HomeMy WebLinkAboutBoard of Commissioners - Minutes - 07/13/1981MINUTES OF THE REGULAR MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to Statute, the .Board of County Commissioners of Otter Tail County met at 9:30 a.m., Monday, July 13, 1981 with Sydney Nelson, Berton Hovland, Andy Leitch, A. Hubert Nordgren and Van R. Ellig present. Tom Domack, Field Sales Representative of the Pitney Bowes Company appeared bef<Dre the Board and presented a demonstration on an electronic automatic postage scale. After.discussion, motion was made by Van Ellig to try said machine for a day or two for a sampling. The motion was seconded by Sydney Nelson and car- ried. A problem of unused sick leave as indicated in the personnel policy was brought before the Board. Motion was made by Andy Leitch to amend the personnel policy to read 75% of the accumulated unused sick leave, upon retirement under the provisions of P.E.R.A., be granted for insurance purposes. The motion was seconded by Van Ellig but withdrawn prior to vote. After more discussion, motion was made by Andy Leitch, seconded by Sydney Nelson and carried, to table action on unused sick leave provision for study by the county attorney. The following applications for funding through the Region IV West Central Regional Development Commission were considered:.• Otter Tail-Wadena Community Action -$25,000 for Community Food and Nutrition Otter Tail-Wadena Community Action -$208,917 for conduct and administration, Human Services Components Otter Tail-Wadena Community Action -$298,013 for·State Weatherization Project After discussion, motion wasmade by Hub Nordgren, seconded by Bert Hovland and car- ried, to recommend denial because of duplication of services. Sydney Nelson abstained. Karen Peterson, HRA Director, together with Floyd Hoff and Pete Hoff, HRA Board Members, appeared before the Board with a request of $4,210.00 for Otter Tail County's portion of the HRA Budget for the year 1981-1982. After discussion, motion was made by Van Ellig to approve budget request at $4,210.00, said amount being less than previous years. The motion was seconded by Bert Hovland and carried. i / Upon motion made by Sydney Nelson, seconded by Bert Hovlarnand carried, the following resolution wasadopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, the County Board on May 1, 1976 authorized a temporary transfer of $150,000 from the County Building Fund to the County Revenue Fund, and i.l. WHEREAS, funds are no longer required for immediate building purposes, and WHEREAS there2 remains in the County Building Fund a sum of $513,243.78 as of June 30, 1981, NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby approve the permanent transfer of said funds in the amount of $150,000, to the County Revenue Fund. ATTEST: Upon motion made by Sydney Nelson, seconded by Andy Leitch and carried, the following resolution was adopted: RESOLVED by the Board.of County Commissioners of Otter Tail County Minnesota, that WHEREAS the County Board on October 10, 1979, authorized a special assessment in the amount of $3,258.00 against the property owners along County Ditch #25, and WHEREAS it was determined sufficient amounts remained in the County Ditch #25 fund and assessments were not imposed for tax year 1980, NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby cancel the assessment of $3,258.00 against the property owners along County Ditch #25. Mr. Krekkelberg advised the board new information had been received through the M.P.C.A. and the E.P.A. and said information -would be reviewed prior to issuance of an opinion. Upon motion made by Bert Hovland, seconded by Sydney Nelson and carried, the following applications for reduction of assessed valuation were ap- proved: Herman Poss Pelican Township Steve Henry Dunn Township Terry W. With no further business, the Chairman adjourned the meeting until 9:30 a.m., Tuesday, July 14th, 1981. -TUESDAY'S SESSION - Pursuant to adjournment, the Board of County Commissioners of Otter Tail County met at 9:30 a.m., Tuesday, July 14th, 1981, with all members present. B. K. Soby, George Walter and Carol Swenson, representing the Otter Tail County Historical Society, appeared before the Board relative to the budget for the historical society for the year 1982, requesting an increase in the county's appropriation of ten percent over the year 1981. After considerable discussion, motion was made by Andy Leitchto grant an eight percent increase over the 1981 appropriation for the year 1982, for a total of $25,982.64. The motion was seconded by Van Ellig and carried with Bert Hovland voting "no". Motion was made by Bert Hovland, seconded by Sydney Nelson and carried, authorizing the County Auditor to advertise for bids to be received un- til 10:00 a.m., Wednesday, August 12th, for the county's group health insurance coverage, commencing September 1st. Helen Skramsted, County Recorder, appeared before the Board presen- ting quotations received from various firms and individuals for painting and re- decorating the office of the county recorder. After discussion, motion was made by Andy Leitch, seconded by Bert Hovland and carried, to accept the low quotation of Alfred Norgren, Fergus Falls, MN, in the amount of $2,050.00. Motion was made by Bert Hovland, seconded by Hub Nordgrenand car- ried, to approve theapplication of James Ditzig for license to sell non-intoxicating malt liquor at Riverside Cabins in Friberg Township. Upon motion made by Hub Nordgren, seconded by Andy Leitch and car- ried, the following applications for permit to allow consumption and display of in- toxicating liquor were approved: Erwin H. Volberding Parkway Inn Rocky's Resort Hi-Way Park Store & Ballroom Leaf Mountain Township Dora Township Elmo Township Upon motion made by Andy Leitch, seconded by Sydney Nelson and carried, with Van Ellig voting "no",, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, in accordance 'with a Procedural Agreement between the Minnesota Department of Natural Resources and the U. S. Fishand Wildlife Service, dated May 23, 1962, certification by the County Board of Commissioners for ac- quisition of lands by the U. S. Fish and Wildlife Service is requested, and WHEREAS, representatives of the U. S. Fishand Wildlife Service met withthe Board of Commissioners on July 14thand informed said board that a purchase agreement had been secured from Mr. and Mrs. Ernest G. Jensen on a metes and bounds described tract in the SE¼NW¼ of Section 30~131-43, and WHEREAS the above tract was considered along with all other acquisi~ions in the Township of Aastad, NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby deny approval of the aforementioned acquisition by the U. S. Fish and Wildlife Service, reason being too much land taken in Aastad Township now. Dated at Fergus Falls, Minnesota this 14th day of July, 1981. ATTEST: Clerk Upon motion made by Bert Hovland, seconded by Van Ellig and carried, the following resolution was adopted; with Syd Nelson and Hub Nordgren voting "no"~ RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, in accordance with a Procedural Agreement between the Minnesota Department of Natural Resources and the U. S. Fish and Wildlife Service, dated May 23, 1962, certification by the County Board of Commissioners for acquisition of landsby the U. S. Fish and Wildlife Service is requested, and WHEREAS, representatives of the U. S. Fish and Wildlife Service met with the Board of Commissioners on July 14, 1981 and informed said Board that a waterfowl easement had been secured from Mr. and Mrs. Arthur J. Miller on the SE¼NW¾ and NE¾SW¾, less the railroad right-of-way, and the east 2 rods of the NE¼NW¾ lying south of the road, in Section 28-133-43, NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby approve the above request for acquisition by the U.S. Fish and Wildlife Ser~ vice. ATTEST; ~~J Clerk Upon motion made by Bert Hovland, seconded by Van Ellig and carried with Andy Leitch and Hub Nordgren voting "no", the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, in accordance with a Procedural Agreement between the Minnesota Department of Natural Resources and the U. S. Fish and Wildlife Ser- vice, dated May 23, 1962, certification by the County Board of Commissioners for acquisition of lands by the U. S. Fish and Wildlife Serviceis requested, and WHEREAS, representatives of the U.S. Fish and Wildlife Service met withthe Board of Commissioners on July 14, 1981 and informed said Board that a purchase agreement had been secured from Erhards Grove Township on Sublots C through J of the Lakeside Addition to Erhard, except approximately the south 600 feet of the east 300 feet, Section 28-135-43, NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby approve the aforementioned acquisition by the U. S. Fish and Wildlife Service. Dated at Fergus Falls, Minnesota this 14th day of July, 1981. ATTEST: Clerk Upon motion made by Andy Leitch, seconded by Bert Hovland and· carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, on August 19, 1980, the County Board accepted the bid of Conroy Construction Company, Dumont, MN in the amount of $247,579.36 for grading and aggregate surfacing on C.P. 80:117, and WHEREAS, the above contract has now been completed tothe satis- faction of the County Board at a total cost of $260,588.33, an increase of $13,008.97 due to overruns on excavation, aggregate surfacing, pipe culverts and sodding, NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby authorized and directed to issuea warrant in the amount of$37,065.34 payable to Donald Conroy Construction Company, Dumont, MN as final payment thereof. ATTEST: Clerk Kenyon Rudd, Clerk of District Court, appeared before the Board and express~d thanks on behalf of Judge Gray for the air-conditioning in the court room. Mr. Rudd also expressed the desire to be relieved of the driver license responsibility in the office of the Clerk of Court. Alternatives were discussed, no action taken. Upon motion made by Sydney Nelson, seconded by Bert Hovland and carried, the County Engineer was authorized to secure quotations for fuel tank installations at Pelican Rapids, Perham and Vining. Upon motion made bylhdy Leitch, seconded by Bert Hovland and carried, the County Auditor was authorized to issue advance payments totaling $1,417 in three monthly installments, to the Fergus Falls Community College, representing Otter Tail County's portion of the workstudy program through the college.
