OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County Minnesota met at 9:30 a.m., Tuesday, June 8, 1982, with all
members present.
A lease agreement for rent of office space for the Land & Resource
Office in Perham was presented to the Board for co~sideration. Motion ~as made
by Sydney Nelson, seconded by Hub Nordgren and carried, to approve the lease in
per mo.
the amount of $140.00/for 400 square feet of ~dffice space in the middle office
of the west side.of the building located at 330 West Main Street, Perham, MN,
and the Chairman of the Board was authorized to sign said agreement on behalf of
Otter Tail County.
Motion was made by Bert Hovland, seconded by Van Ellig and carried,
to approve a proposal of depository of public funds and assignment of securities
from the Northwestern National Bank of Fergus Falls.
A letter of request for special aid was presented to the Board from
Folden Township. Motion was made by Hub Nordgren, seconded by Sydney Nelson and
carried, to grant special aid in the amount of $250.00 to Folden Township for
improvement of an intersection in the corner of Sections 20, 21, 28 and 29 of
Folden Township.
Motion was made by Bert Hovland, seconded by Sydney Nelson and car-
ried, to appropriate out of the County Rev~nue fund ~he ~um of $10,000 each for
the East Otter Tail County Fair Association and the West Otter Tail County Fair
Association.
Leonard Sundberg, Walter Sundberg, David Sundberg and Dwight Hall,
Otter Tail County beekeeper~ appeared before the Bo~fd requesting better control
over spraying operations on county road right-of-ways,-objecting ·to the spraying
of clovers and alfalfa. The County Engineer reported two highway department employees
have attended sessions on weed spraying and identification and greater efforts have
been made in spraying techniques and practices.

County Board June 8, 1 982
County Engineer Dennis Berend ~~lled the Board's attention to an
.error in conveyance of certain properties in Sections 7 and 12 relative to road
right-of-way. After discussion, motion was made by Bert Hovland, seconded by Van
Ellig and carried, a~thorizing the County.Attorney and County Engineer to prepare
a quit claim deed for the purpose of correction~
The 8oard, having previously ad~erfised for bids to be r~ceived for
the lease of the gravel pit in Orwell Township, proceeded to open bids which were
fo~nd to be as follows:
Fergus Falls Rifle & Pistol Club . $100.00 per year
(bid conditioned upon a long term lease to justify improvements)
After consideration, motion was made by Bert Hovland, seconded by
Van Ellig and carried to accept ihe bid of the Fergus Falls Rifle & Pistol Club
in the amount of $100.00 per year, and;,insJructed the-Cqun,ty Attorney to draft
a lease agreement with a five year renewable~ at option. " .
The Board, having previously adv~rtised for bids to be received

for timber located on the county gravel pit in Section 10 of -P4-Ft-e Lake Township,
proceeded to open bids which were found to be as follows:

Motion was made by Sydney Nelson, seconded by Hub Nordgre.n and car-
ried, to deny forgiveness of penalty to W. L. Zitzow for late payment of tax tn
Dora Township.
Motion was made by Hub Nordgren, seconded by Sydney ~felson and car-
ried, to approve the pl~t of Cordes Beach, located in Section 21-134.,.38.
Motion was made by Hub Nordgren, seconded by Bert Hovland and carried,
to approve the plat of Brcreneyer, Thi.rd Add'n, located in Section 17-134.,.38.
Motion was made by Andy Leitch, seconded by Van Ellig and carried,
to approve the plat of 1st Add'n to Sunfise Cove, loc~ted in Section 23-132-40.
Upon motion made 5y Hub Nordgren, seconded by Sydney Nelson and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners 'of Otter Tail County
Minnesota, that
WHEREAS, late mailing of statements for the 1982 personal
property taxes made payment by the 28th of February impossi5le,
NOW~ THEREFORE, BE IT RESOLVED, payment of personal property
tax shall be ·paid without penalty and rece·ived 5y the County TreasUrer on or
before May 31st, 1982.

Upon motion made by Andy Leitch, seconded by. Hub Nordgren and carried,
the followi~g resol~fion was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, capitol investment funds are not available in unlimited amounts
in this naii6n; and
WHEREAS, competition for those 1 imited funds impacts interest rates in

direct proportion to the intensity of the demand; and
WHEREAS, small business and agricultural enterprizes must compete for
the same investment funds used by states, cities, local governments and large busi-
nesses; and
WHEREAS, special taxing treatment on income from Industrial Revenue
Bonds as well as local ~ovei~ment bonds gives those issuing such bonds a distinct
advantage in investment markets by making it possible for them to borrow at lower
interest rates than borrowers who are not eligible to issue these bonds; and
WHEREAS, this advantage channels limited investment funds into public
sector project~, further restricting f~nds available for the financing of private
sector development or expansion and further escalating interest charges to private
sector borrowers; and
WHEREAS, the channeling of investment money into public sector pro-
jects at the expense ~f private sector development and expansion in effect puts.
an unjustified, unwarranted and unwise national prio_r:-itY on public sector invest-
ment over private sector investment,
NOW THEREFDORE BE IT RESOLVED that the Board of Commi.s.s.ioners fn and
for the County of Otter Tail, Minnesota-, goes on record herewith urgtng the Uni.ted
States Congress to remov~ the favored tax position allowed on interest income from
local governmental bonds ei_ther by making all interest income exempt from taxation
or by removing the tax exempt status from all securities which qualify for same,
BE IT FURTHER RESOLVED, that the County Auditor is dfrected to for-
ward copies of this resolution.to all members of the Minnesota Congressional delega-
tion, members of the Otter Tail County Legislative Delegation, the Association of
Minnesota Counties.

