OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County met at 12:57 p.m., T~esday, May 18, 1982, all members present.
Representatives of the Fish and Wildlife Service met with the
Board relative to a waterfowl easement obtai~ed from the Julia Jacobson eitate
in Tordenskjold Township. Moti6n wa~ made by Andy Leitch, seconded by Bert
Hovland and carried, to table action pending solution of df~thage·ditch.problems.
Motion was made by Andy Levtch,, seconded by Hub Nordgren and car-
ried, authorizing the County Auditor to place an ad in the"legal newspaper ad-
vising the voters of Otter Tail County of the availability of absentee ballots.
Motion was made by Bert ~6vland, seconded by Van Ellig and carried,
to approve the plat of P~ckeral Lake Develcipment S~cond Addition, located in
Section 12-134-41.
Upon motion made by Bert Hovland, seconded by Van Ellig and carried,

Motion was made by Hub Nordgren, seconded by Sydney Nelson and
carried, to approve an applicati6n of Robert Rokes, Henning, MN for sewage dis-
posal system cleaners license.
Motion was made by Hub Nord_gren, seconded by Sydney Nelson and car-
ried, to appoint Robert Schwartz, Route #1 , Hadena, MN to the Otter Tail County
Planning Advisory Commission to complete the unexpired term of Wilfred Estes.

County Board May 18, 1982
Motion was made by Hub Nordgren, seconded by Van Ellig and carried,
to send a letter of appreciation to Jackie Estes for the years of service performed
by her late husband, Wilfred, on the Otter Tail County Planning Advisory Commission
and the Board of Adjustment.
Motion was made by Sydney Nelson, secon:ded by Hub Nordgren and carried,
to approve the work-study agreement with ~he Fergus Falls C9mmunity College, and the
Chairman of the Board was authorize_d fo sign said agreement on behalf of the County.
Motion was made by Van Ell1g, seconded by Bert Hovland and carried,
to accept proposals of depository of public funds and assignment of securites in lieu
of bond from t~e following:

Motion was made by Van Ellig, seconded by Hub Nordgren and carried,
to designate all cou~ty banks as depositories of public funds provided each bank
provides the necessary proposals and assignment of securities.

ried, the following applications for reduction of assessed value or change of classi-

Upon motion made by Bert Hovland, seconded by Van Ellig and carried,
with Sydney Nelson and Hub No~dgren voting ''no~. the following ~esolution was adopted:
RESOLVED by the Board of Co~~ty Commissioners of Otter tail Count~
Minnesota, that
WHEREAS in accordance with a Procedural Agreement between the
Minnesota Departm~nt of Natural Resouites and the U.S. Fish~and Wildlife Service,
dated May 23, 1962, certification by the County Board of Commissioners for acqui-
sition of lands by the U. S. Fi:sh and Wildlife Service is requested, and
WHEREAS, representatives of the U.S. Fish and W{ldlife Service met
with the Board of Co~missioners on ~ay 18, 1982 and informed said Board that a
. . waterfowl ease~ent had been secured from Mt. and Mrs. Ho~ard W. Goese on the
E½SW¼NW¼, W½SE¼NW¼, South l O rods. of the \iJ½NE¼NW¼ of Section l-1-133-43; and from
Mr. and MRS. Eugene Goes on t~~ SW¼NE¼~E¼, S½NW¼NE¼, W l rod of the NW¼NW¼NE¼
of Section 10, and the W½NE¼NW¼, less the South 10 rods, Sedion:ll-,-"1all in 133-43.
NOW;:·THEREFORE, BE H RESO.LVED, the County Board does hereby
approve the aforementioned waterfowl easement acquisition by the U. S. Fish and
Wildlife Service.

carried, the following resolutfon was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, the County of Otter Tail has been keeping records
of all assets purchased by the County, and
' WHEREAS such inventory has b·ecome cumbersome,,a rid unnecessary,
NOW, THEREFORE, BE IT RtSOLVED, that for Financial Reporting,
only those assets that have a cost value of over $300.00 be reported .

Motion was made by Sydney N~lson, secon~ed by Hub Nordgren and car-
ried, to approve payment of $595.00"to the City o·f,Perham, for snow removal service
on County Roads #8 and #80 in the City of Perham.
Motion was made by Sydney Nelson, seconded by Van Ellig and carried,
to establish as a basis for settlement of gravel tax, $3.50 per units.· price, for
reimbursement to ~ities and townships, retaining a balance of 1500.00 in the Town-
ship Road & Bridge Fund.
Motfon was made by Hub Nordgren, seconded by Bert Ho~land and carried,
to charge the Land Resttiration Fund for the cost of aerial photos taken of all gravel
pits in the county.
In response to a previooi request by the County Board, a report of
