OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County Minnesota met at 12:50 p.m., 'l'uesday, April 21, 1981, all
members present.
Howud Peterson appeared before the Board with an application
for. permit to allow consumption and display of intoxicating liquor at the
Prairie Moon in Amor Township. After considerable discussion,·motion was made
by Sydney Nelson, seconded by Van Ellig aud carried, with Bert Hovland and
Andy Leitch voting "no", to concur with the Amor Town Board and grant the set-up
license for the Prairie Moon.
Motion was made by Bert Hovland, seconded by Andy Leitch and car-
ried, to approve a preliminary plat of Ridgewood Estates, to be located in Section
5-132-43 and Sections 32 and 33-132-43, contingent upon receipt of the title opinion.
Motion was made by Bert Hovland, seconded by Sydney Nelson and car-!.\·.1
ried, to approve a preliminary plat of Henry's Hill, 3rd Add'n, to be located in
Section 27-137-42.
Motion was made by Sydney Nelson, seconded by Van Ellig and carried,
to approve a p~eliminary pat of Oak Shore, 2nd Add'n, to be located in Section 36-
135-39.
Upon motion made by Bert Hovland, seconded by Andy Leitch and carried,
the following applications for special use permit were approved:

Motion was made by Bert Hovland, seconded by Van Ellig and carried,
to uphold the decision of the Otter Tail County Planning Advisory Commission and
deny the application of Robert Neubauer for special use permi~ to cut and fill on
his property in Dane Prairie Township.
Motion was made by Sydney Nelson, seconded by Van Ellig and carried,
to approve the following applications for sewage disposal installers license, sub-
ject to posting of bond:

Motion was made by Van Ellig, seconded by Hub Nordgren and carried,
to approve an application of Bob Bergh .for sewage disposal system cleaners license
for Otter Tail Sewer & Water, Fergus Falls, MN.
Motion was made by Bert Hovland, seconded by Van Ellig and carried,
to explore, as a possible solution to the current· solid waste disposal problem,
the possibility of establishing mini collection stations, hauling some garbage
directly to permitted landfills and from all collection stations and creating
several modified landfills.
The matter of the bids received for the used self-propelled highway
chip spreader was brought before the Board for final action. After considerable
discussion, motion was made by Hub Nordgren·, seconded by Sydney Nelson and carried,
with Andy Leitch voting "no" to the purchase of any spreader, to accept the bid
of Borchert-Ingersoll, Inc., St. Paul, MN in the amount of $17,700.00.
Motion was made by Bert Hovland, seconded by Van Ell_ig and carried,
to grant a gambling permit to the VFW Post #874 in Sverdrup Township.
The matter of the establishment of the position of executive secretary
was brought before the Board for final action. After considerable discussbn, motion
was made by Van Ellig, seconded by Bert Hovland and carried with Andy Leitch and
Hub Nordgren voting "no", to accept the recommendation of the steering committee,
who reviewed the applications of W. E. Johnson, Steven Andrews, Larry Krohn and
Allen Keller, and hire Larry K~ohn as part time executive secretary , position to
reviewed in six months.
Upon motion made by Andy Leitch, seconded by Bert Hovland and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, on April 7, 1981 the County Board accepted the bid
of Minnesota Motor Company, in the amount of $16,530.75 for two 1/2 ton
pickup trucks, Unit #23 in the amount of $8,044.30 and Unit #54 in the amount
of $8,486.45 for use by the highway department, and
WHEREAS, the above vehicles have been delivered tothe satis-
faction of the County Board at a total cost of $16,530.75,
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby
authorized and directed to issue a warrant in the amount of $16,530.75 in
full payment thereof.

WHEREAS, on February 4, 1981, the-County Board accepted the
bid of Fergus Dodge, Inc., Fergus Falls,.Minnesota in the amount of $15,950.00
for two 1981 Dodge Diplomat 4-dr. sedans, and
WHEREAS the above vehicles have now been delivemi to the satis-
faction of the County Board at a total cost of $15,950.00,
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby
authorized and directed to issue a warrant in the amount of $15,950.00 payable
to Fergus Dodge, Inc., Fergus Falls, Minnesota in full payment thereof.

