OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County met at 1:00 p.m., Tuesday, October 21, 1980, with Bert Hovland
absent.
Motion was made by Andy Leitch, seconded by Hub Nordgren and car-
ried, to appoint Gordon Bjoralt as the West Otter Tail County Weed Inspector for
the year 1981.
Upon motion made by Sydney Ne~son, seconded by Hub Nordgren and
carried, the plat of Rose Lake Beach, 1st Add'n, located in Section 22 -137 '-40,
-was approved . "
Motion was made by Hub Nordgren, seconded by Sydney Nelson and car-
ried, to approve the plat of Prairie View, 1st Add'n, located in Section 1-134-36.
Motion was made by Sydney Nelson, seconded by Hub Nordgrenand car-
ried, to approve the plat of Solar Shores, located in Section 10 -135 -39.
Motion was made by John Snowberg, seconded by Hub Nordgren and car-
ried, to approve a plat of Betty Johnson Add'n, located in Sections 20 & 2k~-137-42.
Motion was made by Hub Nordgren, seconded by Sydney Nelson and car-
ried, tocpprove an application of the City of Dalton, for special use permit to
place culverts and fill in outlet of Berger Lake.
Motion was made by Hub Nordgren, seconded by Sydney Nelson and car-
ried to write a letter to the Minnesota Pollution Control Agency relative to the
county's approval of the Northwood Specialty Company of Parkers Prairie burning of
wastes, with copies to go to the county's legislators, the Governor of the State of
Minnesota, and the Land & Resource Management office.
Pursuant to Minn. Stat. 183, and proper notice, a hearing was
conducted for the purpose of hearing a complaint of freeholders in the Township
of Elmo Township as to·the passability of a certain township road located in
Sections 20 and 21 of Elmo Township. After listening tothe various interested
parties, the following resolution was adopted, upon motion made by Hub Nordgren,
seconded by Sydney Nelson and carried:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
The disputed township road running through the.center of
Section 20 inan easterly direction one-fourth mile into Section 21 of Elmo
Township, be and is hereby declared as passable and reasonably constructed.

Upon motion made by Hub Nordgren, seconded by John Snowberg and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, on April 8, 1980, the County Board accepted the bid
of Alley Construction Company, Alexandria, MN for grading, aggregate sur-,
facing #143 under C.P. 80:143, in the amount of $101.064.72, and
WHEREAS, the above contract has now been completed to the satis-
faction of the County Board at a total cost of $104,570.94, an increase of
$3,506.22 due to overruns on common excavation and sodding,
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby
authorized and directed to issue a warrant in the amount of $10,457.09 payable
to Alley Construction Company, Alexandria, MN as final payment for this work.

Upon motion made by Hub Nordgren, seconded by Sydney Nelson and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of~Otter Tail
County Minnesota, that
WHEREAS, on April 8, 1980, the County Board accepted the bid
of Arnold Bennett, Frazee, MN in the amount of $3,556.86 for mowing Area A,
and
WHEREAS, the above contract has now been completed to the satis-
faction of the County Board at a total cost of $3,676.86, an increase of
$120.00 due to need for 10.00 acres of additional mowing,
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby
authorized and directed to issue a warrant in the amount of $475.69 payable
to Arnold Bennett, Frazee, MN as final payment for this work.

Upon motion made by Hub Nordgren, seconded by Sydney Nelson and
carried, the following resolutions relative to bridge replacements were approved:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, on November 6, 1979, the County Board accepted the bid
of Landwehr Heavy Moving, Inc., St. Cloud, Minnesota in the amount of $21,402.00
for bridge replacement, R.C. box culvert on Deer Creek Twp. Rd #123 at Rock
Creek, and
WHEREAS, the above contract has now been completed to the satis-
faction of the County Board at a total cost of $19,082.40, a decrease of
$2,319.60 due to underruns on contract equipment rental items and omission of
seeding and mil.ch material,
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby
authorized and directed to issue a warrant in the amount of $1,955.60 payable
to Landwehr Heavy Moving, Inc., St. Cloud, Minnesota as final payment for this
work.

RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, on December 4, 1979, the County Board accepted the bid
of Landwhr Heavy Moving, Inc., St. Cloud, MN in the amount of $42,465.00 for
bridge replacement on Compton Twp. Rd. #402 at Oak Creek, and.
WHEREAS, the above contract has now been completed to the satis-
faction of the County Board at a total cost of $42,465.00, a decrease of $443.00
due to underruns on contract equipment rental items and riprap.
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby
authorized and directed to issue a warrant in the amount of $4,302.75 payable
to Landwehr Heavy Moving, Inc., St. Cloud, MN as final payment for this work.

RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS on December 4, 1979, the County Board accepted the bid
of Landwehr Heavr MOving, Inc., St. Cloud, Minnesota in the amonnt of
$30,129.00'for bridge replacement on Oak Valley Township Road #34 at Oak
' Creek, and
WHEREAS, the above contract has now been completed to the satis-
faction of the ·county Board at a total cost of $28,750.40, a decrease of
$1,376.60 due to underruns on common borrow and granular backfill,
NOW, THEREFORE BE IT RESOLVED, the County Auditor is hereby
authorized and directed to issue a warrant in the amount of $2,828.60 payable
to Landwehr Heavy Moving, Inc., St. Cloud, Minnesota as final payment for this
work.

carried, the following resolution was adopted:
RESOLVED by•the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, in'accordance with a Procedural Agreement between the
Minnesota Department of Natural Resources and the U. S. Fish and Wildlife Ser-
vice, dated May 23, 1962, certification by the County Board of Commissioners
for acquisition of lands by the U. S. Fish and Wildlife Service is requested,
and
WHEREAS, representatives of the U. S. Fish and Wildlife Service
met withthe Board of Commissioners on October 21, 1980 and informed said Board
that a waterfowl easement had been secured from Mr. and Mrs. Wesley A. Beske
on the w1~NE¾, Fr. NW¾ of Section 19 -132 -43,
NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby
approve the aforementioned easement acquisition by the U. S. Fish and Wildlife
Service.

Motion was made by Hub Nordgren, seconded by Sydney Nelson and
carried, to approve transfers of two metes and bounds descriptions by Omar L.
Johnson, involved in S.L. 2 of the SW1~ SE¾ of Section 24 of Norwegian Grove
Township.
Upon motion made by Hub Nordgren, seconded by Sydney Nelson and
carried, the County Engineer was authorized to advertise for bids to be received
until 2:00 p.m., Tuesday, November 25th, 1980. for a non-destructive testing
machine capable of measuring load deflections for a means to determine the
strength of highways and one walk-in type vehicle, for use by the Highway Dept.
Motion was made by Sydney Nelson, seconded by John Snowberg and

carried, authorizing the Co.unty Engineer to "advertise for bids to be received
until 10:00 a.m., Tuesday, ;March 3, 1981, for grading and bituminous surfacing
of C.S.A.H. #1, under project SP 56-601-011.
Motion was made by Sydney Nelson, seconded by Hub Nordgren and
carried, to grant special aid to Newton Township in the amount of $400.00 to
assist in construction of new roads in Sections 13, 24 and 32.
Motion was made by Hub Nordgren, seconded by Sydney Nelson and
carried, to approve the purchase and payment of a used car from the Probation and
Parole Department in the am~unt of $1,350.00 for use by the County Assessor's
office.
Motion was made by Sydney Nelson, seconded by Hub Nordgren and
carried, appointing John Snowberg and Glen Melby as Otter Tail County's represen-
tatives on the Joint City-County Building Committee, to supervise operations and
maintenance of the Law Enforcement Center building.
