HomeMy WebLinkAboutBoard of Commissioners - Minutes - 11/13/1980I MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to adjournment, the Board of County Commissioners of Otter Tail County Minnesota met at 9:30 a.m., Thursday, November 13, 1980, with Bert Hovland absent. A delegation of property owners in Star Lake Township appeared be- fore the Board requesting a bridge or adequate,ox culvert be placed over the pass between Star Lake and the west arm of Star Lake on CSAH #41 for better accessibility between the lakes. The request is to be under consideration for possible grant funds. No official action taken. Representatives from the Community Energy Association of Dalton appeared before the Board requesting industrial revenue bonds for the construction "! .. of an alcohol production plant in the Dalton area. The Board, having previously advertised for bids to be received for the purchase of an automobile to be used by the County Housing and Redevelopment Authority, proceeded to open bids which were found to be as folbws: Fergus Dodge, Inc., Fergus Falls, MN: 1981 Dodge Diplomat, 2 dr. 1980 Dodge Aspen, 4 dr. 1980 Dodge Diplomat, 2 dr. $6,945.36 6,275.00 5,975.00 After consideration, motion was made by Andy Leitch, seconded by _John Snowberg and carried, to purchase the 1980 Dodge Aspen, 4 dr., in the amount of $6,275.00. A representative of the property insurance carrier for the county appeared before the Board, and upon motion made by Sydney Nelson, seconded by John Snowberg and carried, it was agreed to increase coverage on all buildings by 9%, to ·compensate for increased costs. Motion was made by Hub Nordgren, seconded by Andy Leitch and carried to approve the application of Dennis Nosbish for license to sell non-intoxicating malt liquor at Oakwood Golf Course in Henning Township. Motion was made by John Snowberg, seconded by Andy Leitch and car- ried, to approve the plat of River Hills, located in Section 29 -134 -42. Bob Fritz appeared before the Board relative to a preliminary plat and special use permit on Whispering Springs, to be located in Elizabeth Township. Motion was made by Sydney Nelson, seconded by Andy Leitch and car- i ried, 'to approve a preliminary plat of Star Point Estates, to be located in Section 12 -135 -41, and a special use permit to construct road to serve the proposed plat. Upon motion made by Sydney Nelson, seconded by Andy Leitch and car- ried, ,the following applications for special use permit were approved: Bradford Henry Compto'n Township Gorman Township Eagle Lake Township Compton Township Gorman Township Cut ridge and fill low area (subject to conditional requirements) Replace deficient bridges Replace deficient bridge Motion was made by John Snowberg, seconded by Andy Leitch and car- ried, to approve the application of Gary Anderson, Fergus Falls, MN for sewage dis- posal installers license for Andee Underground. Motion was made by Andy Leitch, seconded by John Snowberg and car- ried, instructing the County Engineer to remove the stop sign on County Road #12~ in the City of Dalton located two blocks east of the junction between CSAH #12 & #35. Upon motion made by Andy Leitch, seconded by Sydney Nelson and carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS the Otter Tail County Board of Commissioners is very aware ,~ of the importance of the agricultural economy of the County and Minnesota, and WHEREAS the Otter Tail County Board of Commissioners supports economic development through industrial expansion in the communities of the County, and WHEREAS the Community Energy Association desires to establish an alcohol plat in the Dalton Community, and WHEREAS an alcohol plant will utilize small grain, particularly corn, grown in the local area and be able to market as livestock feed, the resi- due of the alcohol formation process, and WHEREAS the entire proposed alcohol operation will be self con- tained in the local area, and WHEREAS Dalton as well as Otter Tail County will benefit from the additional low income job opportunities and energy production, NOW, THEREFORE, BE IT RESOLVED that the Otter Tail County Board of Commissioners will cooperate with the Community Energy Commission to obtain Industrial Revenue Bond funding to finance the construction of the proposed alcohol plant provided the City of Dalton receives HUD assistance to foster economic development and provide additional low income job opportunities. Motion was made by Sydney Nelson, seconded by Hub Nordgren and carried, with Andy Leitch voting "no", to authorize the county engineer to adver- tise for bids to be received until 9:30 a.m., Tuesday, December 