MINUTES OF THE ADJOURNED MEETING
OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County met at 12:30 p.m., Tuesday, March 24, 1981 with all members
present.
Motion was made by Sydney Nelson, seconded by Andy Leitch and
carried, to enter into agreement with the Association of Minnesota Counties
for the FMC 74-4 indirect cost allocation plan for the year 1981, and the
board chairman was authorized to execute said agreement on behalf of OtterTail
County.
Upon motion made by Bert Hovland, seconded by Andy Leitch and
carried, the following applications for county on sale intoxicating liquor license·

Motion was made by Van Ellig, seconded by Andy Leitch and carried,
to table action on the applications of Rodney Olson, Last Resort, Elizabeth Town-
ship, for permit to hold public dances, permit to allow consumption and display
of intoxicating liquor and license to sell non-intoxicating malt liquor.
The Board, having previously advertised for bids to be received
for seasonal supply of rock salt, proceeded to open bids which were found to be
as follows:
Cutler-Magner Company, Duluth, Minnesota $37.22 per ton
Cargill Salt:, Minneapolis, Minnesota 41.66 per ton
Morris Livestock Express, Inc. , Morris, MN 43.10 per ton

After consideration, motion was made by Sydney Nelson, seconded
and carried, to award the contract to Cutler-Magner Company,
Duluth, Minnesota in the amount of $37.22 per ton, being the lowest bid.
The Board, having previously advertised for traffic marking paint
and beads, proceeded to open bids which were found to be as folbws:

After consideration, motion was made by Sydney Nelson, seconded by
Bert Hovland and carried, to accept the bid of Forman Ford Paint, Inc., Golden
Valley, MN for white paid in the amount of $5.07 and yellow paid in the amount
~f $5.10, being the lowest bid.

Motion was made by Bert Hovland, seconded by Van Ellig and carried,
to participate in the Erhard Community Park Project, contingent upon approval and
clearance by the County Attorney.
Upon motion made by Andy Leitch, seconded by Sydney Nelson and
carried, the following resolution was adopted, with Van Ellig voting "no",
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, construction and maintenance of Minnesota's road sys-
tem is essential to the safe and efficient delivery of goods, services, and
people throughout this state, and
WHEREAS, pending legislation in the Minnesota Legislature offers
a proper mix of revenue sources that would minimally meet present needs of the
state, and particularly the counties,
NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board
of Commissioners hereby endorses and recommends passage of legislation that
would accomplish the goals of a) Governor Quie as set in his message of March
3, 1981, orb) the Joint Legislative Select Committee on Transportation as set
forth the preceding month.
BE IT FURTHER RESOLVED that copies of this resolution be for-
warded to Otter Tail Count,Y legislators, the Chairman of the House and Senate
Transportation Committees, the House and Senate Leadership, and Governor Quie.

Richard Berge of the West Central Regional Development Commission
appeared before the Board relative to the grant application for funds for acquisition
of additional property at Phelps Mill, and progress to date. Motion was made by
Bert Hovland, seconded by Van Ellig and carried with Sydney Nelson voting "no",
authorizing the Board Chairman to execute the appropriate documents on behalf of
Otter Tail County.
Motion was made by Andy Leitch, seconded by Bert Hovland and carried,
to approve the plat of Loomer's Add'n to Beverly Beach, located in Section 26 -
133 -40.
Upon motion made by Van Ellig, seconded by Bert Hovland and carried,
the following applications were approved, subject to conditional requirements:

Motion was made by Andy Leitch, seconded by Sydney Nelson and carried,
to approve the preliminary plat of Anchor's Bay, to be located in Section 31 -132 -
39.
Motion was made by Bert Hovland, seconded by Van Ellig and carried,
to uphold the decision of the Otter Tail County Planning Advisory Commission and
deny approval of the preliminary plat of Henry's Hill, 5th Add'n, Section 27-137-42.
A proposed auditor's subdivision plat was presented to the Board
by Bob Fritz for property in Elizabeth Township. After considerable discussion,
motion was made by Bert Hovland, seconded by Van Ellig and carried, with Hub Nord-
gren and Andy Leitch voting "no".
Motion was made by Sydney Nelson·, seconded by Bert Hovland and car-
ried, to appoint Harvey Blanshan to the Viking Land -USA Board of Directors.
Motion was made by Andy Leitch, seconded by Van Ellig and carried,
authorizing the County Engineer to hire additional help for the summer season,
not to exceed thirteen.
Motion was made by Hub Nordgren, seconded by Andy Leitch and carried,
to participate in upgrading warning and a grade crossing on CSAH #46, Maine Street
City of Parkers Prairie, Soo Line Railroad Company, at 10% of the total cost.
Upon motion made by Bert Hovland, seconded by Van Ellig and
carried, with Sydney Nelson and Hub Nordgren voting "no", the following resolu-
tion was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, in accordance with a Procedural Agreement between the
Minnesota Department of Natural Resources and the U. S. Fishand Wildlife Service,
dated May 23, 1962, certification by the County Board of Commissioners for acqui-
sition of lands by the U. S. Fish and Wildlife Service is requested, and
WHEREAS, representatives of the U. S. Fish and Wildlife Service
met with the County Board on March 24th, 1981 and informed said Board t_hat a
waterfowl easement had been seuured from Mr. and Mrs. Wesley G. Haave on the
NE¾SE\, S½SE¾ of Section 15 -133 -44,
NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby
approve the aforementioned waterfowl easement acquisition by the U. S. Fish and
Wildlife Service.

