HomeMy WebLinkAboutBoard of Commissioners - Minutes - 05/26/1981MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to adjournment, the Board of County Commissioners of Otter Tail County met at 12:45 p.m., Tuesday, May 26, 1981, all members present. Upon motion made by Andy Leitch, seconded by Bert Hovland and car- ried, the bill for the completion of the facility plan study on the Otter Tail Sewer District was approved in the amount of $4,800.00 payable to Ulteig Engineers, Inc., Fargo, North Dakota. Motion was made by Van Ellig, seconded by Sydney Nelson and carried, to appoint John Sethre to the Otter Tail County Extension Committee; to replace Max Kroneman who has resigned effective June 1, 1981, term expiring December 31, 1981. The Board considered various proposals for a water supply to serve the park at Phelps Mill, after which motion was made by Andy Leitch, seconded by Bert Hovland and carried with Van Ellig voti_ng "no", to accept the proposal of Barry's Excavating, Underwood, MN, for running 250 feet of pipe, underground, from the well at the house, at a total cost of $935.00 to include all material and labor. The County Engineer appeared before the Board and presented a petition from various property owners in the River Oaks and River Oaks Add'n adjacent to the City of Fergus Falls, calling for a right-hand turn lane into River Oaks Addition on County Road Number 15. After discussion, motion was made by Andy Leitch, seconded by Bert Hovland and carried, to accept said petition and negotiate with the Townships of Buse and Fe~gus Falls for said construction. Motion was made by Andy Leitch, seconded by Bert Hovland and carried, to authorize the acquisition of right-of-way for the construction and repair of County Road #81 on the east side of Eagle Lake. Motion was made by Andy Leitch, seconded by Bert Hovland and carried with Sydney Nelson voting "no", to purchase the Roger Nelson property for addition to Phelps Mill Park, pursuant to agreement, contingent upon grant funds, total purchase price of $46,500.00for approximately 2.43 acres. i Upon motion made by Bert Hovland, seconded by Van Ellig and car- ried, thefollowing resolution was adopted: RESOLVED by theBoard of County Commissioners of Otter Tail County Minnesota, that WHEREAS, in accordance with a Procedural Agreement between the Minnesota Department of Natural Resources and the U. S. Fish and Wildlife Service, dated May 23, 1962, certification by the County Board of Commissioners for acqui- sition of lands by the U. S. Fish and Wildlife Service is requested, and WHEREAS, representatives of the U. S. Fish and Wildlife Service met with the County Board on May 26, 1981 and informed said Board that a waterfowl easement had been secured from Mr. and Mrs. Frank 0. Prim on the SE\SE¼ of Section2 and the NE¼NE¼ of Section 11 -135 -44, NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby ap- prove the aforementioned waterfowl easement acquisition by the U. S. Fish and Wildlife Service. Dated at Fergus Falls, Minnesota this 26th day of May, 1981. ATTEST: Clerk Pursuant to Minn. Stat. 375.025 and notice thereof, a hearing was conducted for the purpose of redistricting Otter Tail County to comply with requirements after filing of the Federal Census. After listening to the various interested parties, motion was made by Van Ellig, seconded by Sydney Nelson and carried, with Andy Leitch and Hub Nordgren voting no, to remove Star Lake Township from Commissioner District #1, and set into Commissioner District #2, remove Amor Township from Commissioner District #2 and set into Commissioner District #4, and the following resolution was adopted: RESOLVED by theBoard of County Commissioners of Otter Tail County Minnesota, that WHEREAS the Commissioner Districts of Otter Tail County as presently constituted, to not comply with the standards set forth in Minn. Stat. 375.025, and WHEREAS, the County Board having given published notice of their intent to redistrict the County as provided by Minn. The County Sheriff appeared before the Board and presented various proposals for the replacement of carpet in certain areas of the law enforcement cen- ter. After discussion, motion was made by Andy Leitch, seconded by Bert Hovland and carried, to authorize the County Sheriff and the Chief of Police to select the re- placement carpet. Motion was made by Sydney_Nelson, seconded by Andy Leitch and car- ried, authorizing the County Sheriff to select low bid for motor and trailer for use in Boat & Water Safety program. The Sheriff's Department Teamsters Union Agreement was presented to th_e County Board. Motion was made by Andy Leitch, seconded by Sydney Nelson and carried, to table action on said agreement until the June meeting for certain clari- fication.
