OF THE
BOARD OF COUN[Y COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County met at 1:00 p.m., Tuesday, August 19, 1980, Bert Hovland absent.
Pursuant to Board action of the 25th of July, 1980, the matter of
redetermination of benefits of County Ditch #37 was brought up for final action.
Motion was made by Andy Leitch, seconded by Hub Nordgren and carried, to accept
the viewer's report of redetermination of benefits, with the stipulation that
no future improvements be made to said ditch without the benefit of petitions and
proper-hearings.·
Motion was made by Andy Leitch, seconded by Hub Nordgren and car-
ried, to re-determine the benefits of Otter Tail County Ditch #21 and appoint
George Walter, Roland Saulk and Giles Harlow as viewers.
Motion was made by Hub Nordgren, seconded by Sydney Nelson and car-
ried, to re= determine the benefits of Otter Tail County Ditch #12 and appoint
George Walter, Roland Saulk and Giles Harlow-as viewers.
Motion was made by Sydney Nelson, seconded by Hub Nordgren and car-
ried, to approve the plat of Preston's West Acres, located in Section 14 -134 -43.
Motion was made by Hub Nordgren, seconded by Sydney Nelson and car-
ried, to approve the plat of Art's North Shore, 2nd Add'n, located in Section 5 -

135 -39, provided, however, no tn:tildirtg construction on the back lots, with approval
given to the Rush Lake Town Board for a special use permit to construct a road on
the dedicated area.
Motion was made by Hub Nordgren, seconded by Andy Leitch and carried,
to approve a preliminary plat of Perry View, 1st Add'n, to be located in Section l -
134 -36.
Motion was made by Hub Nordgren, seconded by Andy Leitch and carried,
to approve a preliminary plat of Oppegard Estates, to be located in Section 25 -
134 -38.
Upon motion made by Hub Nordgren, seconded by Andy Leitch and car-
ried, the following applications for special use permit were approved:

Motion was made by Hub Nordgren, seconded by Sydney Nelson and
carried, to approve the application of Edwin Pikal, Henning, Minnesota for sewage
disposal installers license.
Motion was made by Andy Leitch, seconded by Sydney Nelson and car-
ried, to submit the name of Alton H. Nordgren for nomination to the Solid Waste
Management Advisory Council.
Motion was made by Andy Leitch, seconded by Hub Nordgren and carried,
to approve the Civil Defense Prepardness Annual Program Paper as prepared by the
Civil Defense Director Malcolm Lee, and the Chairman of the Board was authorized to
sign said paper on behalf of Otter Tail County.
Clarence Venzke, Elmo Township, appeared before the board presenting
a petition from residents of Elmo Township requesting repair and maintenance of a
township road beginning at Highway #40 and terminating at the road running south
of Almora. Motion was made by Hub Nordgren, seconded by Andy Leitch and carried,
authorizing a hearing to be set for 2:00 .p.m., Tuesday, October 7th for the purpose
of hearing complaints to establish a determination on the maintenance and repairs
of said township road.
Motion was made by Sydney Nelson, seconded by Andy Leitch and car-
ried, to quit claim a portion of highway easement back to the owner of the original
property, on County Road #8 in Section 35 of Butler Township.
Upon motion made by Hub Nordgren, seconded by Andy Leitch and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS pursuant to Minn. Stat. 163.16, Subdivision 1, a

written complaint has been received by the County Board signed by five or
more freeholders of Elmo Township stating that a portion of township road
located in Sections 21 and 22 of Elmo Township ·is in a state of disrepair
apd because of such neglect is not reasonably passable,
NOW, THEREFORE, BE IT RESOLVED, a hearing for the purpose of
c~nsidering said complaints shall be set for 2:00 p.m., Tuesday, October 7,
1980, in the Commissioners Room of the Otter Tail County Court House in the
Ca.ty of Fergus Falls, and
BE IT FURTHER RESOLVED the County Auditor is hereby authorized
and directed to forward a copy of the complaint, together with notice of the
time and place of hearing to the Town Clerk of Elmo Township.

After consideration, motion was made by Andy Leitch, seconded by
HD.b Nordgren and carried, to accept the bid of Donald Conroy Construction.Co.,
Dumont, Minnesota in the amount of $247,579.36, being the lowest bid.
Motion was made by Sydney Nelson, seconded by Andy Leitch and car-
ried, to accept quotations from Peavey Building Supply in the amount of $1,292.02
arid Adam Grossman, labor, in the amount of $650.00 for the repair of the Vergas
garage.
Upon motion made by Andy Leitch, seconded by Hub Nordgren and
carried, the following resolution was adopted:

WHEREAS, the County Board on March 4, 1980 accepted the bid of
M-R Sign Company, Fergus Falls, Minnesota for road signs in the amount of

faction of the County Board at a total amount of $6,301.10,
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby
ahthorized and directed to issue a warrant in the amount of $6,301.10 payable I

carried, to appoint Wes Schierman as a member of the Crystal-Lida Sanitary Sewer
District to replace Kenneth McNabb who resigned.
Motion was made by Sydney Nelson, seconded.by Andy Leitch and
carried, to approve the public officials liability policy premium in the amount
of $8,512.00 with a 5% policy fee of $425.60, which is a correction of the original
amount quoted of $7,130 from the Barker-Williams Insurance Agency as representatives
of the Forum Insurance Company.
