HomeMy WebLinkAboutBoard of Commissioners - Minutes - 12/08/1981MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY' COMMISSIONERS I Pursuant to adjournment, the Board of County Commissioners of Otter Tail County met at 9:30 a.m., Tuesday, December 8, 1981, with Bert Hovland absent. Upon motion made by Van Ellig, seconded by Andy Leitch and carried, the following applications for change in assessed valuation were approved: Melvin & Elsie Brenden : . _City of Fergus Falls Should have been assessed at 2/3 value Billy Lee Hanson Pelican Township 197 5 mobile home assessed as 1-977 Mike Kirk, County .Attorney, reported on problems and penalties for overweight trucks. No action taken. Motion was made by Andy Leitch, seconded by Van Ellig and carried, to advertise for bids to be received until lO.: 00 a .m., February 9th, .for the sale a_nd removal of the buildings located on the Nelson property across the river from Phelps Park, recently purchased by the County. The Board, having previous·ly advertised for the sale of certain used highway equipment to townships and cities in the county, proceeded wi.th open bidding, with the highest bids as follows: Unit #58, GMC Truck, sold to Tumuli Township for· $3,500 Unit #34, Dodge Truck, sold to Woodside Township for $2~000 Unit #10, ADMAS Motor Grader, sold to Sverdrup Towns-hip for $750,00 Upon motion made by.Sydney· Nelson,·seco~ded by Van Ellig and carried, the rates for dragging and snowplowi_ng were incr.ea-sed, and e_stablis·hed as follows for the year 19.82: $34.00 per hour for snowplowing township roads or city streets $36·.oo per hour for snowplowing private driveways with a rnim.mum charge of one-half hour and billi_ng to_ the governmental sub-unit $30.00 _per hour for dragging township roads or city streets. $32.00 per hour for dragging private driveways with a minimum charge of one-half hour and billitj.g_ ·:to the governmental sub-unit / -' -, I '• Upon motion made by·. Andy Leitch, seco;nded by Van Ellig and car- ried, the following resolutions pertaining to roadside mowing were µpproved: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, on March 24, 1981, the County Board accepted the bid of Arnold Bennett, Frazee, MN in the amount of $9,540.94 for mowing Area A, and WHEREAS the above contract has now been completed to the satis-· faction of the county board at a total cost of $$,296.25, a decrease of $244.69 due to a deduction of 1.61 miles on C.R. #130 for construction woR and a deduction of 1.00 mile on Old #10 for mowing not done, NOW, THEREFORE, BE IT RESOLVED-the County Auditor is hereby authorized and directed to issue a warrant in the amount of $845.25 payable to Arnold Bennett, Frazee, MN as final-payment for this work. ATTEST: Clerk RESOLVED by-the Bo'ard of County Commissioners of Otter Tail County Minnesota,. that WHEREAS on July 22, 1981, the County Board awarded the bid for mowing Area B to Herbert Wangerin, Route #1, Henning, MN and Kenneth Anderson, Route #1, Box #112, Henning, MN for the amount of $8,201.26, and WHEREAS, the_ above contract has ·now· -been. completed to the satisfcation of the County Board for a total cost of $8",201. 26, NOW, THEREFORE, BE IT RESOLVED, the County A~ditor is hereby authorized and directed to issue a warrant in the amount of $820.13 payable to Herbert Wangerin and Kenriet'h Anderso·n:· as :final payment for this work. ATTEST: Clerk RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, on March 24, 1981, the County Board accepted the bid of Archie Wahlin, Clitherall, MN and Carl Wallevand, Vining, MN in the amount of $11,081.24 for mowing Area H, and WHEREAS, thi~ contract has now been completed to the satisfaction of the County Board at a total cost of $11,049. 44·, a decrease of $_31. 80 due to deduction for construction work being done on C.R. #114,_ NOW, THEREFORE BE IT RESOLVED, the ·county Auditor is hereby authorized and directed to issue a warrant in the amount of $786.68 payable to Archie Wahlin arid Carl Wallevand as final payment for this work. Chairman - ATTEST: Clerk Upon motion made by Sydney Nelson, seconded by Andy Leitch and carried,_ the County Auditor was authorized to advertise for bids to be received until 10:00 a.m., Tuesday, January 5, 1982, for printing and publishing for the year 1982. Robert Bigwood, Attorney, appeared before the Board representing owners along Old County Highway· #53, Pine Lake Township,. relative to vacation of a portion of Old #53. The matter was turned over to the County Attorney for review. Motion was made by Hub Nordgren, seconded· by Sydney Nelson and carried,. to appoint David Trites·, Parkers· Prairie, to the Otter Tail County Planning Advisory Commission, for a three year term expiring December 31, 1984. Motion was made by Andy Leitch, seconded by Sydney Nelson and carried, to enter into contract with Corporate Risk Managers in conjunction with the Minnesota Counties Insurance Trust, Workers'· Compensation, and the Board Chairman and Auditor were authorized. t~ execute,· the agreement on behalf of Otter Tail County, annual contract fee of $3,850.00. \ Motion was made by Sydney Neisen, seconded by Van Ellig and carried, to acknowledge receipt of the engagement lett.