OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County met at 12:30 p.m., Tuesday, February 16, 1982, all members
present.
Motion was made by Andy Leitch to call for mowing the entire
ditch on all county roads in 1982. The motion was seconded by Bert Hovland but
failed with Hub Nordgren, Van Ellig and Sydney Nelson voting "no".
Upon motion made by .Hub Nordgren, s.econded by Sydney Nelson and
carried, with Bert Hovland and Andy Leitch voting "no", the County Engineer was
authorized to advertise for bids to be received until 10:30 a.m., Wednesday,
March 10, 1982, for roadside mowing, to include only" two swaths.
The matter of voluntary contribution to the West Central Regional
Development District for operating expenses, etc., came up for final action, and
upon motion made by Sydney Nelson, seconded by Hub Nordgren and carried, was re-
jected.
Motion was made by Sydney Nelson, seconded by Hub Nordgren and
carried, to pay the amount; of $86.80 to the State Treasurer for various items of
surplus property purchased for use by the sheriff's department.
Motion was made by Hub Nordgren, seconded by Bert Hovland and car-
ried, to appoint Andy Leitch as the alternate member of the Citizen's Task Force,
relative to hazardous waste sites in Otter Tail County.
Motion was made by Van Ellig, seconded by Hub Nordgren and carried,
to approve a sale of tax forfeited property, described as the S 17' of Lot 1, E 21'
of Lot 8 and W 25' of Lot 9, N of Ry, N 20' of E 50' of 9 & N 20' of Lot 10, Block
4, Original Plat of the City of Fergus Falls, to the City of Fergu~ Falls for the
amount of $200.00.
Motion was made by Van Ellig, seconded by Andy Leitch and carried,
to approve an application of Harold Digre, for special use permit to construct
_approximately 1,200 feet of road to serve proposed subdivision "Digre Estates"
located in Section 4, Everts Township.
Motion was made by Bert Hovland, seconded by Hub Nordgren and car-
ried, to approve the sale of varibus parts and equipment, including plates, for
an addressograph-multigraph machine no longer in use, to the A.S.C.S office in
Fergus Falls, for $40.00.
Mot ion was made by Bert Hovland , to have'. ,Larry Krohn, Executive
Secretary work part time out of the Auditor's office. The motion was seconded
by Van Ellig, but upon discussion, was tabled upon motion made by Van Ellig,
seconded by Bert Hovland and carried.
Motion was made by Sydney Nelson, seconded by Andy Leitch and carried,
to approve payment of appropriations in the amoun.t of $2,100 to Otter Tail Country
Tourism and $400.00 to Viking Land-USA.
Motion was made by Bert Hovland, seconded by Van Ellig and carried,
to approve the Northwestern Bank of Fergus Falls as a depository of county funds.
The matter of the County Extension budget was brought up for action.
Motion was made by Van Ellig to not approve the salary schedule as presented, but
consider approval of a co.mbined schedule of a 10% increase total, including all
/ county and state share of all increases, merit and equity adjustment included. The
motion was seconded by Hub Nordgren and carried.
Motion was made by Sydney Nelson, seconded by Hub Nordgren and car-
ried, to approve the annual statement of receipts and expenditures for the year
1981 as presented by the County Auditor.
Gene Davenport, County Assessor, appeared before the Board, along
with John Swenson, Fergus Falls, relative to a recent request by the West Central
Educational Co-op Service Unit for tax exempt sta1:us• on a building in the City of
Fergus Falls which has recently been purchased. No action taken.
Motion was made by Hub Nordgre~, seconded by Van Ellig and carried,
authorizing Malcolm Lee to attend a seminar for Civil Defense Directors to be held
in March, 1982.
Upon motion made by Bert Hovland, seconded by Sydney Nelson and
c·arried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, in accordance with a Procedural Agreement between the
Minnesota Department of Natural Resources and the U. S. Fish and Wildlife Service,
dated May 23, 1962, certification by -fue County Board of Commissioners for acqui-
sition of lands by the U. S. Fish and Wildlife Service is requested, and
WHEREAS, representatives of the U. S. Fish and Wildlife Service
met withthe Board of Commissioners on February 16, 1982 and informed said Board
that an· .agreement had been reached with Burlington Northern on acquisition of
the following described lands:
All that part of the 150' wide Burlington Northern Railroad right-of-way
within the NW¼SE¼ and SE¼;SW¼ of Section 28-1_35-43, and
All that part of the 100' wide Burlington Northern Railroad right-iJ>f-way
within Lot 1, Section 4-135-43,
NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby . . -~-~· approve acquisition by the U. S. Fish and Wildlife Service on the aforementioned
properties.

