HomeMy WebLinkAboutBoard of Commissioners - Minutes - 03/10/1981MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to adjournment, the Board of County Commissioners of Otter Tail County met at 9:30 a.m., Tuesday, March 10, 1981, all members present. Pursuant to published notice, a hearing was held relative to the use of Federal Revenue Sharing funds in connection with the county budget. After considerable discussion, motion was made by Andy Leitch, seconded by Bert Hovland and carried, to appropriate $400,000 of the Federal Revenue Sharing Funds for use by the County Highway Department for road construction and equipment pur- chase in the Road & Bridge Fund, withthe bal:nce of $237,069, going into the County Revenue Fund for capital expenditures, expenses involved in setting up the position of executive secretary, implementing handicapped requirements, and other miscellaneous expenditures. Stan Morrill of S & C Computer Services appeared before the Board presenting services available through said firm. The County Sheriff, having pre'\liously been authorized to obtain quo- tations for the purchase of two automobiles, presented quotations from var.bus car dealers in the area. After considerable discussion, motion was made by Andy Leitch, seconded by Van Ell_ig and carried, to approve purchase and payment of a 1980 Dodge Aspen, demonstration unit with 3,600 miles, from Fergus Dodge, -INc., Fergus Falls, MN at a cost of $6,500.00. Motion was made by Van Ellig, seconded by Bert Hovland and carried, to purchase a 1981 Chevrolet Citation, four cylinder, from Minnesota Motor Company, Fergus Falls, MN in the amount of $7,380.00. Motion was made by Andy Leitch, seconded by Hub Nordgren and carried, with Van Ellig and Bert Hovland voting "no", to increase the bailiff fees to $20.00 per diem. Representatives of the Minnesota Pollution Control Agency appeared before the Board relative to pollution and solid waste problems within the County. No action taken. Motion was made by Bert Hovland, seconded by Van Ellig and carried, authorizing the Otter Tail County Planning Advisory Commission to conduct a hearing for the purpose of revising the Otter Tail county ordinances as they pertain to subdivision controls and shoreland management. Representatives of the Investors' Diversified Services appeared be- fore the Board relative to promotion of their deferred compensation program. Motion was made by Van Ellig, seconded by Andy Leitch and carried, authorizing _Engineer Berends to attend a recycling seminar at the University of Wisconsin at Madison on April 27 and 28, 1981. Neuberger Donald M. & Barbara Lange Lakeland General Store (off-sale) Bob's Bait Maple Beach Resort Leaf Lake Grocery & Bait Dunn Township Friberg Township Lida Township Leaf Lake Township Don's Standard Service & Junction Inman Township Cafe I Upon motion made by Bert Hovland, seconded by Andy Leitch and carried, the following resolution was adopted: RESOLUTION WHEREAS, the County of Otter Tail has applied to the Commissioner of Transportation for a grant from the Minne~ota State Transportation Fund for the reconstruction of Bridge No. 56523 over the Otter Tail River and; WHEREAS, the application fgr the grant has been reviewed by the West Central Regional Development CQmmission, and; WHEREAS, the amount of the grant has been determined to be $39,819.55 by reason of ~he lowest responsible bid. NOW, THEREFORE, BE IT RESOLVED, that the County of Otter Tail does hereby affirm that any cost of the bridge in excess of the grant will be appropriated from funds available to th~ Courity of Otter Tail, and that any grant mqnies ~ppropr-iated for the b:t:idge but not required, based on the final estimate, shall be returned to the Minnesota State Transport'ation Fund. S. Fish and Wildlife Ser- vice, dated May 23, 1962, certification by the County Board of Commissioners for acquisition of lands by the U. S. Fish and Wildlife Service is requested, and WHEREAS, representatives of the U. S. Fish and Wildlife Service met with the County Board on March 10th and informed said Board that a water- fowl easement had been secured from Mr. and Mrs. Wilfred B. Zimmerman on Lots 5, 7, 12 and the north 20 rods of Lot 6, Section 1, and the S½NE\SE¾ of Section 1, all in 134 -44, NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby approve the aforementioned waterfowl easement for acquisition by the U. ATTEST: Upon motion made by Andy Leitch, seconded by Bert Hovland and carried, the following resolution was .adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, on August 19,1980, the County Board accepted the bid of Little Falls Machine, Inc., Little Falls, MN in the amount of $25,675.00 for three one way plows, three wings, one V-plow and transporting three trucks for mounting, and WHEREAS the above equipment has now been received to the satis- faction of the County Board at a total cost of $25,300, a decrease of $375.00 due to the Highway Department transporting the trucks for mounting, NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby authorized and directed to issue a warrant in the amount of $25,300.00 payable to Little Falls Machine, Inc., 305 Third St. S.W., Little Falls, MN in full payment thereof.
