OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA

Pursuant to adjournment, the Board of County Commissioners of
Otter-Tail County met at 9:30 a.m., Tuesday, February 3, 1981, all members present.
Gordon Bjoralt, West Otter Tail County Agricultural Inspector
appeared before the Board and presented the agricultural inspectors' annual re-
ports for the year 1980. Motion was made by Bert Hovland, seconded by Andy Leitch
and carried, to accept Mr. Bjoralt's report for West Otter Tail County, and motion
was made by Hub Nordgren, seconded by Sydney Nelson and carried, to accept the
report of Alva Krekula for East Otter Tail County.
A request by the various department heads and county officials
recommending the County Board study the possibility of creating a position of
executive secretary/personnel director was given considerable discussion, after
which motion was made by Van Ellig, seconded by Andy Leitch and carried, to
table any motion regarding the creation of executive secretary/personnel director
until the February 4th meeting.
A letter received from Paul Neuman, Chairperson of the Fergus
Falls Human Rights Commission and RickLong, Area Manager of the Fergus Falls Job
Service, relative to the position of supervisor of county parks was read and
acknowledged.
Motion was made by Sydney Nelson, seconded by Van Ellig and car-
ried, with Andy Leitch voting "no", to rescind the motion of January 20, 1981
to hire John Snowberg as park supervisor and advertise for the position.

Motion was made by Andy Leitch, seconded by Bert Hovland and
carried, to eliminate the position of park supervisor.
The Board, having previously advertised for bids for road signs
and posts, proceeded to open bids which were found to be as follows:
M-R Sign Co., Inc., Fergus Falls, MN
Newman Signs, Jamestown, ND
$21,779.20
No bid
After consideration, motion was'.made by Sydney Nelson, seconded
by Andy Leitch and carried, to accept the recommendation of the County Engineer
and award thecontract to M-R Sign Co.,. Inc., Fergus Falls, MN in the amount of
$21,779.20, beingthe only bid.
Motion was mqde by Sydney Nelson; seconded by Bert Hovland and
carried, to grant special aid to Gorman Township in the amount of $500.00 to

assist in a curve relocation in the SW¼SW¼ of Section 32, Gorman Township, east
side of Devils Lake.
Proposals were received for legal responsibility and representation
of all Otter Tail County interests in the nature of probates, trusts, wills and
estates, for probating estates of decedents with financial obligations to Otter
Tail County and after consideration, motion was made by Andy Leitch, seconded by
Sydney Nelson and carried, to accept the modified proposal of Terry L. Wiles as
follows:

Motion was made by Bert Hovland, seconded by Andy Leitch and carried,
to appoint Vic Pederson to the Otter Tail County Planning Advisory Commission to
finish the unexpired term of Curt Sproul who has resigned.
Motion was made by Andy Leitch, seconded by Bert Hovland and carried,
to re-appoint Florence Stock for a three year term to the Otter Tail County Extension
Committee.

RESOLUTION
Upon motion made by Van Ellig, seconded by Andy Leitch and carried, the
following resolution was adopted:
RESOLVED, by the Board of County Commissioners of Otter Tail'county,
Minnesota, that
WHEREAS, the County previously gave all departments a nine percent (9%)
across the board increase for salaries in 1981, and
WHEREAS, in certain situations this has not provided department heads with
an opportunity to recognize with merit increases certain deserving employees, and
WHEREAS, over the last few years certain disparities may have arisen in
salaries between departments, and
WHEREAS, the County Board desires to treat all employees fairly and
recognize merit where appropriate,
NOW, THEREFORE, BE IT RESOLVED that any department head of the County who
feels that an employee or employees of that department are significantly underpaid
for the duties performed, shall submit a request to the County Board for a pay
raise for said employee or employees prior to or at the meeting of the County
Board set for March 10, 1981.

carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, in accordance with a Procedural Agreement between the
Minnesota Department of Natural Resources and the U. S. Fish and Wildlife Service,
dated May 23, 1962, certification by the County Board of Commissioners for acqui-
sition of lands by the U. S. Fish and Wildlife Service is requested, and
WHEREAS, representatives of the U. S. Fish and Wildlife Service
met with the County Board on February 3, 1981 and informed said Board that a
waterfowl easement had been secured from Mr. Orville 0. Floberg in that part of
the S\;NW¾ of Section 12-135-44, described as follows: Beginning at a point on
the westline of said S½NW¾ a distance of 490 ft. southerly of the NW corner thereof,
thence north on said west line 490 1 , thence N89°19'20" Eon the Nly line of said
S½NW¾ a distance of 1.606 1 , thence S06°25'55" E 475', thence S 86°47' 50" W 1,659.80'
to the point of beginning, subject to public road over the westerly 33' thereof.
NOW THEREFORE, BE IT RESOLVED, the Otter Tail County Board does
hereby approve the above request for waterfowl easement acquisition by the U.S.
Fish and Wildlife Service.

acquisition of lands by the U. S. Fish and Wildlife Service is requested, and
WHEREAS, representatives of the U. S. Fish and Wildlife Service
met withthe Board of Commissioners on February 3, 1981 and informed said Board
that a waterfowl: easement had been secured from Mr. and Mrs. Vernon W. Hanneman
on the S½ Lot 6 and Lot 7, less a tract of land as recorded in Book 512, page 435,
of Section 6, and the SE1/Jffi¾, NE¾SE¾, ex. the south 1.0 rod, in Section 7, all in
133 -44,
NOW, THEREFORE, BE IT RESOLVED, the Otter Tail County Board does
hereby approve the above request for waterfowl easement acquisition by the U. S.
Fish and Wildlife Service.