sition of lands by the·U. S. Fish and Wildlife Service is requested, and
WHEREAS, representatives of the U.S. Fish and Wildlife Service
met with the Board of Commissioners and informed said Board that a waterfowl
easement had been secured from Mr. and Mrs. Edwin E. Eide on the SE¼, except the
north 338.00 feet of the south 1,258.55 feet of the EE.st 580.00 feet of Section
10 -133 -44, and the S½NW¼, N½SW¼, the west 1 rod of the SW¼SW¼ of Section 33 -
135 -44,
NOW, THEREFORE BE IT RESOLVED, the County Board does hereby
approve the aforementioned waterfowl easement acquisition by the U.S. Fish and
Wildlife Service.

RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, in accordance with a Procedural Agreement between the
Minnesota Department of Natural Resources and the U. S. Fish and Wildlife Ser-
vice, dated May 23, 1962, certification by the County Board of Commissioners
for acquisition of lands by the U. S.-Fish and Wildlife Service is requested, and
WHEREAS, representatives of the U.S. Fish and Wildlife Service
met withthe County Board on March 24, 1981 and informed said Board that a water-
fowl easement had been secured from Mr. and Mrs. Peter 0. Tungseth on the NW¾,
NE¼SW¾, NW¾SW¾ lying north of the Interstate 94 right-of-way in Section 14, and
the NE¾NE¼, SE¾NE¾ lying north of the Interstate 94 right-of-way, NE¾SE¾, except
the Interstate 94 right-of-way~ in Section 15, all in 132 -43,
NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby
approve the aforementioned waterfowl easement acquisition by the U. S. Fish and
Wildlife Service.

RESOLUTION
Upon motion made by __ B_e_r_t_H_o_v_l_a_n_d ____ , seconded by Hub Nordgren
and carried, the following resolution was adopted:
RESOLVED, by the Board of County Commissioners of Otter Tail County,
Minnesota, that
WHEREAS, the Otter Tail County Board met on Wednesday, August 20, 1975,
and received a petition for the establishment of a Sanitary Sewer District,
said district to be named the Otter Tail Area Sewer District;
WHEREAS, at the same meeting said Board did authorize the County Auditor
to file, sign, and apply for various grants to finance the Otter Tail Area Sewer
Project and receive and make payment of costs and disbursements;
WHEREAS, said project has the support of the Minnesota Pollution Control
Agency and the Federal Environmental Protection Agency;
WHEREAS, said petition for said public improvement did show overwhelming
public support from said property owners and interested property owners;
. . .
WHEREAS, said project has and now enjoys: unanimous ·support from the
Otter Tail County Board in order to abate pollution and bring the affected
properties into compliance;
WHEREAS, in order to accomplish the above and bring the property involved
into compliance with state and local sewage treatment standards,
NOW, THEREFORE, BE IT RESOLVED that the Otter Tail County Board unanimously
supports House File 862 sponsored by David Fjoslien which authorizes the County
Board to grant certain powers for a district created under Minnesota Statutes,
Chapter 116A, without financial loss or liability attached to said County.

Motion was made by Sydney Nelson, seconded by Van Ellig and carried,
to assume one-fdurth of the cost involved, not to exceed $300.00, for moving of
R.E.A. highline poles along County Road #58, in Section 15 of Homestead Township,
Andy Leitch voting "no".
Motion was made by Van Ellig, seconded by Andy Leitch and carried,
to rescind a previous motion of this date and approve applications of Rodney Olson
for permit to allow consumption and display of intoxicating liquors and hold public

dances and lice~se to sell non-intoxicating malt liquor at the Last Resort in
Elizabeth Township.
Motion was made by Bert Hovland, seconded by Sydney Nelson and carried,
with Van Ellig Jnd Andy Leitch voting "no", to authorize Andy Leitch and Van Ellig
to represent the county on mediation ~ith the union representing the sheriff's
department.
Motion was made by Andy Leitch, seconded by Van Ellig and carried,
to support the s:oncept of the establishment of a Veterans facility at the Fergus
Falls State Hospital and the Chairman of the Board was instructed to draft a
letter to the Department of Veterans Affairs to that effect.
Motion was made by Hub Nordgren, seconded by Andy Leitch and
carried, to approve an application of James W. Dodds for removal of building

value on property removed in Eastern Township.

~ith no further business, the Chairman adjourned the meeting
until 9:30 a.m.l Tuesday, April 7, 1981.