Upon motion made by Sydney Nelson, seconded by Bert Hovland
and carried, the following resolution was adopted:
Resolved by the Board of County Commissioners of· Otter Tail
County Minnesota, that
WHEREAS, on November 25, 1980, the County Board accepted the
bid of Foundation Mechanics, Inc., El Segundo, California in the amount of
$46,965.00 for one Dynamic Deflection Test System, and
WHEREAS the above contract has been completed to the satis-
faction of the County Board at a total cost of $46,965,
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby
authorized and directed to issue a warrant inthe amount of $46,965, payable
to Foundation Mechanics, Inc., 421 East El Segundo Blvd., El Segundo, Cali-
fornia 90245, in full payment thereof.

Motien was made by Sydney Nelson, seconded by Bert Hovland and
carried, to approve the application of Margaret Frankberg for license to sell
wine at The Stone Hearth in Hobart Township.
Motion was made by Bert Hovland, seconded by Van Ellig and carried,
to call for a hearing to be held at 2:00 p.m., Tuesday, May 26th, 1981, for the
purpose of redistricting the county to conform with standards set forth in Minn.
Stat. 375.025 following the official census of 1980.
Motion was made by Andy Leitch, seconded by Bert Hovland and car-
ried, to approve payment of a 1977 tax by Mr. George Fenske on property in Bell &
Austin's Add'n to the City of Fergus Falls, without penalty, due to an error in
splitting descriptions by county offices with no statements being mailed,to the
correct owner.
Upon motion made by Bert Hovland, seconded by Sydney Nelson and
carried, the County Sheriff was authorized to negotiate with the City of Fergus
Falls for the purchase of two used cars from the City of Fergus Falls.
Upon motion made by Hub Nordgren, seconded by Andy Leitch and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, application for repurchase has been made by Allen
D. Hanson, President of Ottertail Retread, Inc., owner of record of Lots 1,
2 and 3, Block 2, True's Add'n to the City of Ottertail, said property having
forfeited to the State of Minnesota for non-payment of taxes, and
WHEREAS, the sum of $163.53 has been paid, representing the
aggregate of all delinquent taxes and assessments, with penalties, costs and
interest,
NOW, THEREFORE BE IT RESOLVED, the County Board does hereby
approve the above mentioned application, to be in the best public interest
and relieve undue hardship.

RESOLUTION AMENDING SHORELAND MANAGEMENT
AND SUBDIVISION CONTROL ORDINANCES OF
OTTER TAIL COUNTY
Upon motion made by Van Ellig, seconded by Bert Hovland, and carried,
the following resolution was adopted:
WHEREAS, the Otter Tail County Board previously directed the County
Attorney's Office and Shoreland Management Office to draft amendments to the
Subdivision and Shoreland Ordinances of Otter Tail County, and
WHEREAS, certain amendments have been proposed to the County Board which
it finds acceptable and necessary to the enhancement of the public health and
welfare of Otter Tail County, and
WHEREAS, a public hearing was held according to law on the proposed
amendments to the said Ordinances on March 31, 1981 at 1:30 p.m.
NOW, THEREFORE, BE IT RESOLVED that the Subdivision Controls Ordinance
and Shoreland·Management Ordinance of Otter Tail County be amended as is
reflected in the official copy on file in the Auditor's Office of Otter Tail
County and summarized as follows:
1. Subdivision Controls Ordinance is an ordinance controlling the
subdivision of lands in Otter Tail County. The amendments made tci 'the
ordinance were made to bring the ordinance in compliance with state law and
to change other technical requirements of the ordinance. The main change
made to the ordinance was to provide that no subdivision of property under
. ' two and one-half acres can be made without the property being platted in
accordance with the Subdivision Contro~s Ordinance. A fee schedule was a~so
established for subdivision matters.
2. The Shoreland Management Ordinan~e-of Otter Tail County governs the
use of property within 1,000 feet of all lakes and 300 feet of all rivers and
streams in Otter Tail County. Changes were made in this ordinance to bring
it in compliance with state law. A fee schedule was adopted for shoreland
matters. The term building permit was changed to site permit. Certain changes
were made in setback requirements. Sewage regulations in conformity with
6 MCAR 4.8040 were incorporated into the ordinance. Krebs Lake was reclassified
as a natural environment lake.