Upon motion made by Bert Hovland, seconded by Hub Nordgrenand
carried, the following resolution was adopted:
RESOLUTION
WHEREAS, Otter Tail County, to comply with. the State of
M;innesota Action Pla.n, did hold a public meeting on February 9, 1982,
to consider a long range bridge and highway construction plan, and
WHEREAS, the adop~ion of a future bridge and highway construc-
tion plan in accordance with the Minnesota Action Plan is required,
NOW, THEREFORE, IT IS RESOLVED, that the '11982 Otter Tail County
Bridge and Highway Cbn~truction Plan'', dated February 16, 1982, as pre-
pared by the County Highway Engineer, is the 1982 long range Bridge and
Highway Construction Plan for Otter Tai.l County,
BE IT FURTHER RESOLVED, that the proposed construction date on
any project can be changed to accommodate the available funding and
construction requirements.

ried, the following resolution w~s adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, Minn. Stat_: .. 162.02~: Subd. 10, provides that county state
'
aid highways may be abandoned, chan~ed or revoked by joint action of the County
Board and the Commis:sioner of ~he Min~esotai, Department "of Transportation, and
WHEREAS, Minn. Stat. 163 .11, Subd. 1, provides' that county high-
ways may be established, altered, vacated or revoked by resolution of the County
Board, and
WHEREAS, the Commissioner of Highways issued Order No, 45029 on
July 1, 1969., revoking a portion of County State Aid Highway No. 53, including
that portion described below? upon resolution of the Otter Tail County Board,
dated May 14, 1968, and concurred therewith as to portions within township limits
by resolution of the Pine Lake Town Board, dated June 26, 1968 .·
BE IT RESOLVED, that the prior resolution of this Board and the
Order of Revocation of the Commissioner of Highways did include and thereby re-
voke any interest Otter Tail County may have in a portion of Old County State Aid
Highway #53, as a County State Aid H_ighway, ·more particularly described as follows:
That part of· Government Lot Three (3), Section Fourteen (14), Township One
Hundred Thirty-six (136), Range Thirty-eight (3_8), Otter Tail County, Minnesota,
and being part of a road a,s s·hown on the Subdivis·ion · Plat of Jackson and McKee 1·s
Addition as· of public record in the office of the County Recorder in-i.and for said
Otter Tail County, described as follows: Commencing at Government Meander Corner

Otter Tail County Board hereby affirms it revocation and abandonment of title
to the above-described portion' of Old County State Aid Highway #53.

Upon motion made by Hub Nordgren, seconded by Sydney Nelson and
carried, the following resolution was adopted, with Van Ellig and Andy Leitch
voting "no",
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, legislation has been introduced under S.F. 1768 and
H.F. 1583, relative to county waJte disposal reg~lations, and
WHEREAS, The Otter Tail County Board favors legislation for
the development of different re_gulations for the less populated areas inthe
State for waste disposal,
NOW, THEREFORE~ BE IT RESOLVED, the County Board does hereby
go on record favoring legislation with less stringent requirements than as
currently being called for under the M.P.C.A. requirements, which would more
suitably represent the needs of rural Minnesota, and urges passage of Senate
File #1768 and House File #1583, and
BE IT FURTHER RESOLVED, copies of this resolution be forwarded
to all representatives of Otter Tail County and the Association of Minnesota
Counties.

carried, the following resolution·was· adopted:
RESOLVED by theBoard of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, legislation calling for a local government election day.
to be held in the odd numbered years has been introduced under House File #1634
and Senate File #1553, and
WHEREAS, such legislation would require considerable additional
cost to the taxpayers of Otter Tail County and the State of Minnesota without
any benefit derived~theriefrom, and
WHEREAS, including school elections with local elections would
create unlimited confusion in townships and precincts containing a multiple
number of school districts,
NOW, THEREFORE, BE IT RESOLVED, the County Board of Otter Tail
County does hereby want to go on record opposing the local government election
day and does urge the defeat of said House File #1634 and Senate File #1553,
BE IT FURTHER RESOLVED, copies of this resolution be mailed to
all the legislators representing Otter Tail County, and also to the Association·
. of Minnesota Counties.
