HomeMy WebLinkAboutBoard of Commissioners - Minutes - 02/08/1982MINUTES OF THE ADJOURNED MEETING OF THE BOARD or: 'COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to adjourriment, the Board of County Commissioners of Otter Tail County Minnesota met at 9:30 a.m., Monday, February 8, 1982, with all.members present. Ken Rudd appered be.fore -the Board r.elative to the second seminar to be conducted by County Attorney Mike Kirk on the Data Practices Act, urging all commissioners to attend, seminar to be held at 1:00 p.m., Friday, February 26, 1982 in the Community Room of the Government Services Building. Mr. Rudd also discussed and recommended to the Board a reconsideration of the. salaries for 1982 as set for the department heads. No action taken. Motion was made by Bert Hovland, seconded by Hub Nordgren and car- ried, to appoint Van Ellig as Otter Tail County's member •of the "Citizens' Task Force" that will serve as a link between the Minnesota Waste Management Board and local communities on issues concerning hazardous waste management in Minnesota._ Motion was made by Andy Leitch, seconded by Bert Hovland and carried, to grant an appropriation of $4,800 to the Otter Tail County Humane Society. A claim by Duane Thompson in the amount of $375.00 in connection.with construction of County Highway #117 and Conroy Consrruction Company was not approved, upon motion made by Andy Leitch, seconded by Hub Nordgre·n and carried with Van Ellig voting "no". Upon motion made by Hub Nordgren, seconded by Sydney Nelson and carried, the County Engineer was authorized to advertise for bids to be received until 10:00 a.m., Wednesday, March 10th, 1982, for seasonal supplies, to include culverts, bitu- minous materials, salt supplies, etc .. Howie Koeppen, Custodian, appeared before the Board and presented pro- posals for window inseftions to be placed in the court system of the law enforcement center to alleviate a frost build~up problem. Motion was made by Hub Nordgren, seconded by Andy Leitch and carr.ied, · to .a.ccept the proposal of Thompson Awning, Underwood, MN in the amount of $865.00. \ Upon motion made by Sydney Nelson, seconded by Van Ellig and carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County, that WHEREAS, Larry Granger has devoted 10 years of his professional car- reer to the Association of Minnesota Counties, ·and WHEREAS, in that time he has exhibited high professional standards and has been of invaluable assistance to the counties of Minnesota, and a true friend of county government, , 1,, NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board of Commissioners, in session this 8th day of February, 1982~ expresses its sincere thank you to Larry Granger for his devoted services to Otter Tail County and to County Government in Minnesota. The roll being.called there were five yeas and no nays, so the resolution was declared adopted this 8th day of February, 1982. Motion was made by Bert Hovland, seconded by Van Ellig and carried, to approve the concept of installation of a C.R.T. (Cathode Ray Tube) in the Land & Resource Office connected to the State computer system for lake inventories, etc .. Motion was made by Andy Leitch, .seconded by Bert Hovland and carried, to uphold the decision of the Otter Tail County Planning Advisory-Commission and reject approval of the preliminary plat of Murdock Acres, to be located in G.L. 5, Section 20~131-39. Motion was made by Andy Leitch, seconded by Sydney Nelson and carried, to approve the preliminary plat of Woodland Development, to be located in Sections 18 and 19 -131 -39, upon conditions as prescribed by the Otter Tail County Plan- ning Advisory Commission. Motion was made by Andy Leitch, seconded by Van Ellig and carried, to approve the preliminary plat of Nelson's Estates; located adjacent to the City of Clitherall in Section 6-132-39. Motion was made-by Andy Leitch, seconded by Hub Nordgren and carried, to approve the preliminary plat of Digre Estates, to be located in Section 4-133-40, subject to requirements as -recommended by the Otter Tail County Planning Advisory Commission. Upon motion made by Hub ·Nordgren, seconded by Andy Leitch and carried, the application of Fran Wagner for special use permit to construct approximately 1,300 feet of road to serve propose,d. Plat of Wo9d1a·nd, Development, in Section 18, Leaf Mountain Township, was approved, subject to conditional requirements. Motion was made by Sydney Nelson, seconded by Hub Nordgren and carried, to approve the application of Harry Hoffmann, dba-Hoffmann's Backhoe Sejr>vice,!Vergas, Minnesota, for sewage disposal installers license. -TUESDAY'S SESSION - Pursuant to adjournment, the Board of County Commissioners of Otter Tail County met at 9:30 a.m., Tuesday, February 9, 1982, all members present. Mike Kirk, County Attorney, and Pam Swenson of the Humane Society appeared before the Board relative to the control of abandoned animals and the problem of rabbies in the county, requesting the Board support proposed legisla- tion to assist in said control. The Board, having previously advertised the sale of buildings onithe property recently purchased by the county adjacent to Phelps Mill, proceeded to open bids which were found to be as follows: Garage: J. Motion was made by Hub Nordgren, seconded by Bert Hovland and carried, to accept the bid of Marcellus Rian, Underwood~ Minnesota for the sale of the garage in the amount of $380.00. Motfuon was made by Bert Hovland, seconded by Van Ellig and carried, to reject the bid on the house and readvertise in the spring. Motion was made by Bert Hovland, seconded by Sydney Nelson and carried, to approve the application of Dale F. Tibbetts for license to sell non-intox~cating malt liquor at Dale's Bate, Lida Township. Upon motion made by Andy Leitch, seconded by Bert Hovland and car- ried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, the Cqunty Board on April 7, 1981, accepted the bid of Albin Stromseth Construction,,Watertown, SD, in th_e amount of $106,447.15 for grading and aggregate surfacing on C.R. #114, between the Wilkin Co. line and CSAH #15, and WHEREAS, the above contract has now been completed t+he satis- faction of the County Board, at a total of $130,007.84, an increase of $23,560.69 due to overruns on excavation, aggregate surfacing, pipe culverts and seeding, NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby authorized and directed to issue a warrant in the amount of $8.988.55 payable to Albin Stromseth_ Construction as final payment for this work. ATTEST: Clerk Upon motion made by Andy Leitch, seconded by Van Ellig and car- ·ried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of-OtterTail County Minnesota that the Otter Tail County Board requests that the Minnesota State Legislature enact special legislation relating to Otter Tail County, authorizing the Otter Tail County ~oard to <:3-clopt an ord_~nance regulating dogs ' and cats within· the county; and pro~ide procedures in bite cases,_copy of which act is on file in the office of.the county auditor. Motion was made by Hub Nordgren, seconded by Bert Hovland and carried, to approve the application of LaVerne Elwood Luick, for license to sell intoxicating liquor to include Sunday sales, at Pier 38, Otter Tail Township. Upon motion made by Bert Hovland, seconded by Andy Leitch and carried, the following applications for change of assessed valuation were approved: William Henderson Everts Township · Steve Meletto Maine Township 70' front footage assessed as 130' 1974 mobile home assessed as a 1979 Motion was made by Andy Leitch, seconded by Van Ellig and carried, with Bert Hovland and Hub Nordgren voting "no", to increase the salary of the County Sheriff to $28,750 plus 4% longevity for a total salary of $29,900. Motion was made by Sydney Nelson, seconq~d by Van Ellig and carried, to redetermine the maintenance agreements with the small cities. The scheduled hearing for long range planning by the Road & Bridge Department was held, with presentations by Dennis Berend, County Engineer, Forest Huse, Maintenance Supervisor, Russell Evjen~, Construction Supervisor and Gerald Frederick, Accountant, and a question and answer session with audience participa- tion.
