OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County Minnesota met at 1:00 p.m., Monday, December 22, 1980, all
members present.
Motion was made by Andy Leitch, seconded by Hub Nordgren and
carried with Bert Hovland and Sydney Nelson voting "no", to terminate Malcolm
K. Lee as manager of the Land & Resource Management office, according to the
provisions set forth in the county's personnel policy.
Motion was made by Andy Leitch, seconded by Bert Hovland and
carried, to approve payment in the amount of $369.50 to Robert Moe of Brooten,
Minnesota for expenses incurred in preparation workanalyzing OtterTail County's
solid waste plan and legislative research work on state agencies.
Motion was made by Andy Leitch, seconded by John Snowberg and
carried, to appropriate $600.00 out of the County Revenue Fund for use by the
Otter Tail County Humane Society.
Motion was made by Andy Leitch, seconded by Hub Nordgren and
carried, with Bert Hovland and Sydney,,:,Ne1son. voting "no", to advertise for the
position of Manager of the Land & Resource Management office.
Motion was made by Andy Leitch, seconded by Bert Hovland and car-
ried, to approve the application of Alois B. Spielman for special use permit to
build an earth sheltered home on Pt. of G.L. l in Section 28 of Tordenskje}d
Township, subject to conditional requirements.
Motion was made by Sydney Nelson, seconded by Andy Leitch ahd car-
to approve the plat of Oak Shores, located on Buchanan Lake in Sections 35 & 36 of
Rush Lake Township.
Motion was made by HubNordgren, seconded by Andy Leitch and carried,
to approve the renewal agreement with Corporate Risk Managers, Inc., Eden Prairie,
Minnesota to perform the administrative services for Minnesota Counties Workers'
Compensation Trust for one year effective December 4, 1980, at $2,700 per year or
$555.00 the first month and the balance in eleven monthly payments of $195.00.
Upon motion made by Bert Hovland, seconded by Andy Leitch and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, in accordance with a Procedural Agreement between the
Minnesota Department of Natural Resources and the U. S. Fish and Wildlife Ser-
vice, dated May 23, 1962, certification by the County Board of Commissioners
for acquisition of lands by the U. S. Fish and Wildlife Service is requested, and
WHEREAS, representatives of the U. S. Fish and Wildlife Servicemet
with the Otter Tail County Board on December 22, 1980 and informed said Board
that a waterfowl easement had been secured from Mr. and Mrs. Marvin Lemke, et al,
on the NE¼SE¼, S½SE¼ of Section 18, Lots6 & 7, N½NE¼, SW¾NE¼, NW¼SE¼ and the S½SE¼
except plat, Section 19, all in Township 135, Range 43,
NOW, THEREFORE BE IT RESOLVED, the Otter Tail County Board does
hereby approve the aforementioned waterfowl easement acquisition by the U. S.
Fish and WildlifeService.

Upon motion made by Andy Leitch, seconded by Sydney Nelson and
carried, the following resolutions calling for final payment on trucks were
approved:
RESOLVED by the Board of County Commissioners of OtterTail
County Minnesota, that
WHEREAS, on June 10, 1980, the County Board accepted the bid of
Super GMC Truck Sales, Inc., Fergus Falls, Minnesta in the amount of $63,541.36
for two heavy duty, single axle snowplowing dump trucks, and
WHEREAS the above contract has now been completed to the satis-
faction of the county board at a total cost of $63,241.36, a decrease of $300.00
due to hood modifications,
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby
authorized and directed to issue a warrant in the amount of $63,241.36 payable
to Super GMC Truck Sales, Inc., Fergus Falls, MN in full payment thereof.

RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, on June 10, 1980, the County Board accepted the bid
of Super GMC Truck Sales, Inc., Fergus Falls, Minnesota in the amount of $37,039.29
for one tandem axle, snowplowing dump truck, and
WHEREAS, the above has now been delivered to the satisfaction
of the county board at a total cost or $37,314.29, an increase of $275.00 due
to deduction of $150.00 for hood modification and an additional $425.00 for
undercoating and third gear hold,
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby
authorized and directed to issue a warrant in the amount of $37,314.29 payable
to Super GMC Truck Sales·, Inc. , Fergus Falls, MN in full payment thereof.

Upon motion made by Bert Hovland, seconded by Andy Leitch and
carried, the following resolution was adopted:
RESOLVED By the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, Minnesota Statutes 6.48 describes theduties of the State
Auditor insofar as examination of county's records, accounts, etc. with the pro-
vision that the State Auditor shall make a thorough examination of said county
records once each year if funds and personnel permit, and
WHEREAS, Minnesota Statutes 6.56 statesthat the county shall be
liable to the state for the total cost and expenses of such examination, in-
cluding the salaries paid to the examiners while actually engaged in making such
examination, and
WHEREAS, the cost of said examinations hasincreased at a much
greater amount than the limitation placed upon county governments for general
tax levies, and
WHEREAS, the State of Minnesotalm full control of the amount
of time,and costs to be charged against an individual county audit, with
the county having absolutely no control or input thereof,
NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County
Board of Commissioners hereby requests the Minnesota State Legislature to
amend the Minnesota Statutes to relieve the burden of the examination cost
from the counties and to place the cost onto the State of Minnesota, as is
done for other services by the State of Minnesota.

