. 1-\fter discussion,
motion was made by Bert Hovland to support the efforts and pay the final amount of
$4,800.00 due for said study, because of the i"mpottant information for everyone
concerned. The motion was seconded by Van Elli•g but failed with Andy Leitch,
Hub Nordgren and Sydney Nelson voting •tno".
