OF THE
BOARD ·OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of Otter
Tail County Minnesotamet at 12:30. p.m., Tuesday, December 22, 1981, all members
present.
Motion was made by Sydney Nelson, seconded by Van Ellig and carried,
to establish a change fund in the amount of $25.00 for the voter registration office
for driver·lfcenses.
Motion was made by Van Ellig, seconded by Bert Hovland and carried,
to appoint Charles Beck, Fergus Falls, MN, for-a two year term and June Ryan, Fergus
Falls for a three year term on the Otter Tait County Planning Advisory Commission.
Motion was made by Bert Hovland, seconded by Sydney Nelson and carried,
to appoint Vic Petterson, Fergus Falls, MN for a three year term on the Otter Tail
County Planning Advisory Commission.
Motion was made by Sydney Nelson, seconded by Andy Leitch and carried,
to appoint Reba Lee, Perham, MN for a two:yea:i;> term on the Otter Tail County Planning
Advisory Commission.
Motion was made by Anpy Lei tbh' second~d·.by Van Ellig and carried'
to submit the following names as recommendations for appointment by the Chief· Judge
of the Court System in Otter Tail County to the Study Commission established for the
purpose -of review of optional forms of .:courity gove_rnment:

Motion was made by Sydney Nelson, seconded by Bert Hovland and car-
ried, to appoint Anderson Land Surveying, Inc., Fergus Falls, MN as Otter Tail County
Surveyor for the year 1982 on a fee basis as follows:
$40.00 per hour, 2 man field crew
30.00 per hour, Land surveyor
20.00 per hour, Drafting
165. 00 per half section map
Motion was made by Sydney Nelson, seconded by Van Ellig and carried
with Bert Hovland and Andy Leitch voting ''no",. to.-_appJ-y for ~ISAC funds through the
A.M.C. for assistance of up to 40% of the'cost, not··exceeding $600.00, for individual
technical assistance to aid in the implementat'ion of COFARS. \' ,
Motion was made by Andy Leitch, seconded by Van Ellig and carried, to
issue a citation to Lake Region Disposal Service for being negligent in picking up
garbage at the junction of a township road and the county road in Tordenskjold Town-
ship.
Motion was ~ade by Sydney Nelson, seconded by Van Ellig and carried,
to approve a request by the City of Perham for the forgiveness of penalty on a late
payment of a special assessment by the Perham Memorial Hospital District in the
City of Perham, Andy Leitch and Bert Hovland voting "no".
Because of a reduction of eligible members of the OEO Board, motion
was made by Sydney Nels.on, seconded by Hub Nordgren and carried, to remove Sydney
N,elson, Sebeka, MN as a member of the OEO Board.
Motion was made by Andy Leitch, seconded by Sydney Nelson and carried,
to call for competitive bidding for all printing and publishing for the year 1982.
Karen Peterson of the H.R.A., appeared before the Board with a cor-
rection in request for f.urids for the operation of the county H.R.A. for the year
1982, increasing the funds to $13,918.40. '
The Board, having previously advertised for bids to be received for
energy conservation measures in the courthouse, proceeded to open bids which were
found to be as follows:

After considerable discussion, motion was made by Andy Leitch,
seconded by Bert Hovland.and carried, to reject all energy bids.
Motion was made by Van Ellig, seconded by Bert Hovland and carried,
with Hub Nordgren voting--"no", to accept the proposal of Steinke Electric, Inc.,
Grand Forks, North Dakota for the installation of a Leland Energy Timestat-4
in the Government Services Building· at a cost of $4,)85.00.
Motion was made by Andy Leitch, seconded by Van Ellig and carried,
to obtain quotations-for the insulation of the courthouse proper.
Motion was made by Andy Leitch, seconded by Van Ellig and carried,
to approve the sale of 20 feet of cutting 'edges at a total cost of $100.00 to
Sverdrup Township.
Motion was made by Sydney Nelson, seconded by_Van Ellig and carried,
to approve the purchas·e of an LllO waste oil burner from Walvatne Auto Repair,
Fergus Falls·, Minne:;;ota at a cost o~ $_1, 09 5. 00, for use by ·the highway department.

to authorize the County Sherif,f to. obtain q"4otat.i9;ns for ._the purchase of a 1981
model automobile to replace a vehicle sold at the auction sale.
The following resolution was introduced by Van Ellig who moved