carried, the following resolution was adopted:

for acquisition of lands by the U. S. Fish and Wildlife Service is requested, and
WHEREAS, representatives of the U. S. Fish and Wildlife Service
met withthe Board of Commissioners on February 3, 1981 and informed said Board
that a waterfowl easement had been secured from Mr. and Mrs. Harry Lindquist, Jr.
on Lot 6, E½SW¼, west 20.00 acres of NW¼SE¼ of Section 19-132-41, and Sublots
A, Band C, NE¼NW¼, NW¼NW¼, N½SE¼, E½NE¼, SW¼NE¼, South 2.0 rods of NW¼NE¼ of
Section 24-132-42, and from Mr. and Mrs. Andrew M. Lindquist, et al, on the NW¼NE¼,
except south 2.0 rods, Section 24-132-42, and the SE¼ of Section 13-132-42,
NOW, THEREFORE, BE IT RESOLVED, the OtterTail County Board does
hereby approve the above request for waterfowl easement acquisition by the U. S.
Fish and Wildlife Service.

Upon motion made by Hub Nordgren, seconded by Sydney Nelson and
carried with Andy Leitch voting"no", the County Auditor was authorized to itemize
the county bills for the financial statement, listing monthly only those warrants
for $100.00 or more, action taken because of publication costs.
John Haverland of the Perham area appeared before the Board calling
the Board's attention to a hazardous waste meeting to be held at the Senior High ..
Lecture Hall, Fergus Falls at 7:30 p.m., February 10th.
Motion was made by Bert Hovland, seconded by Van Ellig and carried,
to approve the plat of Lake View Beach, 3rd Add'n, to be located in Section 11-137-43.
Motion was made by Bert Hovland, seconded by Andy Leitch and carried,
to approve the application of David Ripley, Erhard, MN for sewage disposal installers
license for Ripley's Inc ..
Ken Skuza, engineer and Dick Smith ·of the Otter Tail Lake Sewer District
appeared before the Board and reported on progress to date.
Harry V. Peterson.appeared be~ore the Board requesting a continua-
tion of the surfacing of East Main in the.City of Fergus Falls, extending to U.S.
Highway 210 east of Fergus Falls. No action taken.
Motion was made by Bert Hovland, seconded by Andy Leitch and carried,
to pay the cost of a drain tile inserted in County Ditch #51 by Willmar Drain Tile
Company, in the amount of $96.00.
With no further business, the Chairman adjourned the meeting until
9:30 a.m., Wednesday, February 4, 1981.
-WEDNESDAY'S SESSION -
Pursuant to adjournment, The Board of County Commissioners of
Otter Tail County met at 9:30 a.m., Wednesday, February 4, 1981, all members
present.
Motion was made by Bert Hovland, seconded by Van Ellig and carried,
to approve renewal of the Public Official Renewal Schedule, position form, bond
effective January 1, 1981.
Motion was made by Andy Leitch, seconded by Van Ellig and carried,
to add one position to the position schedule bond to cover an additional clerk
in County Court, coverage, $1,000.00.
After receiving word from the engineer contracted to conduct the
required mini-maxi-audits of the courthouse, the original completion date of
April 1, 1981 cannot be met, motion was made by Sydney Nelson, seconded by Bert
Hovland and carried, to apply to the Minnesota Energy _Agency for an extension of
time.
The Board, having previously advertised for bids for two 1981
Police Model 4-dr. sedans for use by the sheriff's department, proceeded to open
bids which were found to be as follows:
Fergus Dodge, Inc., Fergus Falls, MN
Minnesota Motor Company, Fergus Falls, MN
Vaughn Chevrolet Co., New York Mills, MN

After discussion, motion was made by Andy Leitch, seconded by Van
Ellig and carried, to accept the bid of Fergus Dodge, Inc., Fergus Falls, MN, in
the amount of $15,950.00 being the lowest bid.
The matter of executive secretary/personnel director, tabled from
the meeting of February 3rd, was brought before the Board and after considerable
discussion, motion was made by Bert Hovland, seconded by Van Ellig and carried,
with Andy Leitch voting "no", to create a position of Executive Secretary to the
County Board and the County Auditor was authorized to advertise for the position.

Upon motion made by Sydney Nelson, seconded by Bert Hovland and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, Mary Kimball, Guardian for Michelle Dunn, owner of
record of the W 200' of NE\NE¾, S of O.T.Co. Rd 17, Ex. W 150' of S 105',
Section 23-137-41, has made application to repurchase the aforementioned
property, property having forfeited to the State of Minnesota for non-payment
of the 1976, and
WHEREAS, payment has been made in the amount of $31.20 covering
aggregate of all delinquent taxes, assessments, penalties, costs and interest,
NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby
approve the aforementioned application and grants permission to repurchase,
to be to the best public interest and relieve undue hardship.

Motion was made by Sydney Nelson, seconded by Bert Hovland and
carried, to appoint Ervin Tenter to the Otter Tail County Extension Committee,
for a three year term commencing January 1, 1981.
With no further business, the Chairman adjourned the meeting until
12:30 p.m., Tuesday, February 17, 1981.
