HomeMy WebLinkAboutBoard of Commissioners - Minutes - 10/27/1981MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAII; COUNTY MINNESOTA Pursuant to adjournment, the Board.of County Commissioners of Otter Tail County met at 12:45 p.m., Tuesday, October 27, 1981, all members present. Motion was made by Hub Nordgren, seconded by Bert Hovland and carried, to assist Henning Township in the replacement of a culvert at one-half of the total cost of $2,162.15, county share $1,081.07. Motion was made by Bert HovlaDd, seconded by Sydney Nelson and carried, to approve the plat of Gladden Fields, located in Section 19-133-42. Motion was made by Andy Leitch, seconded by Bert Hovland and car- ried, to approve the plat of Anchors Bay, located· in Section 31-132~39. Representatives from the City of Fergus Falls, P.elican,,Rapids and various townships in Otter Tail County appeared before the Board relative to solid waste disposal in the county. Ed Meyer, Research Analyst, Solid Waste Management of the Minnesota Pollution Control Agency, together with Malcolm Lee, Land & Resource Administrator, presented a study of alternatives for solid waste disposal. No action. The Board, having previously advertised and considered purchase of automobiles for the Court Services department through the Human Services Board, considered bids as follows: Bob Moore Ford, Fergus Falls, MN $5,498.00 (each) Domholt Ford, Elbow Lake, MN (1982 model) 5,415.92 Domholt Ford, Elbow Lake, MN (1982 model) 5,333.00 Fergus Dodge, Fergus Falls, MN 4,989.00 Fergus Dodge, Fergus Falls, MN 5,189.00 Fergus Dodge, Fergus Falls, MN 5,894.00 Fergus Dodge, Fergus Falls, MN 5,985.00 Fergus Dodge, Fergus Falls, MN 6,349.00 After consideration, motion was made by Andy Leitch, seconded by Van Ellig and carried, to' accept the bid :of Fergus Dodge, Fergus Falls, MN in the amount of $4,989 and $5,189.00 being the lowest bid. The Board, having previously advertised for bids for a station- wagon to be used by the Veterans Service Officer, proceeded to open bids which were found to be as follows: Fergus Motors, Inc., Fergus Falls, MN, Plymouth Reliant Fergus Motors, Inc., Fergus Falls, MN, Plymouth Reliant K Fergus Motors, Inc., Fergus Falls, MN, 1982 "K" car $8,894.00 9,039.00 .8,339.00 After consideration, motion was made by Bert Hovland, seconded by Andy Leitch and carried, to accept the bid of Fergus Motors, Inc., for the Plymouth Reliant, in the amount of $8.894.00, being the lowest bid meeting speci- fications. Charles Krekelberg, Attorney, appeared before the Board on behalf of his client, Reuben Roberts, New York Mills, requesting remuneration on a drainage and storm sewer instaliation.on property in Newton Township. After considerable discussion, motion was made by Sydney Nelson to pay $1,000 damages to Mr. Roberts. The motion was seconded by Van Ellig and failed with Leitch, Hovland and Ellig voting "no". Motion was made by Sydney Nelson, seconded by Andy Leitch and car~ ried, to approve registration fee of $210.00 for Wm. Henl<es attendance at Asphalt Pavement.,Inspection:s~minar at the;Univ~,r,sity of Wisconsin, December 3rd and 4th. Howie Koeppen, custodian, appeared before the Board and presented proposals for replacement of trees on the courthouse law;n. After consideration, motion was made by Andy Leitch, seconded by Van.Ellig , and carried, to accept the proposal of Lake Country Gardens, Battle Lake 'for placement of two green ash trees and one sugar maple at a total cost rif $189,00. Motion was made by Andy Leitch, seconded by Bert Hovland and carried, to approve payment in the amount of $1,345.00 for replacement of trees by Neuleib Landscaping on tree damage on the Steve Jenson property caused during road construction. Motion was made by Van Ellig, seconded by Sydney Nelson and carried, to approve a leave of absence re_quest from Gertrude Gray of the Motor Vehicle Office, without compensation, from November 16th through December 11th. Motion was made by Sydney Nelson, seconded by Andy Leitch and carried with Van Ellig and Bert Hovland voting "no", to grant additional compensation of $50.00 per month to Betty Rovang and Viola Runningen of the Voter Registration office for additional duties and responsibilities with drivers licenses, for the months of October, November and December. Upon motion made by Andy Leitch, seconded by Bert Hovland and carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, on Apri~ 7, 1981,.the County Board accepted the bid of Minnesota Motor Company, Fergus Falls, MN, in the amount of $93,405.00 for three heavy duty single axle snowplowing dump trucks, and WHEREAS, the above uni ts, have been delivered to the satisfaction of the County Board at a total cost of $93,405.00, NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby authorized and directed to issue a warrant in the amount of $93,405.00 made payable to Minnesota Motor Company, Fergus Falls, MN, in full payment thereof. ATTEST: ~;;; Tjl_ __ _ Clerk Upon motion made by Sydney Nelson, seconded by Andy Leitch and carried, the following resolution was adopted: RESOLUTION BY THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY, MINNESOTA WHEREAS, the local businesses have requested the designation of a 10 ton route to utilize Trunk Highway No. 10 in and adjacent to the City of Frazee, and WHEREAS, Road Rater test data has indicated sufficient load carrying capacity on County State Aid Highway Old No. 10 in the area to accomodate 10 tons. NOW, THEREFORE, BE IT RESOLVED, that County State Aid Highway No. Old 10 be designated a 10 ton route; beginning at the intersection with Trunk Highway 10 and terminating at the north Otte!," Tail County line near the City of Frazee. Adopted day of October , 1981. -------------------,,-27th Attest: (SEAL) Upon motion made by Sydney Nelson, seconded by Andy Leitch and carried, the following resolution was adopted: RESOLUTION BY THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY, MINNESOTA WHEREAS, the local businesses have requested the designation of several 10 ton routes to utilize Trunk Highway No. 10 in and adjacent to the City of New York Mills, and WHEREAS, Road Rater test data has indicated sufficient load carrying capacity on several Courity State Aid Highways in the area to accomodate 10 tons. NOW, THEREFORE, BE IT RESOLVED, that County State Ai_d Highway No. 84 be designated a 10 ton route begtnning at the southeast junction with Trunk.Highway No. 10 and terminating at the northwest junction w:ith Trunk Highway No. 10; and also, that County State Ai,d Hi_ghway No. 67 be designated a 10 ton route; beginning at the intersection w:ith County State Aid Highway No. 84 and terminating at the south city limits o;f; New York Mills. WHEREAS, the County Board has.considered such legislation and agrees thereto; NOW, THEREFORE, BE IT RESOLVED, the County Board of Otter Tail County does hereby go on record endorsing said legislation and urges passage, BE IT FURTHER RESOLVED a copy of this resolution be forwarded to Representative Ray Welker, Room 394, State Office Building, Saint Paul, MN. Dated at Fergus Falls, Minnesota this 27th day of October, 1981. ATTEST: Clerk - Donald Shand, Newton Township, appeared.before the Board with complaints of harassment at his property in Newton, including wild gun shots and irresponsible driving over said property. The County Sheriff responded to said complaints. No action taken. Motion was made by Hub Nordgren, seconded by Bert Hovland and carried, to approve payment in the amount of $125.00 for mowing and cleaning a parcel of tax forfeited property in Almora by Mrs. Violet Syverson, said cost to be added to the appraised price of the property.
