HomeMy WebLinkAboutBoard of Commissioners - Minutes - 06/23/1981MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to adjournment, the Board of County Commissioners of Otter Tail County Minnesota met at 1:00 p.m., Tuesday, June 23, 1981, all members present. Commissioner Ellig was appointed by the Chairman of the Board to represent Otter Tail County on the Otter Tail County Historical Committee for long range planning. Motion was made by Andy Le1tch, seconded by Van Ellig and carried, to transfer all appropriated funds to the Soil & Water Conservation District, book- keeping to be taken care of in the Soil & Water Conservation District offices rather than the County Auditor's office. A petition signed by various owners of property on Deer Lake calling for exclusion from the Otter Tail Lake Area Sewer District was presented to the Board. Motion wasmade by Andy Leitch, seconded by Van Ellig and carried, to accept said petition and the County Auditor was ordered to place on file. Andy Leitch moved to change the required hearing dates in connection with Revenue Sharing Funds to 10:00 a.m., Wednesday, September 9th, 1981 for the proposed use hearing and 2:00 p.m., Tuesday, September 22, 1981 for the budget hearing. The motion was seconded by Sydney Nelson and carried. Sydney Nelson moved to approve the plat of Star Lake Heights, located in Section 4-135-41. The motion was seconded by Bert Hovland and carried. Sydney Nelson moved to approve the plat of Lenius Beach, 2nd Add'n, located in Section 2-136-40. The motion was seconded by Andy Leitch and carried. Upon motion made by Bert Hovland, seconded by Van Ellig and carried, the following applications for special use permit were approved: Leonard Hillstrom Lida Township Delford C. Becke Rush Lake Township Robert E. Rife Dunn Township Construct road (subject to conditional requirements) Level mounds and restore sand loss (subject to conditional requirements) Establish flea market for 50 stalls Bert Hovland moved to approve the application of G. Richard Lyon, Jr., Lyon Plumbing and Heating, Pelican Rapids, for sewage disposal system cleaners license, subject to posting of bond. The motion was seconded by Sydney Nelson and carried. Upon motion made by Andy Leitch, seconded by Bert Hovland and car- ried, the following applications for license to sell non-intoxicating malt liquor were approved: Thomas Saloka Mil ton Baglien Otter Tail Lake Camp Ground Adamson-Norman Post No. 30 Everts Township Buse Township Upon motion made by Andy Leitch, seconded by Sydney Nelson and car- ried, the following applications for permit to allow consumption and display of intoxicating liquor were approved: Albert H. Barnett Reuben Finkelson Pebble Lake Golf Club, Inc. Resort & Campground Buse Township Tumuli Township Representatives of the Pelican Lake Property Owners Association appeared before the Board relative to the proposed Pelican area sewer district. After considerable discussion, motion was made by Bert Hovland, seconded by Van Ellig and carried, to proceed with the facility study on Pelican Lake utilizing grant funds available with the property owners paying the local share of the costs. Duane Thompson appearect before the Board requesting the County pay costs for blending landscaping on Mr. Thompson's property resulting from construc- tion of County Road #117. Motion was made by Van Ellig, seconded by Sydney Nelson, to deny said request. After discussion, motion was made by Hub Nordgren, seconded by Bert Hovland and carried, to table action until September 22nd. The matter of the labor agreement with the Teamster's Union was brought up for final action. After discussion, motion was made by Van Ellig, seconded by Sydney Nelson and carried with Andy Leitch voting "no", to approve the contract as presented with Appendix A salary schedule for head dispatcher/ jailer at $1,366 per month. Upon motion made by Van Ellig, seconded by Andy Leitch and car- ried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS the City of Fergus Falls has been honored with the distinction of "All American City" through efforts put forth by the residents of the City of Fergus Falls together with the Chamber of Commerce and other service organizations, NOW, THEREFORE, BE IT RESOLVED, the County Board of Otter Tail County does hereby commend the City of Fergus Falls Minnesota in the honor of being named an "All American City". ATTEST: >4,/, ,,.) /3v,f,,_viJ Cierk Upon motion made by Van Ellig, seconded by Bert Hovland and carried, the following'resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS 1981 marks the centennial anniversary of the City of Underwood, and WHEREAS, the residents of the City of Underwood are commemorating the centennial anniversary with appropriate festivities July 3, 4 and 5, 1981, NOW, THEREFORE BE IT HEREBY RESOLVED, the Board of County Commissioners hereby extends support of said festivities and commends the City of Underwood on the commemoration of the Centennial Anniversary. Motion was made by Bert Hovland, seconded by Sydney Nelson and car- ried, to deny the application of Curtis & Myrtle Toso for reduction of assessed valuation on property in the City of Rothsay.
