Motion was made by John Snowberg, seconded by Andy Leitch and carried, to approve the plat of West Shady Nook Beach, located in Section 15 - 134 -41. Motion was made by Andy Leitch, seconded by Hub Nordgren and car- ried, to approve the plat of Lakeside Rolling Woodlands, located in Section 36 - 133 -41. Motion was made by Sydney Nelson, seconded by Hub Nordgren and car- ried, to approve the application of Robert Jones, for special permit to establish a flea market on Pt. of G.L. 2, Section 22, Rush Lake Township, for a two year probational period. Motion was made by Hub Nordgren, seconded by Andy Leitch and car- ried, to approve transfer of two metes and bounds descriptions by Aldo Bunelle in Government Lot 2, Section 20, Lida Township, provided, however, each parcel contains no less than the required 20,000 square feet, with 100 feet lake frontage. Upon motion made by Andy Leitch, seconded by Hub Nordgren and carried, the County Auditor was instructed to transfer $500,000 from County Revenue to the County Road & Bridge Fund. Upon motion made by Hub Nordgren, seconded by Andy Leitch and car- ried, the County Auditor was authorized to advertise for bids to be received until 10:30 a.m., Thursday, November 13th, 1980, for the purchase and delivery of a 2 door or 4 door sedan for use by the Otter Tail County Housing and Redevelopment Authority. Motion was made by Sydney Nelson, seconded by Hub Nordgren and car- ried, to accept the resignation of Jared Smalley from the Otter Tail County Housing and Redevelopment Authority and the County Auditor was instructed to write a letter of appreciation to Mr. Smalley for his services. Motion was made by Andy Leitch, seconded by Hub Nordgren and carried, to insulate the county owned house at Phelps Mill and authorized Mr. Jess Morton, caretaker, to select the firm to do the insulating. Motion was made by Sydney Nelson, seconded by Andy Leitch and carried, with John Snowberg voting "no", to discontinue membership in the National Association of Counties. Upon motion made by Sydney Nelson, seconded by Hub Nordgren and carried, the following resolutions pertaining to roadside mowing were adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, on April 8, 1980, the County Board accepted the bid of Thomas Benson, Clitherall, MN for mowing Area Bin the amount of $4,448.70, and WHEREAS, the above contract has now been approved tothe satis- faction of the County Board at a total cost of $4,421.02, a decrease of $27.68 due to deduction of 2.46 miles on CSAH because of road construction, NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby authorized and directed to issue a warrant in the amount of $442.10 payable to Thomas Benson, Clitherall, MN as final payment for this work. Motion was made by Sydney Nelson, seconded by Andy Leitch and carried, to approve a lease agreement with Douglas Ackling for the rent of office space for the East Otter Tail County Extension Service for the sum of $892.69 per month for period of one year commencing June 1, 1980, and the chairman of the Board was authorized to sign said agreement on behalf of Otter Tail County. Motion was made by Hub Nordgren, seconded by Sydney Nelson and carried, instructing the County Auditor to send a letter to the State of Minnesota Commissioner of Revenue objecting to the increase in farm .valuations imposed by the Revenue Department, for the year 1980.