the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS deficits remain in certain County Ditches in th~ amount of
$11,283.65 due to work performed on· sa.i.dditches,·
NOW, THEREFORE, BE IT RESOL~ED, the County Auditor is hereby
authorized and directed to ~lace special assessments against the prop~rty owners
along county ditches in suff,icien{amo~nts to cover the following deficits:

the Board and presented proposals for the pu'rchase of a sewage snooper and ground
water flow meter. Motion was made by Bert'Hov'land, secorided by Van El·l.ig and car-

Motion was made by Hub Nordgren. seconded by Andy Leitch and carried,
to deny approval of a foregtveness of penalty on a late payment of tax on the Stell~
Peterson •property i.n. Ward I, City of Fergus Fa 11 s
Helen Sk~amst~d. County Recorder, Larry Krohn, Executive Secretary,
and representatives from rriic ro-filming firms. appeared before the Boa rd relative to
micro-~tlming the records in the County Recorder's office. Motion was made by Sydney

Nelson, seconded by Van Ellig and ca~ried~ to advertise for bids to 6e recei~ed
until 2:-00 P:m~, Tuesday~ July 20, 1982, for mi~ro-filming service and equipment to
be used by the office of the County Recorder.
Glen Melby, County Sheriff~ a pp~ared bef<?r.ethe Boa rd and presented
proposals for the purchase of an outboardmotor,.boat and trailer an.cl automobile.
After consideration, motion was made by Van Ellig, seconded by Sydney Nelson and
carried, to approve purthase of one Mercury 50 ELPT out6oard motor at a cost of
$2,455.00, a Lund boat in the amo~nt of $1 ,680~00 and a Sho~elan~e~ trailer at a
cost of $691 .00, from Simtson Marine, rnc~, Pelicin Rapids, MN, payment upon de-
Hvery. Motion was. made by Van Ell ig to approve purchase of one Plymouth Gran
Fury, 4 door, from Fergus Motors, Inc., Fergus ·Falls, MN, in the amount of $8,590.00
being the lowest proposal .. The motion was seconded by A'ncly Leitch but failed with
Sydney Nelson, Hub Nordgren and Bert Hovland voti.ng "no". Mr. Melby was requested
to seek addi.tional quotatfons.
Richard Anderson appeared• before the Board with a corrected plat of
Midway Park. The County Auditor wa5 instructed to forward~notices to all parties
involved on' said replat, with final consideratton tobe ·made at 10:00 a.m., Monday,
July 12, l 982 ..
Clif Moen appeared before the Board requesting approval of the
Second Addition to River and Wobds Estates, subject to town board apptoval. Mr.
Moen was informed all requirements must be met prior to County Board approval on
all plats.
Upon motion made ·by Hub.Nordgren, seconded by.Bert Hovland and
carried, the followfng resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS application has been made by owner of record, Leif
Thrane, President of Riviera Land Company, for repurchase of Lot 12, Block
2, Second Addition to-Echo Ranch Riviera, said property having forfeited to
the State of Min~esota on the 23rd day of January, 1980, and
WHEREAS payment in the amount of $155 .32 has been made
representing the aggregate of all delinquent taxes and assessments, with
penalties, costs and interest,
NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby
approve said application, permission to do so to be in the best public
interest and relieve undue hardship.

Motion was made by Sydney Nelson, seconded by Hub Nordgr.en.1and carried,
to approve the>application of the Parish of St. Lawrence for a one day license to
serve non-intoxicating malt liquor on July 25, 1982, at the summer festival, in Otto
Township, at no fee.
Motion was made by Andy Leitch, seconded by Sydney Nelson and carried,
to authorize the County Treasurer to. reinvest $lj,ooo c.b. with the Vergas State Bank.
Motion was made by Van Elltg, seconded by Sydney Nels6n and carried,
to appoint Andy Leitch as Otter Tail Countyts representative on the Joint Council
on Aging.
Don Bradow appeared before the Board and reported a misuse of
County Road #114 by overweight ~ehicles.
Motion was made by Andy Leitch, seco~d~d by Sydney Nelson and ~arried,
authorizing the Voter Registfati6n offiie to purchase an inexpensive adding machine
for use in said office,.Van Ellig voting "no".
