OF THE
OTTER TAIL' COUNTY BOARD OF
COMMISSIONERS
Pursuant to adjournment, the Otter Tail County Board of Commissioners
met at 12:30 p.m., Tuesday, March 23, 1982, all members present.
Motion was made by Bert Hovland, seconded by Andy Leitch and car-
ried, to approve payment of $37.55 out of the County Ditch Fund to the Road & Bridge
Fund for 1981 costs in building up dike on Ditch #2.
Motion was made by Bert Hovland, seconded by Andy Leitch and carried,
to deny approval of an application of Douglas Larson for forgiveness of interest on
a late payment of tax on Lot· 18, Oak Haven Beach.
Motion was made by Hub Nordgren, seconded by Van Ellig and carried,
authorizing Howard Koeppen, Custodian, to attend an energy management workshop to
be conducted by the Minnesota Energy Agency at the Wadena Area Vocational Technical
Institute.
The subject of courthouse closing because of inclement weather was
brought.oefore the Board. After considerable discussion, motion was made by Bert
Hovland, seconded by Hub Nordgren and carried, to establish a policy based on the
determination between the County Sheriff and the County Auditor, if weather con-
ditions in the City of Fergus Falls make travel impossible .. within the City of
Fergus Falls. Motion was made by Hub Nordgren, seconded by Bert Hovland and
carried, to grant a day off with pay, to county employees unable to report to work
because the courthouse is closed due to inclement weather.
Motion was made by Bert Hovland_, seconded by Sydney Nelson and
carried, authorizing the County Engineer to write to Mark Sand & Gravel Company,
Fergus Falls, Minnesota requesting pay~ent ~fa disput~d 1981 gravel tax.
Upon motion made by Andy Leitch, seconded by Bert Hovland and car-
ried, with Hub Nordgren and Sydney Nelson voting "no", the following resolution was
adopted: .
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, in accordance with a Procedural Agreement betweenthe
Minnesota Department of Natural Resources and the U.S. Fish and Wildlife Service,
dated May 23, 1962, certification by the County Board of Commissioners for acqui-
sttton of lands by the U. S. Fish and WiTdlife Service is requested, and
WHEREAS, representatives of the U.S. Fish and Wildlife Service
met withthe Board of Commissioners on March 23, 1982 and informed said Board that
a waterfowl easement had been secured from Mr. and Mrs. Wesley J. Shaffer, et al,
on the. SW¼NE¼, SE¼NW¼, NE¼SW¼, N½SE¼, SE¼SE¼ of Section 25, and the S½NE¼ of
Section 36, all in 131-41, and the SE¼SW¼, L6t 4 also known as the SW¼SW¼ of Sec-
tion 30, 131-40, and from Mr. and Mrs. Keith A. Englund on the E½NW¼, Lot l, of
Section 30-131-40,

NOW, THEREFORE, BE IT RESOLVED, the County Board does here by
grant approval to the U. S. Fish ang \Hldlife Servtce :for acquisition of the
aforementioned waterfowl easements.

with Hub Nordgren and Sydney _Nelson voting "no", the fo.llowing resolut,ion was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail Courity,
that
WHEREAS, in accordance with a procedural agreement between the Min-

NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby grant
·approval of the aforementioned request by the U. S. Fish and Wildlife Service for
waterfowl easement acquisition.

Upon motion made by Van Ellig, seconded by Sydney Nelson and carried,
the following resolution was adopted, Andy Leitch voting "no":
BE IT RESOLVED: That the sum of $96,901 be set apart from _the
General Revenue Fund, and ap~ropriated subject to the order of the Dean of the
Institute of Agriculture of the University of-Minnesota for the support of county
extension work in agriculture and home economics in Otter Tail County forthe
year beginning January l, 1982, ih accordan~e with Chapter 202, Laws 1953 and
acts supplementary thereto.

carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
It is the intent of Otter Tail County to enter into a
joint powers agreement with other counties in Region IV for administration
of the Region IV ARea Agency on Aging.

County Mfnnesota, that
WHEREAS, pursuant to Mfnn. Stat. 176.0ll~ Subd. 9, (5) g~ants
authority for the inclusion of elected or appointed officials of.the county
i.n the county's workmen's compensation program, upon adoption of an ordinance
or resolution to that effect,
NOW, THEREFORE, BE IT RESOLVED, all elett~d and appointed
officials are hereby included in the county's workmen's compensation program, to
include the elected county commissioners.

carried, the following resolution was adopted:
RESOLVED by theBoard of County Commisstoners of Otter Tatl County
Minnesota, that
WHEREAS, the Otter Tail County H~man Services fund, because of
decreased or delayed state and federal fundtng is facing a deficit tn current
fund i_ng, and
WHEREAS, by resolutton dated March 23, 1982, the Kuman Servtces
Board has requested a transfer of $300,000 from the County Building fund as a
temporary transfer to be repatd at $50,000 per month for August, September,
October and November with the balance of $100,000 to be patd tn December, 1982,
NOW, THEREFORE, BE IT RESOLVED, the Otter Tail County Board does
hereby approve a temporary transfer ~f $300,000 from the-County Butlding Fund
to the Human Services Fund.

Upon motion made by Andy Leitch, seconded by Sydney Nelson and
carried, the following resolution was adopted:
RESOLVED by the Board of Co~nty Commissioners of Otter Tail
County Minnesota, that
WHEREAS lack of interest has b~en evide~ced in the various
counties and municipalities in Regional Development Commission IV,
NOW, THEREFORE, BE IT RESOLVED, the Otter Tail County Board
hereby goes on record requesting the Minnesota State Planning Agency im-
plement the dissolution of West Central Regional Developmment Commission IV,
BE IT FURTHER RESOLVED, a copy of this re~olution be forwarded
to the Minnesota State Planning Agency.

Motion was made by Bert Hovland, seconded by Van Ellig and carried,
to approve the application of David Bednarz, for permit to hold public dances at
The Last Resort Lodge in Elizabeth Township.
Motion was made by Bert Hovland, seconded by Van Ellig and carried,
to approve the application of David Allen Bednarz, for permit to allow consumption
and display of intoxicating liquor at The Last Resort in Elizabeth Township.
Motion was made by Andy Leitch to cancel the order on the conference
table for the commissioners room. The motion died for lack of a second.
Motion was made by' Van Ellig, seconded by Hub Nordgren and carried,
to enter into contract with Corporate Risk Managers for risk insurance consultation
for a period of one year commencing April 1, 1981, and the Chairman of the Board and
County Auditor were authorized to execute the agreement on behalf of Otter Tail
County.

M~mbers of the Orwell and Carlisle Town Boards appeared before
the Board with the request the County take over a township road between County
Road #15 and State Highway #210, said road havfng been used as a detour route
durfng the construction and replacement of the bfidge on County Road #15. No
action taken.
With no further business, the Chairman adjourned the meettng at
3:15 until 9:30 a.m., Wednesday, April 7, 1982.
