HomeMy WebLinkAboutBoard of Commissioners - Minutes - 04/07/1982j I MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to adjournment, the Board of County Commissioners of Otter Tail.County Mtnnesota met at 9:30 a.m., Wednesday, April 7, 1982, all members present. Motion was made by Van 'Ellig, ·seconded by Sydney Nelson and carried, to grant forgiveness of certain portions of sheriff's costs and clerk's fees on a I payment of delinquent taxes by Jerome B. Sazama, L & J Sports Center, and accept payment of $32.66 on the general unsecured claims filed and allowed under bankruptcy. The Board, having advertised for bids for maintenance and service of the telephone system in the courthouse, proceeded to open bids which were found to be as fa 11 ows : Park Region Mutual Telephone Co., Underwodd, MN Park Region Mutual Telephone Co., Underwood, MN Monthly Maintenance $500.00 Time & Material $18.00 per hour & 26¢ per mile After consideration, motion was made by Hub Nordgren, seconded by Sydney Nelson and carried, to accept the time and material contract maintenance at $18.00 per man hour and$ .26 per mile, being the only bid. Motion was made by Hub Nordgren, seconded by Van Ellig and carried, to approve payment of a $40.00 pre-sort fee to the U. S. Postal Service for pre- sort utilization by the various courthouse offices. Laura Youngsma appeared before the Board and presented a cost study on various alternate methods of data processing. No actio'n taken. Norman Fjestad appeared before the Board and explained progress of the R. C. & D Committee on the Pomme deTer~e.project. George Nelson, County Treasurer, appeared before the Board and pre- sented the investment schedule for April, 1982. He also stated the personal property taxes were mailed too late to meet the February 28th deadline for payment and requested consideration by the board for delay of deadline until the 30th of April. After discussion, motion was made by Hub Nordgren, seconded by Sydney Nelson, and carried, to adopt the following resolution: _/ RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, Minnesota Statutes requires payment of personal property taxes on or before February 28th where the amount is $10.00 or less, or first half on amounts over $10.00 by February 28th and the second ' -' half by June 30th, and .. A correction of the minutei of the March 10th meeting was r~tjaested to awarding roadside mowing contracts under area D to Carl Wallevand, Vining, MN, at $34.00 per mile, who was the correct submitter of said bid, not Archie Wahlin as so shown in said minutes. Upon motion made by Andy Leitch, seconded by Bert Hovland and carried with Sydney Nelson and Hub Nordgren voting "no", the following resolution was adopted: RESOLVED by the Board of County .Commissioners of Otter Tail County Minnesota, that WHEREAS, in accordance with a ·procedural agreement between the Minnesota Department of Natural Resources and the U.S. Fish and Wildlife Ser- vice, dated May 23, 1962, certification by the County Board of Commissioners for acquisition of lands by the U. S .. Fish and Wildli.fe Service is requestEid, and ·' ◄; WHEREAS, represe~tatives of the U. S. A request was made by Clyde Kessner for a refund of the beer license recently purchased for Clyde's Market in Amor Township, establishment having been sold. Motion was made by Andy Leitch, seconded by Van Ellig and car- ried, to not grant a refund as it would be establishing a precedent in that such refundments have not been made in the past on a transfer of property. Motion was made by Hub Nordgren, seconded by Van Ellig and carried, authorizing the Veterans Affairs Officer to attend the spring conference for County Veterans Service Officers to be held in Moorhead May 13th. Fred.·Moen of:10erporate Risk Managers, Inc., appeared before the Board with recommendations of changes to be made in the county~s risk insurance, After considerable discussion motion was made by Bert Hovland, seconded by Sydney Nelson and carried, to accept the recommendations, upon clearance and approval of the County Attorney, and authorized Mr. Moen to prepare· specifi'cations and accept proposals on behalf of Otter Tail County, for final approval /byf1the County Boa rd ~o~stbly~t~"Jyne. Upon motion made by Hub Nordgren, seconded by Bert Hovland and carried, the County Auditor was authorized to advertise for bids to be received until 2:00 p.m., May 18th for the sale of the house, cottage, and other outbuildings, excluding the garage, at the property known as the Nelson property at Phelps Mill. Motion was made by Bert Hovland, seconded by Hub Nordgren and. carried, to uphold the decision of the Otter Tail County Planning Advisory Commission and deny the application of Peter Mehl for special use permit for certain land- scaping, etc., on Lot 30, Heilberger Lake Estates in Friberg Township. Motion was made by Andy Leitch, seconded by Bert Hovland and carried, to approve the application of Ralph Salvog for special use permit to remove ice ridge on Lot l & 2, Linda Beach, Clithera_ll )ownship, subject to conditional re- quirements of the Otter Tail Planning Advisory Commission. Nygard for special use permit to add a recreationa.l cabin on Lot 3, Block l, Paul Lake Preserve, Edna Township, for lack of representation. Motion was made,1by Bert Hovland, seconded by Hub Nordgren and carried, to approve a preliminary plat of Mooring Stone 1Add'n to be located in Section 9 of Dunn Township, on the condition the lots be identified with proper legal numbers foi lots,and blocks.
