OF THE ADJOURNED MEETING OF THE BOARD ·OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to adjournment, the Board of County Commissioners of Otter Tail County Minnesotamet at 12:30. p.m., Tuesday, December 22, 1981, all members present. Motion was made by Sydney Nelson, seconded by Van Ellig and carried, to establish a change fund in the amount of $25.00 for the voter registration office for driver·lfcenses. Motion was made by Van Ellig, seconded by Bert Hovland and carried, to appoint Charles Beck, Fergus Falls, MN, for-a two year term and June Ryan, Fergus Falls for a three year term on the Otter Tait County Planning Advisory Commission. Motion was made by Bert Hovland, seconded by Sydney Nelson and carried, to appoint Vic Petterson, Fergus Falls, MN for a three year term on the Otter Tail County Planning Advisory Commission. Motion was made by Sydney Nelson, seconded by Andy Leitch and carried, to appoint Reba Lee, Perham, MN for a two:yea:i;> term on the Otter Tail County Planning Advisory Commission. Motion was made by Sydney Nelson, seconded by Bert Hovland and car- ried, to appoint Anderson Land Surveying, Inc., Fergus Falls, MN as Otter Tail County Surveyor for the year 1982 on a fee basis as follows: $40.00 per hour, 2 man field crew 30.00 per hour, Land surveyor 20.00 per hour, Drafting 165. 00 per half section map Motion was made by Sydney Nelson, seconded by Van Ellig and carried with Bert Hovland and Andy Leitch voting ''no",. to.-_appJ-y for ~ISAC funds through the A.M.C. for assistance of up to 40% of the'cost, not··exceeding $600.00, for individual technical assistance to aid in the implementat'ion of COFARS. \' , Motion was made by Andy Leitch, seconded by Van Ellig and carried, to issue a citation to Lake Region Disposal Service for being negligent in picking up garbage at the junction of a township road and the county road in Tordenskjold Town- ship. Motion was ~ade by Sydney Nelson, seconded by Van Ellig and carried, to approve a request by the City of Perham for the forgiveness of penalty on a late payment of a special assessment by the Perham Memorial Hospital District in the City of Perham, Andy Leitch and Bert Hovland voting "no". Because of a reduction of eligible members of the OEO Board, motion was made by Sydney Nels.on, seconded by Hub Nordgren and carried, to remove Sydney N,elson, Sebeka, MN as a member of the OEO Board. Motion was made by Andy Leitch, seconded by Sydney Nelson and carried, to call for competitive bidding for all printing and publishing for the year 1982. Karen Peterson of the H.R.A., appeared before the Board with a cor- rection in request for f.urids for the operation of the county H.R.A. for the year 1982, increasing the funds to $13,918.40. ' The Board, having previously advertised for bids to be received for energy conservation measures in the courthouse, proceeded to open bids which were found to be as follows: A-1 Watson Bros. Motion was made by Van Ellig, seconded by Bert Hovland and carried, with Hub Nordgren voting--"no", to accept the proposal of Steinke Electric, Inc., Grand Forks, North Dakota for the installation of a Leland Energy Timestat-4 in the Government Services Building· at a cost of $4,)85.00. Motion was made by Andy Leitch, seconded by Van Ellig and carried, to obtain quotations-for the insulation of the courthouse proper. Motion was made by Andy Leitch, seconded by Van Ellig and carried, to approve the sale of 20 feet of cutting 'edges at a total cost of $100.00 to Sverdrup Township. The following resolution was introduced by Van Ellig who moved · for its adoption: RESOLVED by the Board of County Commissioners of Otter Tail· County Minnesota, that WHEREAS, in accordance with a Procedural.A_greement·between the Minnesota Department of ·Natural Resources· and the U. S. Fish and Wildlife Service, dated May 23, 1962, certification by the County Board of Commissioners for acqui- sition of lands by the U.S. Fish and Wildlife Service. is requested, and WHEREAS, representatives of the U. S. CSAH #92, from Cleveland Avenue to Friberg Avenue, and resurface Mun. CSAH #92 from Union; Avenue to Cleveland Avenue in the City of Fergus Falis, with Otter Tail County paying all costs of grading, base and bituminous work for the full width of the street, exclusive of curb. and gutter, under contract with Mark Sand & Gravel Company, Fergus Falls, Minnesota, and WHEREAS, the City of Fergus Falls has requested payment in the amount of $174,024.92 to cover same, NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby authorized and directed to _issue _a ~a.rrant·. to_ :the City· of Fe:t>gus Falls, Minnesota in the amount of $174,024.92 provided funds.remaining in 1981 are sufficient to cover, any shcrtage to be allowed and transferred in the January meeting.