Upon motion made by Andy Leitch, seconded by Bert Hovland and
carried, the County Treasurer's bond in the amount of $50,000.00 was approved.
Motion was made by Sydney Nelson, seconded by Andy Leitch and
carried, to approve payment in the amount of $2,685.00 to Reinarts Stained Glass
Studios, Winona, Minnesota for the repairs to the courthouse stained glass windows,
as per proposals.
Motion was made by Sydney Nelson, seconded by Andy Leitch and car-
ried, to approve a transfer of $6,500 from the County Revenue Fund to the Boat &
Water Safety Fund.
Motion was made by Hub Nordgren, seconded by Bert Hovland and carried,
to approve the following applications for reduction of taxes and/or penalty:

The County Sheriff appeared before the board with proposals received
by him as authorized by said board for two automobiles to be used by the sheriff's
department. After considerable discussion, motion was made by Sydney Nelson,
s~conded by Andy Leitch and carried, to approve the purchase of a 1980 Dodge Aspen
.from Fergus Dodge, Inc., Fergus Falls, MN in the amount of $5,803.21. Motion was
made by Bert Hovland, seconded by John Snowberg and carried, to purchase a 4-dr.
Malibu Classic Sedan from Minnesota Motor Company, Fergus Falls, MN in the amount
of $6,767.00.

unanimously ca.rried, to grant an increase of 9% for each department's personal
services budget, to be distributed at each department head's discretion, with
the 9% to inclu.de merit increases .ans. lm~:,!!;e ,ity, for the year 1981.

carried, to increase each appointed and elected official's salary for the
year 1981 in the amount of $2,000 over the year 1980, except the county attorney
and the director of social services, establishing the 1981 salaries as follows:

-WEDNESDAY'S SESSION -
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County met at 9:30 a.rn., Wednesday, December 10th, at 9:30 a.rn.,
with all members being present.
B. K. Soby, representing the Otter Tail County Historical
Society, requested consideration of funding by the county to complete the
building expansion program. Motion was made by Andy Leitch, seconded by
John Snowberg and carried, with Syd Nelson and Bert Hovland voting "no", to
appropriate the sum of $25,000 out bf the county building fund, to be con-
tributed to the historical society when contributions to the society amount
to $55,000, to complete the $80,000 fund drive.
Motion was made by Hub Nordgren, seconded by Sydney Nelson and
carried, instructing the County Engineer to write to the Minnesota Department
of Transporation to request route markers be installed on Trunk highway No. 10
at the intersection of Otter Tail County Road No. 143, located about two miles
west of Bluffton.
Motion wasrnade by Andy Leitch, seconded by Bert Hovland and car-
ried, to participate in the Vietnam Era Payment Assistance under the Minnesota
Housing program, contributing amount of $4,000.
Motion was made by Andy Leitch, seconded by Bert Hovland and car-
ried, to appoint Mrs. Charles (Irene) Lundby to the Otter Tail County Extension
Committee to replace Vernon Johanson.
John Miller of Homestead Township appeared before the Board re-
questing a culvert be opened and flow re-established on a beaver darn effecting
his farm. Motion was made by Sydney Nelson, seconded by Bert Hovland and carried,
to recommend no action be taken at this time.

Upon motion made by Bert Hovland, seconded by John Snowberg
and carried, the following resolution was adopted:
RESOLVED by the Board of County'Commissioners of Otter Tail
County Minnesota, that
WHEREAS, on June 10, 1980, the bid for grading, aggregate
base and bituminous surfacing on Maplewood State Park Roads was awarded
to Lakes Paving, Inc., P. 0. Box 703, Detroit Lakes, Minnesota in the
amount of $264,469.27, and
WHEREAS, the above contract has now been completed to the
satisfaction of the County Board at a total cost of $259,925.05, a decrease
of $4,544.22, due to no prime coat being needed for the· project,
. NOW, T_HEREFORE, BE IT RESOLVED, the County Auditor is hereby
authorized and directed to issue a warrant in the amount of $32,504.19 pay-
able to Lakes Paving, Inc., P.O. Box 703, Detroit Lakes, Minnesota as final
payment on this project.

Motion was made by Sydney Nelson, seconded by Bert Hovland and
carried with Andy Leitch voting "no", to authorize the County Sheriff to obtain
quotations for two cars7s to be used by the Sheriff's Department.
Motion was made by Hub Nordgren, seconded by Bert Hovland and
carried, to reappoint Andy Leitch to the Regional Development Commission.
With no further business, the Chairman adjourned the meeting