9, 1980, for one self-contained, self-propelled highway line striper, for use by the highway depart- ment. Motion was made by Andy Leitch, seconded by Hub Nordgren and carried, to authorize the county engineer to advertise for bids to be received until 9:30 a.m. Tuesday, December 9, 1980, for the seasonal supply of calcium chloride. Motion was made by Andy Leitch, seconded by John Snowberg and carried, to enter into agreement with the State of Minnesota Department of Transportation for snow removal, and the Board Chairman and County Auditor were authorized to exe- cute said agreement on behalf of Otter Tail County. Upon motion made by Andy Leitch, seconded by Sydney Nelson and car- ried, the County Engineer was authorized to purchase an additional fuel storage tank. Motion was made by Sydney Nelson, seconded by John Snowberg and car- ried, to grant special aid to Paddock Township in the amount of $500.00 for exten- sive road work in Sections 5, 7, 26 and 27. Upon motion made by Hub Nordgren, seconded by Sydney Nelson and carried, the following resolutions were adopted concerning contract completion for bridge replacements in Corliss, Blowers, Tumuli, Compton and Oak Valley Town- ships: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, on September 4, 1979, the Board acapted the bid of Ackling Construction Company, Perham, Minnesota in the amount of $72,834.00 for C.S. Str. Pl. P-A Culverts on Corliss Township Road at Toad River, and WHEREAS, the above contract has now been completed to the satis- faction of the County Board at a total cost of $71,363.00, a decrease of $1,471.00 due to ommission of equipment rental items and removal of old bridge, NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby authorized and directed to issue a warrant in the amount of $8,689.70 payable to Ackling Construction Company, Perham, Minnesota as final payment for this work. Motion was made by Sydney Nelson to purchase a chip spreader jointly with Becker County for use by the two highway departments. The motion died for lack of a second. Motion was made by Hub Nordgren, seconded by Sydney Nelson and car- ried, with Andy Leitch voting "no", to authorize the County Engineer to advertise for bids for a chip spreader for use by the highway department. Motion was made by Andy Leitch, seconded by John Snowberg and car- ried, authorizing the Coun~y Engineer to order aerial photos of all gravel pits located in Otter Tail County. I -FRIDAY'S SESSION - Pursuant to adjournment, the Board of County Commissioners of Otter Tail County Minnesota met at 9:30 a.m., Friday, November 14, 1980, with Bert Hovland absent. David Anderson and Chester Jorud of the Anderson Land Survey firm in the City of Fergus Falls appeared before the Board with a pro:in;al and request to be appointed County Surveyor. After considerable discussion, upon motion made by Andy Leitch, seconded by Sydney Nelson and carried, the following resolution was adopted: RESOLVED by the Board of County Commissioner of Otter Tail. County Minnesota, that WHEREAS, the position of Otter Tail County Surveyor was eliminated oy Board action in. the year 1974, and WHEREAS reconsideration has been given to the need of a County Surveyor in Otter Tail County, NOW, THEREFORE, BE IT RESOLVED, the prior resolution calling for the elimination of ·the Otter Tail County Surveyor position be and is hereby revoked, and BE IT FURTHER RESOLVED, David Anderson of the Anderson Land Sur- vey Company, Fergus FaJJs, Minnesota be appointed as Otter Tail County Surveyor for a period of one year commencing January 1, 1981, and BE IT RESOLVED FURTHER, The County Board Chairman is autlrr>ized and directed to execute an agreement/contract on behalf of Otter Tail County specifying fees and charges, said contract to be filed in the office of the County Auditor. Stat. 18.231 for the appoint- ment of one or more County Agricultural Inspectors upon the request of the Com- missioner of Agriculture, and WHEREAS, the Commissioner of Agriculture now requests that such appointment be made by the Board of County Commissioners, NOW, THEREFORE, BE IT RESOLVED, that Gordon Bjoralt, whose address is Rothsay, Minnesota, and telephone number is 218 867 2450, is hereby appointed from January 1, 1981 to December 31, 1981 at an annual salary or wage of $5,680.00, BE IT FURTHER RESOLVED that the County Agricultural Inspectors may attend the annual shortcourse and other regional or district conferences held duringthe year, BE IT FURTHER RESOLVED that a copy of this resolution shall be forwarded to the Commissioner of Agriculture, 90 West Plato Boulevard, Saint Paul, Minnesota 55107.