WHEREAS, in accordance with a Procedural.A_greement·between the
Minnesota Department of ·Natural Resources· and the U. S. Fish and Wildlife Service,
dated May 23, 1962, certification by the County Board of Commissioners for acqui-
sition of lands by the U.S. Fish and Wildlife Service. is requested, and
WHEREAS, representatives of the U. S. Fish and Wildlife Service met
with the Board of Commissioners on· December 22, 1981 and informed said .Commissioners
that a purchase agreement had been,se?ured from Mr: Roy Evavold on the NW¼SW¼ of
Section 9-131-42,

WHEREAS closing of all common school districts in Otter Tail
County removed the necessity of the School Tax Fund and the School Transportation
Fund,

BE IT FURTHER RESOLVED, the amount of $55.32 remaining in the
County School Tax Fund and the sum of $4.48 remaining in the School Transportation

taxes for said funds be hereafter placed in the County_Revenue Fund.

Upon motion made·py Van Ellig, seconded by Andy Leitch and
carried, the following· resolution was adopted:
RESOLVED by theBoard of Coun~y Commissioners of Otter Tail
County Minnesota, that
WHEREAS, the County Board on january 20, 1981 approved an agree-
ment with the City of Fergus .Falls for the reconstruction of Mun. CSAH #92,
from Cleveland Avenue to Friberg Avenue, and resurface Mun. CSAH #92 from Union;
Avenue to Cleveland Avenue in the City of Fergus Falis, with Otter Tail County
paying all costs of grading, base and bituminous work for the full width of the
street, exclusive of curb. and gutter, under contract with Mark Sand & Gravel
Company, Fergus Falls, Minnesota, and
WHEREAS, the City of Fergus Falls has requested payment in the
amount of $174,024.92 to cover same,
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby
authorized and directed to _issue _a ~a.rrant·. to_ :the City· of Fe:t>gus Falls, Minnesota
in the amount of $174,024.92 provided funds.remaining in 1981 are sufficient to
cover, any shcrtage to be allowed and transferred in the January meeting.

carried, the following resolutions as they pertain to roadside mowing were adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, the County Board accepted the bid for mowing Area D
from David Daker, Henning, MN', in the .amount ·of .$11,468~60; and
WHEREAS, the above contract·has now been completed to the
satisfaction of the County Board at a total cost of $11,347.82, a decrease
of $120.78 due :to a deductruon for unsatisfactory work.on 1.22 miles of mowing,
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby
authorized and directed to issue a warrant in the amount of $1,026.08 payable
to David Daker, Henning,· MN as· final p·ayment for this work.

Motion was made by Van Ellig to grant an increase in wages for
the year 1982 of $50.00 plus·5% for each employee, excluding the commissioners,
department heads and assistant county attorneys. The motion was seconded by
Sydney Nelson and carried with Andy Leitch -and ._Hub Nordgren voting "no".
Motion was made by Hub Nordgren to-have:the corimiissioners' salaries
remain the same in 1982 ·as(: 1981. _.. The motion i,ia_s_· $econded by Sydney Nelson but
failed with Van Ellig, Andy-Leitch and Bert Hovland voting "no".
Motion was made by Andy Leitch to increase the salary of county
board members at the same rate as the department heaqs. · The motion was seconded
by Van Ellig and carried with Hub Nordgren and Sydney Nelson voting "no".
Motion was made by Van Ellig to rescind the original motion calling
for an increase to each county employee of.$50.00 plus 5%, excluding the commissioners,
department heads and assistant county attorneys, The motion was seconded by Bert
Hovland and carried with Andy Leitch and Hub Nordgren voting "no".
Motion was made by Van Ellig to grant_an increase of $100.00 per month
to all employees, department heads and county board members. The motion was seconded

Motion was made by Andy Leitch, seconded by Sydney Nelson and car-
ried, to place all delinquent 1981 personal property and mobile home taxes into
judgment, and the following report of the CountyBoard of the County of Otter Tail,
State of Minnesota, of uncollected personal property taxes for the year 1981 is
presented:
Fergus Falls, MN December 22, 1981
BE IT KNOWN, that the County Board of Otter Tail County, Minnesota,
did meet in session on the 22nd day of December, 1981, that at said session the County Treas-
urer of said County delivered to said Board the list of uncollected personal property taxes
for the year 1981, together with his certificate thereon as required by law; and that at said
session the said Board did ~uly consider said list of uncollected taxes, and did cancel such
taxes as they are satisfied cannot be collected. That the following is a correct list of
said uncollected personal property taxes in said County for said year of 1980, as so revised
