HomeMy WebLinkAboutBoard of Commissioners - Minutes - 07/21/1981MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER,TAIL COUNTY MINNESOTA I .• Pursuant to adjournment, the Board of County Commissioners of Otter Tail County Minnesota met at 12:30 p.m., Tuesday, July 21, 198"1, all members present. Reynold Clausen of Deer Creek Township appeared before the Board relative to road problems incurred in the rebuilding of County Road #140. Con- siderable discussion ensued with no action to be taken until after road viewing in the fall. Charles Krekelberg, attorney, and Richard Anderson, President of the Otter Tail Lake Property Owners' Ass'n, appeared before the Board relative to progress on the Otter Tail Lake Area Sewer District, and the required bonds . . After considerable discussion, motion was made by Andy Leitch, seconded by \r~rrrt E.J:li,g.-•rt and carried, to approve a bond in the amount of $10 ,000 provided an agree- ment is drafted whereby the county.is held harmless should the project be abandoned prior to Step III, and agreed to by the engineer of the project. Motion was made by Bert Hovland, seconded by Van Ellig and carried, authorizing the Chairman of the Board to sign a joint powers agreement between the Soil & Water Conservation Districts and the counties of Swift, Stevens, Big Stone, Douglas, Grant and Otter -Tail County for improvement of water quality and reduction of flooding in the watershed of the Pomme De Terre River. Upon motion made by Andy Leitch, seconded by Bert Hovland and car- ried, the following paym~nts for right-of-way in connection with CSAH #81 were approved: W:ayne & Mary '.Nelson Anton V. Nelson Peter & Ruby Van Santen Michael & Patricia Van Santen Arnold & Grace Norberg $ 167.40 5,481.85 7,111.84 4,900. 0-0 Motion was made by Van-Ellig, seconded by Sydney Nelson and car- ried with Andy Leitch and Hub Nordgren voting "no", to adjust Wm. Kalar 1 s salary to show an increase of $204.50 monthly commencing July 1, 1981. Motion was made ,by Bert Hovland, seconded by Van Ellig and carried unanimously, to make· a bookkeepin·g adjustment to correct the salary of Peggy Nash, commencing July 1, 1981, payable out of County Revenue funds, auditor's budget;increase. The matter of unused sick leave benefits for retiring or terminating employees was again brought before the.Board. Motion was made by Andy Leitch to amend the personnel policy to include the payment of 75 percent of accumulated sick leave towards medica~. coverage upon retirement at age 58 or older. The motion was seconded by Bert Hovland. After considerable discussion, the motion-faiJ:ed:,with · Van Ellig-and Sydney Nelson voting_ "no"·, Bert Hovland being absent. Upon motion made by Hub Nordgren, seconded by Van Ellig and carried, the application of Pat Schleeter for:·permit to hold public dances at Leaf Lake Ballroom was approved. Motion was made by Sydney Nelson, seconded by Andy Leitch and car- ried, to approve a blanket faithful performance bond for the following positions: County Recorder $5,000.00 County Sheriff 5,000.00 Social Services Director 10,000.00 Clerk of Court 5,000.00 County Attorney 5,000.00 County Coroner 5,000.00 County Auditor 5,000.00 Upon motion made by Andy Leitch, seconded by Bert Hovland and carried with Sydney Nelson and Hub Nordgren voting "no", the following resolution was adopted: ., RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, in accordance with a Procedural Agreement between the Minnesota Department of Natural Resources and the U.S. Fish and Wildlife Ser- vic~, dated May 23, 1962, certification by the County Board of Commissioners for acquisition of lands by the U. S, Fish and Wildlife Service is requested, and WHEREAS, representatives of the U. S. Fish and Wildlife Service met withthe Board of Commissioners on July 21, 1981 and informed said Board that a waterfowl easement had been secured from Hazel Jenson, et al, on the S½SE¼ of Section 26-132-43, NOW, THEREFORE, BE IT RESOLVED, the County Board of Otter Tail County does hereby approve the above waterfowl easement acquisition by the U.S. Fish and Wildlife Service. MN and $253,952.45 259,657.50 273,594.56 289,605.12 295,033.94 296,518.96 298,567.34 299,439.16 311,599.18 314,196.34 328,513.18 349,648. 8,0 After consideration, motion was made by Andy Leitch, seconded by Sydney Nelson and carried, to accept the bid of Evavold-Vikesland Construction, Fergus Falls, MN and Strom Construction, Brandon, MN, j•oint venture, in the amount of $253,952.45, being the lowest bid. Motion was made by Andy Leitch, seconded by Sydney Nelson and carried, to authorize the County Engineer to appoint Rus·sel Evjen as Assistant County· Engineer, with an increase of 4.47% over current salary and an additional 4.47% after a successful probationary period of six months. _r -WEDNESDAY'S SESSION - Pursuant to adjournment, the Board of County Commissioners of Otter Tail County met at 9:30 a.m., Wednesday, August 12, 1981, all members present. Larry Oltman of Blowers Township appeared before the Board relai:;ive to a township road problem in Section 21, No action taken. The Board, having previously advertised for bids to be received for the county's group hospitalization and major medical coverage, proceeded to open·· bids which were found to be as follows: Blue Cross and Blue Shie.ld of Minnesota: Employee only Dependents Total Family $47.65 '71.44 $119.09 After discussion, motion was made by Andy Leitch, seconded by Hub Nordgren and c~rried, to accept the bid of Blue Cross and Blue Shield of Minnesota in the total amount of $119.09, it being the only bid. Richard Barry appeared before the Board on behalf of the Pelican Lake Property Owners Association, requesting support for the concept of a lake- shore conservation district in the Pelican Lake, Little Pelican, Fish Lake and Bass Lake area. No formal action taken. Arnie Hemquist, Otter Tail Lake Property Owners Ass'n, appeared before the Board relative to problems of Dutch Elm disease in the County. No action taken. The matter of payment of sick leave on termination came before the board for final action. Motion was made by Andy Leitch to grant payment of 75 percent of accumulated sick leave towards medical coverage upon retirement at age 58 or older, except law enforcement employees who are eligible to retire at age 55 under P.E.R.A •. The motion was seconded by Bert Hovland and carried with Van Ellig and Sydney Nelson voting "no". Motion was made by Andy Leitch, seconded by Van Ellig and carried~ authorizing the County Auditor to project the yearly cost for sick leave benefits for retiring employees for the purpose of including funding ih .the budget. I Larry Krohn, Executive Secretary, requested permission to commence a job classification survey of all county employees. Motion was made by Van Ellig, seconded by Sydney Nelson and carried, to authorize the job•classiffcation study and encouraged all department heads to cooperate in the study. Upon motion made by Sydney Nelson, seconded by Bert Hovland and carried, the plat of Star Point Estates, located in Section 12-135-4~was approved. Motion was made by Sydney Nelson, seconded by Bert Hovland and car- ried, to approve the plat of Clear View Beach, located in Section 13-135-41. ·'·""' ~· .