~r from the Office of the State Auditor and the Chairman of the Board was authorized ~o execv.t~ on behalf of the County Board. Motion was made by Andy Leitch, seconded by Sydney Nelson and carried, to approve and authorize cleaning and· varnishi:ng-.of· ,the oak benches, etc. , in the commissioners room at a cost.of $132.00, ·and installation of oak molding at an additional cost of $80.00 in the commissioners room and the auditor's office. Work to be performed by Avant De·corators, Battle Lake, MN. Motion was made by Van Ellig, seconded by Sydney Nelson and carried, to appoint Norman Fjestad, Carlisle, MN, and Berton Hovland, Pelican Rapids, MN, as members of the WesMin Resource Conservation and Development Committee to repre- sent West Otter Tail County and the West Otter Tail Soil & Water Conservation Dis- trict for the calendar year 1982 I Upon motion made by Andy Leitch, seconded by Van Ell_ig and car~- ried, the following resolution was adopted: . Motion was made by Andy Leitch, seconded by Van Ellig and carried, to approve the application of Sverre Rostad, Underwood, MN, for sewage dispos·a1 system cleaners license. Motion was made by Andy Leitch, seconded by Sydney Nelson and car~ ried, to grant an extension until July 31, 1982 for the completion of a road to serve the plat of Whispering Springs in Section 12-134-43. Motion was made by Sydney N:elson, seconded by Andy Leitch and car- ried, to approve a plan submitted by Malcolm Lee for change in operation of the Land & Resource Management offices in Fergus Falls and Perham, with the Perham office being open on a full time basis from April through October, with a seasonal employee for June, July and August and the balance of the time.by personnel from the Fergus Falls office, clerical position:to terminate on January 15, 1982, rent of office paid on a year around basis to ensure office space while in operation. I Jim Nitchals, Fergus Falls City Admini.s.trator, along with Gary Nelson and Don Eisenhuth, appeared before the Board and extended an invitation to all county board members and other county officiais on a bus tour to view the solid waste burning installation at Saint John's University on December 15th.. Mr. Nitchals· also advised the county board to consider updating the county's data processing equipment to expedite tax settlements and offered city expertise .•for recommendations· to accomplish same. No action taken. Bernie Dague, President of the Otter Tail County Banker's Association, along with Art Espeland and Mark plson appeared before the Board relative to the county's investment practices. Mr. Dague; on behalf of the smaller banks in the county requested consideration for investments and offered assistance so the county can invest to its best advantage. Motion wasmade by Van Ellig, seconded by Sydney Nelson and carried, instructing the ·county treasurer to invest $13,000 of building fund moneys in the Vergas State Bank on a six month certificate at 11.09%. James Steinke of Steinke Electric, Inc., Grand Forks, ND, appeared before the board relative to J·.{leland Energy Management Systems, a computerized system desiged for energy savings. No action taken. With no further business, the Chairman adjourned the meeting until 9:30 a.m., Wednesday, December 9·, 1981. I -WEDNESDAY'S SESSION - Pursuant to adjournment, the Board of County Commissioners.of Otter Tail County met at 9:30 a.m., Wednesday, December 9, 1981, all members present .. After screening applicants for the.position of East Otter Tail County Agricultural Inspector by written tests and interviews, Chester Possehl, District Coordinator for the-Minnesota Department of Agriculture, presented Russell Nelson, Sebeka; Ken Becker, New York· Mill~; Eldon Stueve, Henning; Phyllis Doom, Perham; and Alva Krekula, New·York Mills, for interviews by the county board. After interviews and discussion,· motion was made by Bert Hovland, seconded by Van Ellig and carried, with Sydney Nelson abstaining and Hub Nordgren ·voting "no", Phyllis Doom of Perham was appointed East Otter Tail County Agricul- tural Inspector after a secret ballot on a three to two vote. District Court Judge Donald Gray appeared before the board and explained the increases i? court reporters' salaries forthe year 1982. Motion was made by Hub Nordgren,·seconded by Van Ellig and carried, to approve a corr~ction plat, Prescher's Corrected Plat of a·Portion of Midway Pa~k. Motion was.made by Bert Hovland, seconded by Hub Nordgren and car- ried, to approve half sec~ion maps in an amount of $6,000 foruse in the various county offices, maps· to be prepared by the Anderson Land Surveying, Inc. , Fergus Falls, on the basis of $165.00 per half section.
