HomeMy WebLinkAboutBoard of Commissioners - Minutes - 01/26/1982MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to adjournment, the Board of County Commissioners of Otter Tail County Minnesota met at 12: 3,0 p .. m., Tuesday, January 26, 1982, all members present. Motion was made ,by Van Eilig, seconde·d by Bert Hovland and car- ried, to assume the obligation of the Workmen's Compensation coverage for the employees in the Soil & Water Conservation Districts. Gordon Bjoral t, We'st Ot\er Tail County Agricultural Inspector, appeared before the Board and presented his report for 1981. Motion was made by Bert Hovland, seconded by Hub Nordgren and carried, to ?ccept the report as presented. Motion was made by Hub Nordgren, seconded by Bert Hovland and car- ried, authorizing Larry Krohn to check with the Minnesota Department of Employ- ment Security relative to unemployment compensation charged to Otter Tail County. Larry Krohn, Executive Secretary, appeared before the Board and presented a comparison study on department heads' salaries. No action taken; Motion was made by Bert Hovland, seconded by Hub Nordgren and car- ried, to approve a plat of Tri Lake Estates, 1st Add'n, located in Sections 9 & 10 -132-42. Motion was made by Bert Hovland, seconded by Sydney Nelson and car- ried, to approve the plat of 1st Add'n to Emil Matson Beach, located in Government Lot 1, Section 28-136-42, subject .to road approval. Motion was made by Hub Nordgren, seconded by Bert Hovland and car- ried, to approve the plat of Indian Camp, located in Government Lot 3, Section 7- 134-39, upon advice of County Attorney. The following resolution was introduced by Van Ellig who moved for its adoption: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, in accordance with a Procedural Agreement between the Minnesota Department of Natural Resources and the U. S. Fish and Wildlife Ser- vice, dated May 23, 1962, certification by the-County Board of Commissioners for acquisition of lands by the U. S. Fish and Wildlife Service is requested, and WHEREAS, representative of the U.S. Fish and Wildlife Service met with the Board of Commissioners on January 26, 1982 and informed said Board that a purchase agreem·ent has been secured from John L. Saurer on the W½E½NW¼ of Section 19-134-43, NOW, THEREFORE BE IT RESOLVED the County Board does hereby approve said acquisition by the U. S. Fish and Wildlife Service. The above motion was seconded by Bert Hovland but failed with Sydney Nelson, Andy Leitch and Hub Nordgren voting "no". Upon motion made by Bert Hovland, seconded by Sydney Nelson and carried, the following applications for special use permit were approved: Alvin H. Benck James Hammers Curtis P. Hatl~ Ben Zacher Thomas Vilter Lida Township Rush Lake Township . Maplewood Township Everts Township Sverdrup Township Operate an auto and small eng±~e repair shop Have beauty shop in home Expand ex~sting resort Operate restaurant with 3.2 beer, set-ups and wine license Construct driveway and single family dwelling Motion was made by Sydney Nelson, seconded by Hub Nordgren and carried, to approve the application of Norman A . .Lukken, L. 0 Enterprises, for sewage disposal installers license and sewage disposal system cleaners license. Motion was made by Bert Hovland; seconded by Sydney Nelson and carried, to approve the application of Kenneth R. Saurer, dba Saurer's Garbage Service, Clitherall, MN for solid waste collectmon and transportation license. Motion was made by Hub Nordgren, seconded by Van Ellig and car- ried, to write a letter to the Otter Tail Town Board requesting said Board enforce the zoning ordinance. requirements set forth by the township. ,, ',,, " Motion was made by Bert Hovland, seconded by Van Ellig and carried, to establish~ one-half time position for the Otter Tail County Agricultural In- spectors with an increase of $50.00 per month for the 1982 salary rather than the $25.00 per month previously authorized~ Motion was made by Bert Hovland, seconded by Van Ellig and carried with Andy Leitch and. Hub Nordgren voting .. "no", authorizing the Chairman of the Board and the County Auditor to sign the Otter Tail County Soil Survey agreement, on behalf of Otter Tail County. Motion was made by Sydney Nelson, seconded by Hub Nordgren and carried, to approve the application of Thalbert Gillespie, Friberg Township, for license to sell non-intoxicating malt liquor at Wee Town. Motion was made by Hub Nordgren, seconded by Sydney Nelson and car- ried, to approve the_ Public Official and Employee's Faithful Performance and Honesty Blanket Position Bond from Western Surety Company, in the amount of:::$10 ,000 for each officer or employee with an additional indemnity Endorsement for the County Treasurer of $40,000. Upon motion made by Hub Nordgren, seconded by Sydney Nelson and carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, on April 7, 1981, the County Board accepted the bid of Donald Conroy Construction Company, Wheaton, MN in the amount of $59,712.70 for grading and aggre.gate surfacing one. R. #140; and WHEREAS, the above contract has now been completed to the satis- faction of the County Board at a total cost of $92,217.22, an increase of $32,504.52, due to overruns on clearing & grubbing, excavation, aggregate sur- facing, equipment rental, cuivert installation and seeding and sodding, NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby authorized and directed to issue a warrant in the amount of $54,804.04 payable to Donald Conroy Construction Company as final payment for this work. ATTEST: (j Clerk Upon motion made by Bert Hovland? seconded by Van Ellig and unanimously carried, the following resolution·was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, legislation is being proposed for the concept of regional control of the Fergus Falls State Hospital, NOW, THEREFORE, BE IT RESOLVED? the Otter Tail County Board does hereby support the concept of regional control of the Fergus Falls State Hospital and herewith directs the Chairman to put into motion appro- priate legislative action, including a three year transition period. Motion was made by Hub Nordgren, seconded by Van Ellig and carried, to reappoint Craig Anderson, Ottertail, MN, Tom Stringer, Fergus Falls, MN, George Walter, Perham, MN, John Everts, Battle Lake, MN for a one year term on the Otter Tail County Board of Adjustment. Motion was made by Hub Nordgren, seconded by Van Ellig and carried, to transfer the responsibility of the milk sale, etc., in the employees lounge, to the Employee Committee, with any funds earned to be credited to the employees . fund for purchase of lunch room equipment. Howard Koeppen, custodian, appeared before the Board relative to a frost build up problem on windows in the law enforcement center. Mr. Koeppen was authorized to secure quotations for windows to remedy the situation. Motion was made by Bert Hovland, seconded by Hub Nordgren and car- ried, approve an abatement of special assessments on tax forfeited property in the City of Pelican Rapids and granting permission to the City of Pelican Rapids for the purchase of said property for a fee 9f $450.00, being the appraised price minus the special assessments, on the W 70' of s½ of Lot l & W 70' of Lots 2 & 3, Block 8, _Blyberg's 2nd Add'n to the_ City of Pelican.Rapids. Motion was made by Hub Nordgren, seconded by Sydney Nelson and carried, authorizing the Chairman of the Board to sign the necessary releases for the St. Paul Fire and Marine Insurance,Company bopd schedule which has been replaced. Motion was made by Andy Leitch, seconded by Bert Hovland and carried, to deny approval of the county extension budget as presented by the county extension committee, because of the increase in salaries as set forth by the University of Minnesota. Motion was made by· Hub Nordgren, seconded by Van Ellig and carried, to approve participation by Malcolm Lee at the Wastewater Treatment Seminar to be held at the Thunderbird Motel in Bloomington, Minnesota February 16~18, 1982, at the invitation of the University of Minnesota.
